OF THE ORGANIZATION
SOLIDARITES
INTERNATIONAL (SI) is an international humanitarian NGO which, for
more than 40 years, has been providing assistance to populations affected by
armed conflicts and natural disasters by meeting their vital needs for food,
water and shelter. Particularly involved in the fight against diseases linked
to unsafe water, the first cause of death in the world, SI's interventions
provide expertise in the field of access to drinking water, sanitation and
hygiene promotion, but also in the essential area of food security and
livelihoods. Present in around twenty countries, SI's teams - 2000 people in
total made up of expatriates, national staff, permanent staff at headquarters,
and a few volunteers - work with professionalism and commitment while
respecting cultures.

International (SI) is determined to prevent and fight all type of abuse – all
act of exploitation, abuse and/or sexual harassment (SEAH) against members of
beneficiary communities or collaborators, fraud, corruption, violation of
persons and/or property, funding of activities harmful to human rights – that
could be perpetrated in the frame of its interventions. SI implements a
zero-tolerance policy regarding acts of SEAH.

DESCRIPTION
OF THE POSITION
Purpose
/ aim:
The
program Activity manager is responsible for implementing and achieving the
objectives defined in the operation proposals.
He/she is responsible for overseeing operational teams assigned to the
program.
He/she guarantees the good performance and the quality of the
program(s)…activities… implemented, and, where appropriate, proposes
adjustments or developments to ensure relevance.

Project
relevance, quality and design
- Participate in the preparation and implementation of
assessment
- Define and propose the technical, financial, human, and logistical
scope of programs to be implemented.
- Prepare the technical annexes and sections of project proposals,
including the logical framework
- Implement activities in compliance with the annual business
strategy, Solidarity International technical requirements, and donor
criteria
- Evaluate the relevance of the activities carried out, as well as
the effectiveness of the interventions and their appropriateness with
respect to contextual developments and the populations’ needs
- Propose adjustments to the programs, if necessary
- Ensure that the programs under his/her supervision achieve the
required results
Implementation
and operational monitoring
- Plan and oversee the implementation of program activities under
his/her responsibility ensuring timely delivery and adherence to technical
standards
- Plan the activity or activities with the support Departments
(administrative, logistics), according to objectives
- Propose and develop indicators for monitoring program
activities…activity…. and context
- Use project management, monitoring and evaluation tools
particularly the planning and monitoring timeline
- Respect SI procedures
- Provide support and advice to the logistics base for the purchase
of materials specific to activities…activity…
- Assess the relevance of activities, the effectiveness of
interventions, and their appropriateness in light of changing
circumstances and the needs of populations
- Propose adjustments to programs if necessary
- Ensure the achievement of results of the programs under his/her
responsibility
- Supervise and support responsible business activity, monitor and
evaluate implemented activities.
- Anticipate the difficulties associated with conducting activities
and help solve problems related to programs
- Propose program changes according to the changing context and
indicator developments
- In collaboration with the administrative service, we contribute to
the development of program budgets and track spending and budget
forecasts
- Develop the state of needs and monitor resources requirements and
cash flow projections
Capitalization
- Use the capitalization tools proposed by SI
- Write handover reports before the end of his/her employment
contract, and make them available to those interested in the mission and
at headquarters
- Guarantee the dissemination of technical documentation
- Participate in the centralization and distribution of procedures,
guides and tools linked to the activity
Personnel
management
- Participate in validating recruitment for the national technical
staff…activity….,
- Define, in conjunction with the administrative service, the
requirements for posts…activity … open for application, adapting Job
Descriptions to professional guidelines if necessary
- Welcome and brief new employees or volunteers working underneath
him/her
- Implement training related to operational requirements and the
identified training needs
- Manage/support the team working under his/her responsibility
- Conduct workshops and regular or ad hoc meetings
- Evaluate and assess the performances of his/her team members
- Identify potential changes in members of his/her team(s) and
provide feedback to the Program Manager / HR Desk Reference
- Ensure his/her team’s compliance with safety regulations
Reporting
/ communications / representation
- Report on any security situation or any event that could impact SI
activities or team safety.
- Write reports and annexes related to program activities and funding
amendments Ensure compliance with reporting deadlines and formats
- Maintain a local operational communications network and good
relationships with local and governmental authorities, donor
representatives, UN agencies, and other international agencies
- Represent Solidarités International at meetings or forums
concerning the program in his/her assignment area …
- Represent SI on request and/or delegation
- Respond to the requirements of Headquarters concerning specific
needs
- Prepare administrative documents (MOU, handover, etc ) to be
jointly signed with governmental authorities, communities, or
partners

Personal
abilities:
- Languages: Arabic and English (fluent in writing and speaking)
- Personal qualities: reliability, honest, very good organization,
resistance to stress, good interpersonal skills, initiative and autonomy,
capacity of prioritization of tasks.
- Good understanding of the security context
- Excellent communication and diplomatic skills
- Strong analytical and writing/editing skills

Technical
competences:
- Minimum bachelor’s degree in relative field
- 3 years’ experience as Program Manager (focusing on
emergency/early recovery projects) or related position
- Budget Management and development
- Experience in working in tense security context with
strict security rules
- Experience in team management
- Experience in remote/semi-remote management
- Experience in delivering training and capacity
building of staff
- IT skills: Excellent knowledge of Microsoft Office
software.
- Strong knowledge of the project cycle, project
implementation, project follow-up as well as the local humanitarian
context. Experience with YHF, CDCS, and/or ECHO project implementation is
a plus.
