Engineer – RECE Project
Project Title: Rebuilding
Early Childhood Education (RECE)

Background:
The Rebuilding Early Childhood
Education (RECE) Project aims to improve access to safe, inclusive, and child-friendly
learning environments for young children in Yemen, and all young children in
Yemen enter primary school healthy and ready to learn and succeed. As part of
this initiative, 14 kindergartens/ECE schools in Aden Governorate will undergo renovation,
rehabilitation, and construction work to enhance infrastructure and safety
standards and improve the learning environment.
Objective:
To provide technical oversight
and engineering expertise for the renovation, rehabilitation, and construction
of infrastructure in 14 Early Childhood Education (ECE) schools in Aden
Governorate, ensuring all works meet safety, quality, and child-friendly
standards.
Scope of Services:
The Consultant Engineer shall
perform the following tasks:
- Tender
Process Analysis:
·
Review and assess the tendering process for construction and renovation works,
including evaluation criteria, documentation, and vendor selection procedures
to ensure alignment with technical standards and project requirements.
- Site
Planning
·
Conduct initial site visits to coordinate with GEO Aden and ECE schools.
·
Review and validate Bill of Quantities (BoQs) and technical specifications, and
clarify them to the contractor and ECE schools.
·
Develop detailed renovation and construction plans for each site.
·
Launch the handover of sites with official documents to the contractor.
- Supervision
of Works
·
Oversee the construction and rehabilitation of:
§
Bathrooms and toilets
§
Classrooms
§
Children’s play areas
·
Ensure installation of new play equipment is completed safely and in accordance
with BoQs.
- Quality
Assurance and Compliance
·
Monitor construction activities to ensure compliance with child safety
standards and local building codes.
·
Verify the use of approved materials and adherence to technical specifications.
·
Conduct safety inspections and ensure corrective actions are taken where
needed.
- Coordination
and Communication
·
Liaise with contractors, suppliers, and local authorities to facilitate smooth
implementation.
·
Participate in project coordination meetings and provide technical input.
- Reporting
and Documentation
·
Submit weekly and monthly progress reports with photo documentation.
·
Provide site visit reports detailing observations, challenges, and recommendations.
·
Prepare a final completion report including technical documentation and safety
compliance checklists. 7. Support to Procurement
·
Assist in reviewing and finalizing BoQs and technical specifications for
procurement packages.
·
Provide input on contractor selection and material sourcing as needed.
Expected Deliverables:

A brief Tender Process Analysis Report summarizing findings, recommenda ons,
and any iden fied gaps or risks in the procurement process related to technical
evalua on.

Key Milestones:
Qualifications and Experience:
·
Bachelor’s degree in Civil Engineering, Architecture, or related field.
·
Minimum 3 years of experience in construction/rehabilitation projects,
preferably in education and WASH or humanitarian settings.
·
Proven experience in supervising infrastructure projects in Yemen.
·
Knowledge of child-friendly and inclusive design principles.
·
Strong understanding of safety standards for school environments.
·
Excellent communication and reporting skills.
·
Fluency in Arabic and working proficiency in English.
