Established in 1951, IOM is the leading inter-governmental
organization in the field of migration and works closely with governmental,
intergovernmental and non-governmental partners. IOM is dedicated to promoting
humane and orderly migration for the benefit of all. It does so by providing
services and advice to governments and migrants.
Organizational Context and Scope:
IOM is undertaking a project to supply and install a Hybrid
Solar Power Station with a capacity of 624 Kw for to Tarim Water Supply System
to support LWSC-Tarim (Local Water & Sanitation Corporation), which comprises
eleven (11) boreholes. The system will integrate solar systems into existing
power sources, namely generators and the local/national electricity grid, to
optimize power generation and enhance a significant reduction in fuel
consumption and improve overall operation efficiency of the water service.
To ensure the quality and proper execution of the installation works, IOM
requires the services of a qualified and experienced Consultant Field Engineer
to provide on-site supervision and technical oversight.
Under the overall supervision of the WASH National Officer, with guidance of
the WASH Senior Program Assistant and under direct supervision of the WASH
Program Assistant, the Consultant Field Engineer will support and provide
technical supervision at field on the installation of Hybrid Solar Power
Station project under KOICA in Tarim district, Hadramout governorate. In
particular, s/he will:
Core Functions / Responsibilities:
1. Provide expert on-site technical
supervision and monitoring of the installation of all electrical and solar
power components of the Hybrid Solar Power Station at the Tarim Water Field.
2. Oversee and monitor the quality of associated civil works
required for the installation of the solar power system, ensuring adherence to
relevant engineering standards and specifications.
3. Ensure that the installation works are carried out in
strict accordance with the project specifications, drawings, relevant
international and local electrical/solar standards, and best industry practices.
4. Monitor the contractor's progress, identify potential
technical issues, delays, and provide timely advice and recommendations to the
National WASH Officer and relevant IOM project staff.
5. Verify the quality of all electrical and solar power equipment
and materials delivered to the site, ensuring compliance with technical
specifications.
6. Monitor the quality of civil works, including but not
limited to foundation preparation, cable trenching, equipment mounting
structures, and any necessary site modifications.
7. Witness and verify all electrical and solar power system
testing and commissioning activities, ensuring they are conducted according to
established protocols and standards.
8. Facilitate clear communication and coordination between
the contractor, IOM, and other relevant stakeholders on all technical and civil
works-related matters on-site.
9. Ensure strict adherence to safety regulations and
procedures by the contractor's personnel during all installation and civil
works activities.
10. Provide regular progress reports, highlighting
achievements, challenges, and proposed solutions to the IOM WASH team.
11. Maintain clear and concise records of their observations
and findings during each site visit. Carry out any additional tasks related to
site supervision as specifically requested by the direct supervisor.
Required Qualifications and Experience
Education:
- Bachelor's
degree in Electrical Engineering, Renewable Energy Engineering, or a
related field. A Master's degree will be an added advantage.
Experience:
- Minimum
of 3 years of proven experience in the supervision of electrical and
renewable energy projects, preferably solar power plant installations.
- Demonstrated
experience in supervising the installation of medium to large-scale solar
PV systems, including inverters, combiner boxes, and associated electrical
infrastructure.
- Experience
in working with international organizations or NGOs is an advantage.
Skills:
- Knowledge
of CAD, AutoCAD, Electrical network design applications, google SketchUp,
Solar power system design simulation applications, Excel, Outlook,
Organizational Skills, Accuracy, Reporting, Ability to work with minimal
supervision.
LANGUAGES
For all applicants, fluency in written and spoken Arabic and
English.
