I. Background
The Humanitarian Development Program (HDP) is a nonprofit
and independent NGO in Yemen .It focuses on improving the quality of Yemeni
people’s life through well-planned and comprehensive projects in WASH,
education, Food security & livelihood Shelter, CCCM, Protection
,health and related activities that strengthen underserved communities in
all parts of Yemen with the flexibility to respond rapidly to emergencies.

exploitation and abuse. HDP defines the program’s commitment to the protection
from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP
Employees and Related Personnel. In recognition of the special vulnerability of
children, also HDP affirms commitment to the welfare and protection from sexual
exploitation and all forms of abuse of children, involving HDP employees and
related personnel.
Project Accountant will focus on HDP portfolio and will support the Programs
& Projects Manager in all relevant financial matters.
II. Project Summary :
The School Kitchen Project aims to provide healthy and
proper daily school nutrition for male and female students. The project targets
30,000 students across 55 targeted schools in Taiz Governorate (Al-Mudhaffar,
Al-Qahirah, and Salah Districts), funded by the World Food Programme (WFP) and
implemented in partnership with Hayel Saeed Anam Group (HSA).
III. Duties and Responsibilities
Under the direct supervision of Operations Manager, and the
overall guidance of the Programs & Projects Manager, the Procurement
officer, will undertake the following tasks:
- Lead,
plan, and execute project procurement plans in coordination with program
and management teams to ensure timely acquisition of goods, works, and
services.
- Manage
the end-to-end procurement process (Purchase Requisitions - PRs, Tender
Documents, RFQs, Bid Analysis Summaries - BAS, Purchase Orders - POs, and
Framework Agreements).
- Chair
Procurement Committees, oversee transparent evaluation of tenders/quotations,
and lead contract negotiations with vendors to secure maximum Value for
Money (VFM).
- Develop,
establish, and manage local supplier frameworks and active vendor
databases, performing eligibility vetting, anti-terrorism screening, and
performance evaluations.
- Oversee
and monitor the continuous daily food supply chain for the Healthy School
Kitchens in Taiz, enforcing quality assurance and technical compliance
standards upon receipt.
- Review
and approve procurement documentation (GRNs, Waybills, Invoices) prior to
submission to Finance to ensure compliance with donor rules and avoid
payment delays.
- Establish,
enforce, and audit digital and physical procurement archiving systems
(Audit Trail), ensuring strict compliance during internal and external
audit reviews.
- Supervise,
coach, and evaluate Procurement/Logistics Assistants, ensuring effective
division of responsibilities and capacity development.
- Monitor
market price fluctuations, supply chain risks, and vendor performance,
developing contingency plans to mitigate project disruption.
- Submitting
procurement plans and reports (weekly/monthly) as well as the final report
to the Project Manager and Operations Manager.
- Perform
any other senior procurement, supply chain, or strategic management tasks
requested by the line manager.

- رئاسة لجان المشتريات والإشراف على التقييم
الشفاف للعينات والعروض، وقيادة المفاوضات مع الموردين لتحقيق أعلى قيمة
مقابل المال (VFM).
- تطوير وإدارة قاعدة بيانات الموردين
المعتمدين والاتفاقيات الإطارية، وإجراء الفحص الأمني، والتحقق من أهلية
الموردين وتقييم أدائهم الدوري.
- الإشراف والمتابعة الميدانية لسلسلة التوريد
اليومية للمواد الغذائية للمطابخ المدرسية بتعز، وضمان تطبيق معايير ضبط
الجودة والمواصفات الفنية عند الاستلام.
- مراجعة واعتماد جميع وثائق المشتريات (سندات
الاستلام، سندات الشحن، الفواتير) قبل رفعها للإدارة المالية للالتزام بقواعد
المانحين وتجنب تأخير الصرف.
- إنشاء وتطبيق نظام أرشفة رقمي وورقي صارم
لكافة المعاملات المالية والمشتريات (Audit Trail)، وضمان الجاهزية التامة لعمليات التدقيق الداخلي والخارجي.
- الإشراف المباشر، وتوجيه، وتقييم أداء
مساعدي الم
- شتريات واللوجستيات، وضمان التوزيع الكفء
للمهام وبناء قدرات الفريق.
- متابعة تقلبات الأسعار في السوق، ومخاطر
سلاسل الإمداد، وأداء الموردين، ووضع خطط الطوارئ لتجنب أي تعثر في أنشطة
المشروع.
- رفع الخطط والتقارير المتعلقة بالمشتريات
(اسبوعية/شهرية) وكذلك التقرير النهائي لمدير المشروع ومدير العمليات
- أداء أي مهام قيادية أو إستراتيجية أخرى في
المشتريات وسلاسل الإمداد بتكليف من المشرف المباشر.

I. Education and Experience
- Bachelor’s
or Master's degree in Business Administration, Supply Chain Management,
Logistics, Finance, or a related field.
- Minimum
of 4 to 5 years of professional experience in procurement and supply chain
management with I/NGOs, including at least 2 years in a leadership/officer
level role.
- Advanced
mastery of Microsoft Office (Excel, Word, PowerBI/Outlook) and
ERP/Procurement management software.
- Native
Arabic speaker with Fluency in English (written, reading, and spoken).
