  • JOB TITLE: HR & Administrative Officer - Aden
  • LOCATION: Aden (with frequent travel to HALO locations)
  • REPORTING TO: 1RO Programme Coordinator / 2RO Programme Manager

MAIN DESCRIPTION:

The HR & Administrative Officer (HAO) plays a vital role in supporting senior management to ensure the smooth and efficient operation of HR and administrative functions within the program. The HAO will have a broad understanding of program activities and be ready to fill gaps where necessary, ensuring compliance and operational excellence.The Finance Assistant reports directly to the location manager in Taiz and Finance officer in Aden.

Key Responsibilities:  

  • Develop and implement HR policies aligned with organizational goals and local regulations
  • Maintain accurate physical and digital HR records in compliance with national Labour Law and donor requirements
  • Manage end-to-end recruitment processes, ensuring compliance with HALO policies and legislation
  • Monitor staff attendance, sickness, and unauthorized absences; report trends to senior management
  • Track employee leave balances and report monthly to senior staff
  • Translate and communicate HALO policies to staff; ensure new recruits receive proper induction
  • Prepare, translate, and follow up on employment contracts and secondment agreements
  • Facilitate performance management activities including evaluations and professional development plans
  • Document training needs and coordinate relevant capacity-building initiatives
  • Oversee staff exit procedures, final payments, and related documentation
  • Manage medical insurance, including registration, claims, and reimbursements
  • Supervise administrative staff including the cook and cleaner
  • Prepare purchase orders for staff needs and manage staff travel, visas, work permits, and residency arrangements

REQUIREMENTS – ESSENTIAL:  

  • Bachelor’s degree in HR, Business, or related field
  • At least 2 years’ experience in HR and admin roles
  • Proficiency in English (spoken and written)
  • Strong communication and organizational skills
  • Computer literacy (MS Office)
  • Ability to work well in a diverse team and manage multiple tasks
  • Commitment to HALO’s values and policies
