Family Counseling and Development Foundation
Family Counseling and Development Foundation is a
non-governmental humanitarian organization which was established on January 8,
2011 in Yemen. FCDF is specialized in providing mental health and psychosocial
support services for 12 years to men, women and children who seek help,
including a qualified Yemeni staff who are very specialized in MHPSS.

Duties and Responsibilities:
- Ensure
the tracking and documentation of all procurement processes to ensure that
items related to health are part of a pre-approved tender process and
ensure a transparent and competitive procurement process for all
purchases.
- Maintain
accurate filing systems with documented and supported records for auditing
purposes, and submit monthly reports to the direct manager to ensure
compliance with health standards.
- Contribute
to the design of the transportation plan for materials and equipment
essential for health activities.
- Support
the project team in developing specifications for goods and services
required for health activities.
- Collaborate
with the project team to define technical details, schedules, and
contractual requirements to support complex procurements in health sector.
- Establish
and maintain good working relationships with local and international
suppliers to ensure the timely provision of high-quality health needs.
- Prepare
drafts of RFQs (Request for Quotations) and RFPs (Request for Proposals)
for review to ensure the best bids for materials and services related to
health.
- Obtain
quotations from suppliers specializing in medical supplies and relevant
equipment.
- Follow
FCDF's procurement guidelines and ensure compliance with the policies of
FCDF's donors.
- Prepare
purchase orders, purchase requests, and amendments related to critical
materials and services.
- Maintain
procurement files, including purchase order files, ensuring proper
documentation of all purchases related to health.
- Create
and maintain a supplier database specialized in health.
- Process
procurement requests promptly to ensure the periodic availability of
necessary equipment and materials for programs and projects.
- Prepare
bid analysis, selection memos, and organize procurement committee meetings
to ensure transparency and efficiency in selecting suppliers.
- Negotiate
prices and obtain the best possible rates and offers for health materials
and equipment.
- Review,
prepare, and/or amend and process procurement documents for submission to
the FCDF finance team for payments related to health purchases.
- Assist
in training staff on procurement procedures and requirements.
- Perform
any other duties assigned by the management structure.
Qualifications and Requirements:
- Bachelor’s
degree in Business Administration, Logistics, Humanitarian Affairs, Public
Health or a related field.
- Minimum
of two years of experience in procurement and supply management,
particularly in health and protection projects or within humanitarian or
non-governmental organizations.
- Previous
experience in managing procurements related to public health, such as
medical equipment or supplies relevant to protection.
- Experience
in preparing and analyzing tenders and managing supplier contracts for
similar projects.
- Strong
knowledge of procurement policies in humanitarian organizations, ensuring
adherence to transparency and accountability standards.
- Strong
communication skills, with the ability to negotiate with suppliers and
contribute to procurement reporting.
- Ability
to organize and manage procurement documents and related supply records
effectively.
- Strong
time management skills, with the ability to manage multiple tasks
simultaneously to ensure smooth operations.
- Proficiency
in digital procurement systems such as KOBO or CommCare and data
management tools.
- Solid
knowledge of Microsoft Office (Word, Excel, PowerPoint).
- Strong
understanding of public health procurement processes and medical supplies
needed for protection projects.
