  1. Background

The Humanitarian Development Program (HDP) is a nonprofit and independent NGO in Yemen. It focuses on improving the quality of Yemeni people’s life through well-planned and comprehensive projects in WASH, education, Food security & livelihood Shelter, CCCM, Protection  ,health and related activities that strengthen underserved communities in all parts of Yemen with the flexibility to respond rapidly to emergencies.

Humanitarian Development Program (HDP) places human dignity at the center of its relief and development work. At the heart of the Program’s efforts to impact poverty and social justice. Vulnerable adults and children are particularly at risk of sexual exploitation and abuse. HDP defines the program’s commitment to the protection from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP Employees and Related Personnel. In recognition of the special vulnerability of children, also HDP affirms commitment to the welfare and protection from sexual exploitation and all forms of abuse of children, involving HDP employees and related personnel.

The YEHCY "Youth Employment through Heritage and Culture in Yemen" project primarily focuses on urban rehabilitation and cultural programming, addressing urgent humanitarian needs while restoring social cohesion and promoting local ownership of endangered cultural heritage.

The project combines available technical resources, trained youth workers, and modern heritage rehabilitation methodologies used by UNESCO "Cash for Work: Enhancing Livelihood Opportunities for Urban Youth in Yemen". Participatory cash-for-work programs in heritage restoration will provide sustainable income opportunities for young beneficiaries, while the cultural incubation program focuses on gender mainstreaming and capacity building.

By placing youth at the heart of all activities and supporting community-based initiatives, the Youth Employment through Heritage and Culture in Yemen project — implemented by the Humanitarian Development Program (HDP) in partnership with UNESCO — aims to harness the potential for positive change, foster peace, and raise awareness about the role of youth in protecting heritage and advancing creative industries for sustainable development.

  1. Job Purpose

Project Manager oversees the implementation and supervision of project activities, ensuring timely and high-quality planning, implementation, reporting, and monitoring/evaluation. Project Manager role requires establishing good working relations with partners, establishing contacts, engaging with authorities and linking with other teams and related projects across HDP to share best practices and lessons learnt.

  1. Duties and Responsibilities:

Under the direct supervision of the Programs Manager, the Project Manager will undertake the project activities in both Taiz and Al-Mukha, as outlined in the following tasks:

 

  • Responsible for planning, implementing, managing, supervising, and supporting the assigned project to ensure achievement of its objectives within the required timeframe.

  • Review the bills of quantities and studies submitted by the donor, and prepare a detailed report for submission to HDP management.

  • Prepare the project implementation plan, including recruitment of project staff, budgeting, procurement bills of quantities, and tender requests, in coordination with the project team and relevant staff

  • Maintain good relationships with key humanitarian actors –both local and international– including government authorities and non-state actors.

  • Where relevant, liaise with donors and work closely with partners on project updates, site visits, and other communications.

  • Lead the project kick-off and present/share project details with the team.

  • Ensuring adequate monitoring of the work and MEAL plan.

  • Support, facilitate, and implement liaison and coordination activities to ensure consultation and active participation of beneficiaries, stakeholders, and partners at all stages of project implementation.

  • Continuously monitor and supervise activities, overseeing the technical design, execution, and evaluation of progress through outputs and impacts, using both quantitative and qualitative data.
  • متابعة وإشراف مستمر على الأنشطة، والإشراف على التصميم الفني، والتنفيذ، وتقييم التقدم من خلال النتائج والتأثيرات باستخدام البيانات الكمية والنوعية.
  • Approve all purchases/contracting and budget line allocations for the concerns project.
  • الموافقة على جميع المشتريات / التعاقدات ومخصصات بنود الموازنة للمشروع.
  •  Prepare and review periodic and final narrative reports, including relevant photos as required by the project and the specified donor.
  • إعداد ومراجعة التقارير السردية الدورية والنهائية، مع إرفاق الصور التوضيحية حسب متطلبات المشروع والجهة المانحة المحددة.
  • Ensure smooth flow of information and data transfer from the field to senior management.

  • Ensure adherence to required technical quality standards in all engineering activities and interventions, making sure they are technically appropriate, suitable for the emergency phase, realistic, and within budget

  • Facilitate regular project staff meetings to ensure awareness of project objectives, progress reports, and opportunity for feedback to ensure that all projects' expenses are according to the available budget, HDP Logistic and financial procedures, and donor guidelines and requirements.

  • Set clear objectives and performance indicators for project staff at the beginning of the project and ensure regular performance evaluations are conducted in alignment with HDP's HR policies and project timelines.

  1. Education and Experience
  • A university degree in Engineering, Business Management, Project Management or related field.
  • Minimum 7 years work experience with NGOs in project management
  • Excellent organizational, budget, project management, communication and writing skills.
  • Ability to manage and train projects' teams on technical issues.
  • Proficiency of both English and Arabic
  • Proficient in MS Office (Word – Excel – Power point – Arabic & English Typing – emails).
