Contre la Faim is an International Humanitarian Organization
established in 1979 with the mission to save lives by combating hunger through
prevention, detection and treatment of malnutrition, in particular during and
after emergency situations caused by conflict and natural disasters. Action
Contre la Faim provides coordinated responses in nearly 50 countries including
Yemen globally within 7 field of expertise which includes Nutrition and Health,
Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices,
Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases
(Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities
which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and
Hygiene (WASH), Mental Health and Psychosocial Support and Protection
(MHPSS-P).

- Job Title: Climate Program Manager
- Location: Al-Khokha
- Contract duration: Till 31 December 2026, with the
possibility for renewal
- Basic monthly salary (taxable): 2303$ to 2753$ based on
experience salary calculation (excluding other benefits offered by the
organization)

Position
Summary
Climate
Program Manager (definition/formulation, implementation, monitoring, and
evaluation).
Objective
1: Contribute to the definition and the implementation of ACF
policies, positioning, and strategies in the mission
- Implements, in the framework of his Climate change project, the
Yemen mission’s WASH strategy taking into account the key internal and
external documents: ACF charter, 2015 strategic framework, policies
(WASH and other ACF sectors), positioning papers (WASH and
transversal), national strategies and other specific legal framework
enforced by the body/department in charge of WASH issues
- Contributes to the definition of the mission’s WASH strategy in
cooperation with the WASH HoD
Objective
2: Organise and manage the programme
Activities:
- Act as the focal point for the department for all issues including
meetings, coordination, staff issues etc.
- Work with WASH HOD and other team members in the planning and
implementation of the various components of the project cycle (needs
assessments, project design, activities orientation, monitoring)
- Ensure the relevance of the intervention area, the selection of
beneficiaries, identification of key stakeholders
- Ensure the project’s technical follow-up, making sure activities
are in line with the appropriate technical and global standards.
- Take into account the project’s global performance: impact,
relevance, consistency, effectiveness, efficiency, sustainability,
coherence, kinds and covered groups.
- Ensure the project’s external representation where necessary.
- Participate in defining the approach to donors/ local institutional
partners/ and orienting the project
- Ensure all materials and equipment are in stock by making the
necessary orders are and follow ups

3: Implementation of the WASH Climate Change/DRR activities
Activities:
- Ensure good quality implementation of all climate change/DRR
activities (hardware, software, water quality, DRR)
- Plan activities according to the agreed/approved work plan of the
programme
- Identify and anticipate problems or constraints
- Follow the project’s advancement by regular follow up field visits
(at least 60% of time in the field) in ACF target areas.
- Propose solutions or improvements for better performance of the
project
- Ensure safety measures are respected on worksites
- Update WASH/DRR database
- Ensure data from assessments are stored in a useful manner and that
all technical data is well organized and easily accessible and transmitted
to WASH HoD

4: Manage WASH/DRR programme budget in collaboration with WASH HOD and FCo
Activities:
- Prepare monthly spending forecasts
- Ensure all programs are in-line with projected budgets

5: Track progress of activities within the WASH/DRR programme
Activities:
- Contribute to monthly report on activity progress report and issues
within the department.
- Contribute to the preparation of donor and other external reports

6: Contribute to WASH/DRR programme development
Activities:
- Contribute to the development of new proposals for donors as
necessary
- Evaluate the programme in order to make suggestions for future
projects to the PM
- Evaluate and update project needs (HR, financial, logistics)
- When possible, capitalize on experiences of programme and write
reports on case study and lessons learned

7: Manage the project team
Activities:
- Supervise the WASH/DRR team: Deputy of DRR and Community
Mobilization
- Participate in the recruitment of the project team
- Identify the training needs – particularly of senior WASH/DRR staff
– and facilitate trainings
- Conduct regular appraisals

- Demonstrate personal commitment in promoting Gender Equality and

work.

Qualifications
Needed / Required Skills:-
- Education: Degree: University qualification in several of
the following fields: civil engineering, water, hygiene, sanitation,
disaster risk reduction, public health, or other related
education/experience background.
- Experience: previous working experience in WASH programmes.
Previous experience in climate/DRR is a strong asset.
Skills
required:
- Applied skills on Water, Sanitation and Hygiene, Disasters Risk
Reduction, and Climate Change projects management (public health, engineering…)
- Interpersonal skills (team management, communication, reporting,
autonomy, pedagogy, planning and organizational skills…).
