Consultant for the preparation of a manual (SOPs) for employees of the FSL Department.

In response to Yemen's humanitarian needs and support local communities to implement FSL activities to help provide essential components of a minimum package of services in all districts. The Food Security and Livelihoods Programmes (FSL) Section works closely with the country programme team in identifying, planning, implementing, monitoring and evaluating development and emergency projects and programmes in collaboration with local, national and international partners. 
To ensure the correct implementation of all FSL program activities successfully, it is important to create a guide (SOPs) for employees and train them. By hiring consultants with sufficient experience. It is supposed to support   business skills  advisory interventions - value chain studies consulting, vocational curricula, small grants (SMEs), poultry, honey bees, livestock, agriculture - cash for  unconditional cash work  , microfinance (microcredit) and solar energy systems consulting.  To perform successfully and submit all required reports by carrying out the assigned tasks as needed.

Purpose and Objective:

Work on providing a guide (SOPs) for  FSL-IRY   staff and train them Involve consulting and service providers so that they can deliver activities better. Empower employees to understand SOPs during the implementation of project activities.

Specific objectives:

1-  Evaluation, analysis and collection of evidence information: 
2-  Hold meetings with the FSL team. IRY to collect information. and previous ideas and experiences.
Collect information from consultants, trainers and staff of international organizations, NGOs – the Social Fund – relevant parties in their previous SOPs who have previous ideas and experience in their work methodologically (SOPs).
3-  Finalize the directory list and hold  an IRY team evaluation and analysis workshop. View possible outcomes.
4-  Training in IRY Team Management Skills Guide (SOPs). 

  • Held a workshop for 20 consultants on manual  skills (SOPs).
  • Preparing the guide in a final form.
  • Training 40 employees on directory management skills (SOPs)  and supporting the development of their business model and the development  of their own business plans,  adapting them to the current context and the needs of the local market

Directory preparation activities:

1-  Hold meetings with the FSL team. IRY to collect information. and previous ideas and experiences.
2-  Holding workshops using tools on (SOPs) targeting (employees - organizations - consultants - trainers - relevant authorities.
3-  Conduct a final evaluation of the manual according to a clear mechanism that includes IRY standards.
4-  FSL department team training  . 
5-  Report on the guide. 

Requirements from the consultant:  

1-  Make a presentation on how the guide plan works.
2-  Determine a time limit for the implementation of the program and preparation.

  • Presentation of manuals and training materials from competent authorities, if any, and references.
  • Submit relevant previous offers.
  • Artistic and financial presentation.
  • Identification of training needs 
  • (SOPs) Scope of Work : 
  • Technical fields related to Livelihoods (cash for work - unconditional cash - conditional cash - (SMEs) - apprenticeships - business incubators - agricultural sector - livestock - microfinance (loans) 
  • Financial journals (payment mechanism - value for each domain)  
  • Terms & Conditions 
  • Standards and implementation mechanism Guide. Staff – Consultants 

Data Protection:

  • The service provider (consultant) is committed to Islamic Relief's data protection policy.
  • Dealing with all information obtained in a confidential manner and not disclosing it without a license from the organization.

The consultant must submit the following outputs by the end of the contract period:

1-  Operation manual(s). For each of the following domains: 

  • Cash for work.
  • Unconditional cash.
  • Conditional cash.
  • Small Enterprises (SMEs). 
  • Apprenticeship.
  • Business incubators and accelerators.
  • Agricultural Sector – Livestock – Microfinance (Loans)

2-  Reports on training workshops.
3-  An evaluation form and the tools used  by him as references for the organization.
4-  Database of participants training and workshops.
5-  and the final report. 
    
Qualifications / qualifications and experience of the consultant.            

  • Bachelor's degree- preferably a master's or doctoral degree in related fields.
  • Previous experience with relevant organizations and bodies is not less than three years.
  • To have provided a consultant working in the same field or trained in consulting in the field.
