Family Counseling and Development Foundation is a
non-governmental humanitarian organization which was established on January 8,
2011 in Yemen. FCDF is specialized in providing mental health and psychosocial
support services for 12 years to men, women and children who seek help,
including a qualified Yemeni staff who are very specialized in MHPSS.
Job title: Protection Monitor in Dhamar Governorate

Duties and Responsibilities:
- Conduct
regular field visits to monitor protection risks, assess the needs of
vulnerable populations, and identify gaps in service delivery.
- Provide
outreach protection services to hard-to-reach communities, including
displaced persons, women, children, and other at-risk groups.
- Conduct
awareness-raising sessions on protection issues, including GBV prevention,
child protection, and access to essential services.
- Identify
and document protection concerns, rights violations, and trends in the
targeted area.
- Oversee
the implementation of Cash for Protection (C4P) activities, including
beneficiary identification, verification, and cash distribution.
- Ensure
that cash assistance is provided safely, securely, and in accordance with
organizational and donor guidelines.
- Monitor
the use of cash assistance to ensure it meets protection objectives, such
as reducing risks of exploitation, violence, or abuse.
- Conduct
post-distribution monitoring to assess the impact of cash assistance on
beneficiaries' protection outcomes.
- Provide
case management services to vulnerable individuals, including GBV
survivors, children at risk, and persons with disabilities.
- Develop
and implement individualized protection plans, ensuring access to
essential services such as healthcare, legal aid, and psychosocial support.
- Deliver
psychosocial support to individuals and groups, using culturally
appropriate and trauma-informed approaches.
- Maintain
confidential and accurate case files, ensuring timely follow-up and case
closure.
- Maintain
an updated mapping of available services, including healthcare, legal aid,
GBV response, and psychosocial support.
- Strengthen
referral pathways by collaborating with service providers, local
authorities, and community networks.
- Facilitate
internal and external referrals for beneficiaries, ensuring timely access
to essential services.
- Follow
up on referrals to ensure that beneficiaries receive appropriate and
quality assistance.
- Collect
and maintain accurate data on protection activities, including beneficiary
profiles, cash distribution records, and case management outcomes.
- Prepare
and submit regular reports (weekly and monthly) to the Project Manager,
highlighting protection concerns, progress, and challenges.
- Contribute
to the development of monitoring and evaluation tools to track the effectiveness
of protection activities.
- Ensure
that all data collection and reporting adhere to confidentiality and data
protection standards.
- Collaborate
with local authorities, community leaders, and other humanitarian actors
to ensure a coordinated response to protection needs.
- Participate
in protection cluster meetings and working groups to share updates and
best practices.
- Build
and maintain effective working relationships with key stakeholders,
including service providers, partner agencies, and community volunteers.
- Be
prepared to respond to emergencies or sudden changes in the context (e.g.,
conflict escalation, natural disasters) by adapting protection activities
to meet urgent needs.
Qualifications and Requirements:
- Bachelor’s
degree in Social Sciences, Humanitarian Work, or a related field.
- Minimum
of two years of experience in protection or health-related work within
humanitarian or non-governmental organizations.
- Experience
in monitoring and evaluation, field reporting, and data analysis in
protection programs.
- Experience
working with vulnerable groups, including women, children, and persons
with disabilities.
- Experience
conducting interviews and gathering information with cultural and
humanitarian sensitivity.
- Ability
to work in challenging field environments and respond effectively to
emergencies.
- Strong
communication skills, with the ability to interact professionally and
humanely with beneficiaries and partners.
- Strong
report-writing skills with clarity and professionalism.
- Proficiency
in MS Office (Word, Excel, PowerPoint).
- Knowledge
of English or other relevant local languages is an advantage.
