Terms of Reference
(TOR): Production of an Awareness-Raising Film on Sexual Exploitation and Abuse
(SEA)
1. Introduction
The project aims to protect local communities in Yemen,
specifically in Aden Governorate, from SEA through an awareness campaign. This
campaign will deliver key prevention and reporting messages to empower
individuals, families, and communities with the knowledge to recognize, report,
and prevent SEA. The film will address gaps in awareness, reduce stigma, and
promote safe reporting mechanisms. This film is one component in a series of
multimedia materials, including brochures, posters, and community engagement
sessions, developed to resonate culturally with Yemeni audiences.
2. Objective of the Activity
The film’s objective is to:
- Raise
awareness of SEA, addressing the concept, types, and impacts of SEA.
- Encourage
community members, including vulnerable groups, to report incidents
safely.
- Promote
cultural sensitivity around SEA while empowering survivors to seek help.
- Shift
societal perceptions toward SEA, encouraging proactive prevention and
community support.
3. Scope of Work
The service provider will produce a 5-10 minute awareness
film, suitable for audiences of all ages and tailored to the cultural context
of Yemen. Key components include:
- Educational
Content: Define SEA in simple, relatable terms; illustrate various forms; and
highlight the importance of prevention.
- Storytelling:
Incorporate realistic, culturally relevant stories that demonstrate SEA
scenarios, how to recognize red flags, and reporting steps.
- Supportive
Resources: Feature available reporting mechanisms and resources, such as
hotlines and local organizations.
- Positive
Message: Conclude with a hopeful message promoting community support,
safety, and the empowerment of survivors.
4. Content Suggestions for the Film
The film may follow one or more of these scenarios, each
designed to communicate the risks and support systems associated with SEA:
1. Child-focused Scenario: Shows a young
boy who experiences harassment and finds support through trusted adults in his
life.
2. Youth-focused Scenario: Depicts a young woman navigating
exploitative situations in her workplace, ultimately finding strength to report
with peer support.
3. Community-focused Scenario: Highlights a family’s
experience and the importance of community involvement in creating a safe,
supportive environment for SEA survivors.
Each scenario will use simple language, age-appropriate visuals, and emphasize
confidentiality and empowerment. The film will focus on respect for cultural
values, especially around trust and community support.
5. Responsibilities of the Service Provider
The selected provider will:
- Meet
with SOS Development Foundation staff to understand project goals and
receive feedback on initial concepts.
- Develop
an engaging script with realistic scenarios that align with the objectives
and values of the PSEA campaign.
- Conduct
filming, directing, and editing of the video based on approved scripts and
storyboard, ensuring high production quality.
- Include
an impactful call-to-action, inspiring viewers to seek help or report SEA
concerns.
- Submit
draft and final versions of the film for review and approval.
6. Deliverables
- Script
and Storyboard: Develop a detailed storyboard and script that resonate
with the target audience and incorporate feedback from the SOS Development
Foundation.
- Film
Production: A fully edited, high-resolution video (5-10 minutes) with
clear audio and visuals suitable for diverse community settings.
- Subtitles:
Provide Arabic subtitles to increase accessibility for non-native speakers
or those with hearing impairments.
- Digital
File Formats: Submit the final video in various formats for easy sharing
online and offline.
7. Service Provider Selection Criteria
- Experience:
Minimum of two years in producing social or awareness-focused films, with
prior work in sensitive topics preferred.
- Cultural
Competence: Strong understanding of Yemen’s social norms and cultural
dynamics.
- Community
Engagement: Proven ability to create relatable and inspiring content for
marginalized and vulnerable communities.
- Innovation:
Ability to convey sensitive content in a respectful, impactful manner.
- Technical
Skills: Proficiency in video production, editing, and incorporating
feedback.
8. Timeline
The project is to be completed within 50 days from contract
signing.
