CARE International in Yemen

CARE International is currently seeking an Education Officer. The Education Officer will contribute to supporting the implementation of the Education Cannot Wait program (ECW) by assisting the Deputy Project Officer in implementing project interventions properly and in accordance with the project documents and work plan. He/she will do this by assisting in the implementation, coordination and monitoring of the project and day-to-day activities, providing administrative support to the project, maintaining project archives, project documentation, and assisting in training and workshops. He/she will be a focal point for close coordination with the local implementing partner and other relevant stakeholders in order to achieve the project objectives.

Main Responsibilities:

Project Planning and Implementation:

  • Make sure timely, accurate and high-quality project implementation as per work plan through effective liaison with related partners.
  • Entrepreneurship and livelihoods network
  • Monitor project activities and interventions so they are implemented in accordance with project outputs and expected impacts.
  • Offer ideas, suggestions and recommendations which improve the project team performance and facilitate the implementation of the project activities, which include team training needs.
  • Assist with the production of project briefs and agreements and any material in Arabic and English.
  • Liaise with the project's partners, arranging and confirming site visits and meetings and if appropriate attending and recording these.
  • Monitor the activities of services that are provided by Implementing Local Partner.
  • Helping to analyze, identify and recommend amendments to the planned activities for enhancement of project delivery at national and governmental levels, which can include obtaining good quality of education.
  • In close coordination with the Program coordinator to develop quarterly work and action plans and progress reports against output and deliverables.

Monitoring and Evaluation:

  • Provide support to the Design Monitoring Evaluation activities including review of systems and processes, capacity building of staff, and development of program information for multiple audiences, quality and timeliness of reporting.
  • Ensure that the crosscutting issues (gender, participation, conflict sensitivity, etc.) are prioritized while implementing a project action plan.
  • Track progress against indicators defined in the results framework.
  • Ensure timely submission of reports on field activities by education field assistants and relevant stakeholders to be submitted to the program Coordinator.
  • Compile data needed for regular project reports and contribute to drafting regular progress reports for donors

Capacity Building:

  • Develop and implement comprehensive training programs for teachers and education staff, including training on teaching methodologies, GBV prevention, MHPSS, and DRR.
  • Coordinate with Ministry of Education officials to provide targeted training and support, enhancing their ability to oversee and improve educational practices.
  • Equip educators with skills in case management to address the specific needs of vulnerable children, ensuring their protection and well-being.
  • Supply teachers with necessary teaching materials and resources to facilitate effective learning.
  • Establish mechanisms to monitor the effectiveness of training programs and make necessary adjustments to improve outcomes.

Community Engagement:

  • Activate and support gender-inclusive PTAs to engage in decision-making processes and lead back-to-school campaigns.
  • Conduct awareness campaigns to raise awareness about the importance of education, particularly for girls and vulnerable children.
  • Organize regular consultations with community members to gather input and feedback on educational initiatives.
  • Establish and strengthen community committees to support project implementation and monitoring.
  • Collaborate with local education authorities to tailor interventions to specific community challenges, such as remote learning and reducing dropout rates.
  • Develop and implement community-based monitoring systems to track school attendance and educational outcomes.
  • Work with communities to develop localized DRR strategies and integrate them into school planning.
  • Establish effective feedback mechanisms to ensure that community members can provide input on project implementation and report any issues or concerns.

Coordination and Collaboration

  • Coordinate with partners (INGOs, NGOs, local authorities, and community leaders) based on participation principles to enable well-organized planning of effective learning and sharing
  • In coordination with the (Deputy) Area Manager, communicate in liaison with related partners, including disseminating information, collecting information from them, and replying to their queries.
  • Ensure timely and sufficient information-sharing on project implementation with the Program Coordinator, project partners, and other relevant stakeholders and maintain close communications with them for quality of implementation.
  • In coordination with the (Deputy) Area Manager, explore the scope of possible effective coordination, on a regular basis, between the project and governmental bodies where appropriate for effective implementation and enhanced sustainability of the project. 

Education/Training Experiences:

  • Minimum of 2-5 years of professional experience in education planning, management, and/or education research.
  • Previous experience working in humanitarian or development contexts, particularly in crisis-affected areas. 
  • Proven experience in implementing and managing education programs, including planning, execution, monitoring, and reporting.
  • Ability to develop and deliver training programs for educators and education staff, focusing on teaching methodologies, GBV prevention, MHPSS, and DRR.
  • Strong coordination skills to work with Ministry of Education officials, local education authorities, and other stakeholders.
  • Skills in engaging with communities, including organizing consultations, activating PTAs, and conducting awareness campaigns.
  • Proficiency in establishing and managing M&E systems to track progress against indicators, compile data, and contribute to regular progress reports.
  • In-depth understanding of the education sector, including issues related to gender, inclusion, child protection, and conflict sensitivity.
