Established in 1951, IOM is the leading

Organizational Context and Scope:
Under the overall supervision of the Senior
Programme Coordinator (Protection) and the direct supervision of the Programme
Officer (Reporting and Information Management), with technical oversight from
the Programme Manager (Protection), the Programme Assistant will support
monitoring, evaluation, accountability, and learning (MEAL) and reporting
activities for the Protection Unit, covering IOM’s field operations in Aden,
Marib, Sana’a, and the West Coast.
The Programme Assistant will contribute to evidence-based programming by
strengthening the accuracy, timeliness, and quality of MEAL processes. The
incumbent will also play a key role in ensuring effective data collection,
analysis, and dissemination, supporting robust internal and external reporting
and information management aligned with donor, organizational, and coordination
requirements.
Core Functions / Responsibilities:
1. Collect, consolidate, and
validate data from field offices and implementing partners, ensuring the
accuracy and consistency of beneficiary figures, services delivered, and Means
of Verification (MoVs).
2. Ensure regular and structured information flow across
field teams, implementing partners, and programme leadership to maintain
alignment and data integrity.
3. Monitor progress against project indicators and timelines;
track performance metrics and assist with the development and regular updating
of dashboards and tracking tools.
4. Conduct routine data analysis to identify trends, risks,
and gaps; escalate concerns to the Programme Officer and propose data-driven
improvements.
5. Support the development and rollout of MEAL tools and
methodologies, ensuring their relevance to Protection programming and alignment
with IOM MEAL standards.
6. Contribute to the implementation of MEAL activities,
including data collection, assessments, and verification processes; conduct
field monitoring visits to assess MEAL compliance and provide technical support
to field teams.
7. Support the drafting of high-quality reports, situation
updates, and data visualizations for internal stakeholders, donors, and
coordination forums, ensuring clarity and relevance.
8. Maintain secure and organized record-keeping and data
management systems, including SharePoint and other platforms, ensuring
compliance with data protection and confidentiality standards.
9. Support general operations troubleshooting and
problem-solving.
10. In coordination with the Programme Officer, facilitate
trainings and capacity-building on reporting and MEAL procedures for Protection
field teams, fostering a culture of accountability and learning.
11. Perform other related duties as assigned.
Required Qualifications and Experience
Education:
- University
degree from an accredited academic institution preferably in
administration, statistics, information management, international
relations, or any other relevant field, with three years of relevant
professional experience.
Experience:
- Demonstrated
experience in MEAL, data and information management, and reporting within
humanitarian or protection-related programmes or related fields.
- Strong
experience in project implementation and management and using data to
support planning and decision- making.
- Proficient
in Microsoft Office applications (particularly Excel) and other data
analysis tools.
- Experience
supporting field-based teams in complex humanitarian contexts is a strong
asset.
- Prior
experience working with the UN or international NGOs in Yemen or the
region is advantageous.

complex data and present findings clearly.
