TITLE: Security and Liaison Officer (SLO) Taiz Governorate
- LOCATION:
Mokha, Taiz Governorate (with frequent travel to HALO locations)
- REPORTING
TO: Operations Manager (1RO); Programme Manager (2RO)
About the Role:
HALO is seeking a dedicated Security and Liaison Officer
(SLO) to oversee security operations and manage key relationships within Mokha
and the broader Taiz governorate. Your expertise will help ensure the safe,
efficient, and compliant implementation of HALO’s life-saving mine action
programmes in a challenging environment.
Key Responsibilities:
- Develop
and maintain relationships with key government departments and local and international
security actors in Mokha and where appropriate in the wider Taiz
governorate.
- Assist
in the selection of AOOs for mine and UXO clearance in Taiz governorate.
- Oversee
safe and secure deployment of HALO teams, including journey management
planning.
- Develop
and manage a wide network of sources for security information, and stay
informed of national and local political and security developments in
Mokha and Taiz govenorate.
- Contribute
to the development, implementation, and review of security risk management
plans, SOPs, and emergency protocols.
- Lead
security vetting of new staff and assist in recruitment and management of
security personnel in Mokha.
- Support
management in administrative responsibilities and conduct accident and
incident investigations in Mokha.
- Support
the SLO Aden in conducting regular assessments of physical security
measures and procedures.
- Ensure
compliance with Yemeni law in security operations.
- Schedule
and run emergency protocol drills in Mokha in coordination with the Aden
SLO.
- Implement
relocation, hibernation, or evacuation protocols of Mokha staff during
crises.
- Assist
in managing liaison correspondence, security outputs, accreditation, and
registrations in Taiz governorate.
- Update
administrative processes according to new law and procedures from the West
Coast authorities (visas, residency, security movement, moving assets, and
custom clearance, etc.)
REQUIREMENTS – ESSENTIAL:
- At
least five (5) years’ experience working with NGO’s in a senior liaison
and/or security function
- Bachelor’s
degree (minimum) in political science, international relations,
humanitarian/development work,
- security
risk management or related field
- Advanced
spoken and written English
- Experience
researching and writing high-level political, security and conflict
analysis
- Proven
ability to work under conditions of stress
- Excellent
communication, interpersonal and analytical skills with meticulous attention
to detail
- Strong
computer literacy, with proficiency in Microsoft Office
- Ability
to work effectively with a team in a culturally diverse environment
