PU-AMI’s Context & strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.

PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported projects, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 

In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza).PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 

PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Job Description

Overall Objective

The Health Facility Triage Nurse assists with implementing emergency interventions. He/She performs the triage process to be applied to all patients of the Health Facility. He/She will ensure proper anthropometric measuring (blood pressure – sphygmomanometer, heart rate – stethoscope, oxygen saturation – pulse oximeter, respiratory rate, temperature – infrared thermometer, axillary thermometer), archiving, data collection, disinfection of workplace & equipment, health maintenance patient handwashing, preventive care, respiratory hygiene, reporting, social distancing, use of personal protective equipment, and COVID- 19 response.

Under supervision of the HF Medical Officer, he/she assists in organising medical activities for patients in accordance with the context, PU-AMI protocols, and universal hygiene standards, taking into consideration quality and continuity of care. He/She assists in supervision and training of the HF team. In addition, the HF Nurse is a member of PU-AMI H&N team: in that capacity he/she is familiar with the philosophy, polices, goals and objectives of PU-AMI and GHO/DHO and works collaboratively to achieve them. He/she complies with all Health Facility policies and procedures, as well as patient right state and MoPHP regulations.

Tasks and Responsibilities

  • Perform the Triage Process to all Health Facility Patients, observing the context
  • Ensure order, respiratory hygiene, social distancing and use of personal protective equipment by all in the Health Facility
  • Support and facilitate primary health care services at the health facility level
  • Contributes in the reporting of the medical data at the HF level
  • Achieve a high standard of care for patients at the HF in collaboration with all members of the HF team Assist HF MD in daily activities
  • Specific objectives and linked activities

1. Perform the Triage Process to all Health Facility Patients, observing the context

  • He/She check vital signs including, but not limited to, blood pressure with sphygmomanometer, heart rate with stethoscope, oxygen saturation with pulse oximeter, respiratory rate, temperature with infrared thermometer and/or axillary thermometer
  • He/She collects information for archiving and sharing with other relevant health workers
  • He/She organizes the consultation order based on pre-determined prioritization
  • He/She provides information to HF medical doctor to call the Rapid Response Team in case of suspected COVID-19 case
  • He/She provide daily report for the Health Facility regarding triage related to COVID-19

2. Ensure disinfection of waiting area, patients’ flow, respiratory hygiene, social distancing and use of personal protective equipment by all in the Health care workers.

  • He/She promotes to the health workers, health volunteers, patients, and other individuals about adequate handwashing, respiratory hygiene, and social distancing
  • He/She organizes per priority the patients and keep the order and social distancing
  • He/She ensures that the waiting area is disinfected by the beginning of the working day and act in case of contamination
  • He/She distributes disposable masks/tissues for the patients and accompanying individuals after handwashing

3. Support and facilitate primary health care services at the health facility level

  • He/She supports in assessing the needs, plans, implements, and evaluates evidence-based nursing care.
  • He/She supports in the smooth running of clinics and carries out clinical nursing procedures.
  • He/She facilitates the screening of patients in collaboration with government health workers at the HF.
  • He/She detects the priority acute/emergency cases, carries out first aid care when necessary and refers them to the medical doctor.

4. Contributes in the reporting of the medical data at the HF level

  • He/She ensures registration of the patients on the registration books.
  • He/She fills in all necessary registers and health files and participates in data collection in collaboration with the doctors and supervisors.
  • He/She collaborates with other health staff for reporting on the daily report of the HF about beneficiaries to the HF medical doctor.
  • He/She collaborates with other health staff for reporting on the weekly report to the HF medical doctor in time.
  • S/he provides the information on triage activity, whenever required by Medical officer or activity manager.

5. Achieve a high standard of care for patients at the HF in collaboration with all members of the HF and PU-AMI Mokha team

  • He/She works closely with the DHO staffs and contributes to their capacity building through trainings and on job training.
  • He/She works closely with PU-AMI HF Doctor and Nutrition team, DHO staff in transfer of complicated SAM cases to SC/TFC.
  • He/She works closely with PU-AMI health staff and DHO to achieve a high standard of care for patients.
  • He/She conducts education sessions for the beneficiaries to increase the awareness of the community.
  • S/he ensure due collaboration with other PU-AMI team members (MEAL, support and pharmacy staff) on receiving adequate and timely support for triage activity.

6. Assist HF MD in daily activities

  • He/She assists medical doctor to ensure an efficient referral system according to PU-AMI referral protocols.
  • He/She assist in collecting daily and weekly reports from all HF team and archiving them.
  • He/She collaborates with HF doctor in indicating the HF needs in medical equipment and drugs.
  • He/She participates in the monitoring of the waste management according to PU-AMI waste management procedures.
  • He/She report immediately to HF doctor any problem arising in the service, especially the missing/loss/robbery/damage of medical equipment or supplies used in triage and waiting area.
  • He/She respects and aware of the security rules and social and political situation in the field at any time and provide feedback to HF doctor.
  • In general, the HF Medical Nurse has to be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services and perform other additional duties on request of the Health Facilities Doctor.

PROFESSIONAL EXPERIENCE

4 Minimum 1 year experience in PHC and hospitals in relevant position

Minimum 1 year experience in an INGO in relevant position

KNOWLEDGE AND SKILLS

  • Trained Nurse, qualified from recognized Institution.
  •  Nurse, with technical competence in dealing with patients

4 Trained on triage and experienced
