  1. Background

The Humanitarian Development Program (HDP) is a nonprofit and independent NGO in Yemen. It focuses on improving the quality of Yemeni people’s life through well-planned and comprehensive projects in WASH, education, Food security & livelihood Shelter, CCCM, Protection, health and related activities that strengthen underserved communities in all parts of Yemen with the flexibility to respond rapidly to emergencies.

Vulnerable adults and children are particularly at risk of sexual exploitation and abuse. HDP defines the program’s commitment to the protection from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP Employees and Related Personnel. In recognition of the special vulnerability of children, also HDP affirms commitment to the welfare and protection from sexual exploitation and all forms of abuse of children, involving HDP employees and related personnel.

The YEHCY "Youth Employment through Heritage and Culture in Yemen" project primarily focuses on urban rehabilitation and cultural programming, addressing urgent humanitarian needs while restoring social cohesion and promoting local ownership of endangered cultural heritage.

The project combines available technical resources, trained youth workers, and modern heritage rehabilitation methodologies used by UNESCO "Cash for Work: Enhancing Livelihood Opportunities for Urban Youth in Yemen". Participatory cash-for-work programs in heritage restoration will provide sustainable income opportunities for young beneficiaries, while the cultural incubation program focuses on gender mainstreaming and capacity building.

By placing youth at the heart of all activities and supporting community-based initiatives, the Youth Employment through Heritage and Culture in Yemen project — implemented by the Humanitarian Development Program (HDP) in partnership with UNESCO — aims to harness the potential for positive change, foster peace, and raise awareness about the role of youth in protecting heritage and advancing creative industries for sustainable development.

  1. Job Purpose:

The MEAL officer will monitor the field activities by ensuring quality, efficiency, transparency, and accountability while the project needs to collect data and analyze the beneficiary information and numbers of PNFs. The MEAL Officer will develop monthly reports and review and check data from the field, submit them to the Project Manager, highlighting significant issues from the perspective of improving the forthcoming, and suggest corrective actions if needed. He/she will review all the data collected from the field team and save them with the necessary documentation for the beneficiaries, as well as haring the data with clusters and report the activity info on a monthly basis.

  1. Duties and Responsibilities

Under the direct supervision of the Project Manager and in close collaboration with the HDP MEAL Officer, the MEAL Officer will undertake the following tasks:

  • Develop the project reporting matrix in close coordination with the project Manager to ensure timely and accurate reporting.

  • Conduct and supervise the data collection, analysis, and quality check of data and activities implemented.

  • Conduct regular and spot monitoring and evaluation field visits.
  • إجراء زيارات ميدانية منتظمة وموقعيه للمتابعة والتقييم.
  • Conduct monthly performance analysis and presentations.
  • إجراء تحليل شهري للأداء وتقديم عروض.
  • Verify of the personal details of beneficiaries.
  • التحقق من التفاصيل الشخصية للمستفيدين.
  • Supervise the Implementation of HDP’s Complaints and Feedback Mechanism in all project’s activities.

  • Ensure Meeting the real needs of beneficiaries.

  • Oversee the timely and quality submission of all deliverables to HDP, including monthly, and narrative progress reports, work plans, performance indicators, and regular results reporting as needed in addition to overall quality control.

  • Working closely with HDP MEAL Officer, implements M&E systems in project sites s/he is responsible for and ensure that the agreed tools are used properly.

  • Manage and supervise direct reports to ensure that they have clear objectives and received meaningful feedback on their performance.

  • Conduct occupational safety and security awareness sessions for the team and ensure that all staff are familiar with HDP policies and know report mechanism of any concerns.

  • Conduct regular field monitoring visits according to requirements and plans, ensure quality of project reporting and flag any concerns to the Programs & Projects Manager.

  • Support the Project’s Officers and the data management staff to ensure that the project has reliable, verifiable and timely data.

  • Ensure accountability systems are in place, accessible, and that feedback is responded to.

  • Support the field team meetings and compile/ follow up on action-positive and timely feedback.

  • Ensure all project staff understand and adhere to the project logical frame work, indicators and goals.

  • Record lessons learned and good practices from reviews and evaluations and communicate them to field team.

  • Lead the drafting of weekly, and monthly reports, in accordance with donor guidelines and formats.

  • Ensure accuracy of entered data into all databases of project.

  • Ensuring that the data recorded on the data collection forms is entered onto the specific database completely and accurately within time limits.

  • Compiling, verifying accuracy and sorting the data according to priorities to prepare source data for computer entry.

  • Conducting the data quality assurance concept to the data of the beneficiaries such as cleaning, removing the duplicates and fixing the errors or blank data.

  • Preparing all the documents needed for the distribution activities such as the beneficiary's lists, …etc.

  • Reviewing the data for deficiencies or errors, correct any incompatibilities if possible and purging files to eliminate duplication of data and check the output
  • استعراض البيانات بحثا عن أوجه القصور أو الأخطاء، وتصحيح أي أوجه عدم توافق إن أمكن وتطهير الملفات لإزالة الازدواجية في البيانات والتحقق من المخرجات.
  • Establishment and maintaining project documentation, filing system and archiving.
  • إنشاء وصيانة وثائق المشاريع ونظام الملفات والمحفوظات.
  • Design, develop and maintain databases.
  • تصميم وتطوير وصيانة قواعد البيانات.
  • Assisting in daily office operations copying, printing, following PRs and other things as requested.

  1. Education and Experience
  • Bachelor’s degree in computer science, statistics or related field or equivalent education.
  • Previous relevant experience in MEAL department function at least for 4 years.
  • Previous experience in a humanitarian/ development setting.
  • Strong experience in management of data collection and analysis tools (KoboCollect, SPSS)
  • Experience in data management.
  • Experience in donor requirements and expectations.
  • Monitor data quality and keep track of the progress of project activities.
  • Experience working with governments, I/NGOs.
  • Ability to work under pressure and to tight deadlines.
  • Proven experience of using MS Office applications (MS office).
  • proficiency of both English and Arabic.
