  1. Background

The Humanitarian Development Program (HDP) is a nonprofit and independent NGO in Yemen .It focuses on improving the quality of Yemeni people’s life through well-planned and comprehensive projects in WASH, education, Food security & livelihood Shelter, CCCM, Protection  ,health and related activities that strengthen underserved communities in all parts of Yemen with the flexibility to respond rapidly to emergencies.

Humanitarian Development Program (HDP) places human dignity at the center of its relief and development work. At the heart of the Program’s efforts to impact poverty and social justice. Vulnerable adults and children are particularly at risk of sexual exploitation and abuse. HDP defines the program’s commitment to the protection from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP Employees and Related Personnel. In recognition of the special vulnerability of children, also HDP affirms commitment to the welfare and protection from sexual exploitation and all forms of abuse of children, involving HDP employees and related personnel.

The YEHCY "Youth Employment through Heritage and Culture in Yemen" project primarily focuses on urban rehabilitation and cultural programming, addressing urgent humanitarian needs while restoring social cohesion and promoting local ownership of endangered cultural heritage.

The project combines available technical resources, trained youth workers, and modern heritage rehabilitation methodologies used by UNESCO "Cash for Work: Enhancing Livelihood Opportunities for Urban Youth in Yemen". Participatory cash-for-work programs in heritage restoration will provide sustainable income opportunities for young beneficiaries, while the cultural incubation program focuses on gender mainstreaming and capacity building.

By placing youth at the heart of all activities and supporting community-based initiatives, the Youth Employment through Heritage and Culture in Yemen project — implemented by the Humanitarian Development Program (HDP) in partnership with UNESCO — aims to harness the potential for positive change, foster peace, and raise awareness about the role of youth in protecting heritage and advancing creative industries for sustainable development.

  1. Job Purpose:

HR officer is responsible for performing general human resources functions, administrative, and clerical tasks, and play a key role in the overall HR Functions including staff recruitment, Contract preparations, Staff Leaves / Attendance and Timesheets Tracking, providing support to employees, assisting in daily office needs, and managing general administrative activities..

  1. Duties and Responsibilities

Under the direct supervision of the Project manager and the overall technical guidance of HDP HR Officer, HR officer, will undertake the following tasks:

 

  • Support the recruitment process by contacting candidates, arranging tests and interviews, and assisting in the preparation of longlists under the close supervision of the HR Officer.

  • Monitor contract durations of project staff to ensure timely renewals or closures.
  • متابعة فترات عقود موظفي المشروع لضمان تجديدها أو إنهائها في الوقت المناسب.
  • Prepare service contracts for casual workers and maintain an up-to-date service contract tracker.
  • إعداد عقود الخدمات للعاملين العرضيين والحفاظ على سجل محدث لتلك العقود.
  • Draft consultancy contracts upon receipt of approved requisitions.
  • إعداد عقود الاستشاريين بعد استلام طلب التوريد المعتمد.
  • Assist in preparing monthly payrolls under the supervision of the HR Officer and Finance Officer.

  • Maintain individual personnel files for all staff and update them regularly with relevant changes.
  • فتح ملف مستقل لكل موظف وتحديثه بشكل دوري بأي تغييرات ذات صلة.
  • Ensure proper recruitment procedures are followed in accordance with HR policies.
  • التأكد من الالتزام بإجراءات التوظيف السليمة وفقًا لسياسات الموارد البشرية.
  • Track and follow up on staff attendance, timesheets, and leave records daily, and submit a monthly attendance summary to the Project Manager.
  • متابعة الحضور، وكشوف الدوام، وسجلات الإجازات للموظفين يوميًا، وإعداد تقرير شهري بالحضور لتقديمه إلى مدير المشروع.
  • Ensure the office is well-organized and provide front-desk support, including welcoming guests and managing general inquiries.
  • ضمان تنظيم المكتب بشكل جيد وتقديم الدعم للاستقبال، بما في ذلك استقبال الزوار والتعامل مع الاستفسارات العامة.
  • Manage office supplies and stationery by raising timely purchase requests.
  • إدارة المستلزمات المكتبية وقرطاسية المكتب عن طريق رفع طلبات الشراء في الوقت المناسب.
  • Provide secretarial support, including typing, minute-taking, drafting letters, and translating documents between English and Arabic.
  • تقديم الدعم الكتابي مثل الطباعة، وتدوين المحاضر، وصياغة الرسائل، وترجمة الوثائق بين العربية والإنجليزية.
  • Ensure timely payment of office utility bills (electricity, water, telephone) in coordination with the finance team.
  • ضمان دفع فواتير المرافق العامة (الكهرباء، المياه، الهاتف) في الوقت المحدد بالتنسيق مع فريق المالية.
  • Maintain records of all stationery and office supply usage, and submit monthly stock reports.
  • الاحتفاظ بسجل استخدام القرطاسية والمستلزمات المكتبية وتقديم تقارير شهرية بالمخزون.
  • Manage lease agreements and service contracts, and coordinate with finance for timely renewals and payments of utilities, rentals, hotel and travel invoices, etc.
  • إدارة عقود الإيجار وعقود الخدمات والتنسيق مع قسم المالية لضمان تجديدها في الوقت المناسب، ومعالجة فواتير المرافق، والإيجارات، والفنادق، وشركات السفر وغيرها.
  • Assist in maintaining updated databases for administrative activities and contact lists.
  • المساعدة في تنظيم الملفات، وإعداد قاعدة بيانات محدثة لجميع الأنشطة الإدارية، وقائمة جهات الاتصال الخاصة بالمؤسسة بشكل دوري.
  • Submit monthly reports covering all HR and administrative activities to the line manager.
  • إعداد تقرير شهري عن جميع أنشطة الموارد البشرية والإدارة ورفعه للمدير المباشر.
  • A other tasks assigned by the line manager or the technical supervisor.

  • Policy & Compliance – Applies HR policies and ensures legal compliance.
  • Field HR Support – Capable of operating in remote or field locations.
  1. Education and Experience
  • Bachelor’s degree in business administration or other related major.
  • Minimum of Four years’ experience working as Admin officer/HR officer in a humanitarian context.
  • Computer skills in both Arabic and English Languages.
  • Proficiency of both English and Arabic.
