Action Contre la Faim is an International Humanitarian
Organization established in 1979 with the mission to save lives by combating
hunger through prevention, detection and treatment of malnutrition, in
particular during and after emergency situations caused by conflict and natural
disasters. Action Contre la Faim provides coordinated responses in nearly 50
countries including Yemen globally within 7 field of expertise which includes
Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental
Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster
Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases
(Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities
which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and
Hygiene (WASH), Mental Health and Psychosocial Support and Protection
(MHPSS-P).

Job Title: Supply Chain Manager
Location: Sana’a with frequent visits to the field
Contract duration: until 31 December 2025
Basic monthly salary (taxable): 1747$ to 2088$ based on experience
salary calculation (excluding other benefits offered by the organization)
Line Manager: Head of Logistics Department
Technical/Support Manager: Regional Logistics Expert
Objective of the position Ensure the implementation of the
country supply strategy and coordinate supplies at the country level
Tasks and Responsibilities
Mission 1: Contribute to the definition of the country's
procurement strategy and ensure its implementation
- Contribute
to the definition of the supply strategy;
- Monitor
the implementation of the country supply strategy through a detailed
action plan;
- Anticipate
programme needs and communicate with suppliers to ensure availability of
required products and services;
- Optimise
supply planning according to the needs communicated by the bases and the
Logistics HoD.
Mission 2: Smooth Running of mission Supply Chain
- Supervise
the weekly procurement request process;
- Ensure
that all information is correctly filled in and processed according to the
ACF Kit Log standards;
- Keep
the different departments informed about the processing of their orders at
coordination level;
- Ensure
that all supply chain documents are archived according to the Kit Log
procedures;
- Ensure
the adequacy of physical control and follow-up of stocks and carry out
regular and punctual checks;
- Check
and compile the monthly report for the supply part (LINK, SFU, IKD);
- Analyse
the indicators and performance of the supply part;
- Ensure
that ACF's logistics procedures are respected and supervise suppliers in
the application of these procedures;
- To establish
cash flow forecasts;
- Monitor
stock management (storage conditions, reports, expiry dates) and stock
movements related to supplies and deliveries to the field.
Mission 3: Supervise supplies
- Link
PPPs and procurement lines to avoid market splits;
- Anticipate
the procedures to be followed in conjunction with the Head of Logistics
Department and Senior Procurement Officer according to the specific
procedures of ACF Kit Log and the donors;
- Participate
in the identification of framework agreements to be produced at country
office level to facilitate procurement and responsiveness;
- Maintain
proper relationships with the current suppliers ACF deals with;
- Ensure
that ACF policies (Gender and Safeguarding, etc.) are well understood by
suppliers ;
- Participate
in investigations in the event of a fraud alert or non-compliance with ACF
policies by a supplier and propose corrective measures;
- Support
the supply team in processing requests by prioritising them according to
needs and deadlines;
- Anticipate
financial needs through cash flow forecasts.
Mission 4: Supervise storage management and inventory
control
- Ensure
that stock management procedures and instructions are followed;
- Ensure
that stock security and compliance is maintained at all times;
- Establish
restocking levels where necessary;
- Check
stock inventories (bi-annual and randomly);
- Regularly
check storage conditions (regular cleaning, organisation, ventilation and
temperature control monitored and respected);
- Ensure
that all documents correspond (physical inventory, stack sheets, stock
sheets, stock report).
Mission 5: Manage the supply team
- Establish
a work schedule;
- Monitor
the planning of the logistics team in the capital;
- In
case of absence of a direct team member, organise back-up;
- Organise
training sessions;
- Conduct
evaluation interviews;
- Provide
technical support to the team
Mission 6: Ensure proper management of the LINK software
on the country office
- Be
the LINK focal point with headquarters;
- Inform
the LINK team at HQ about concerns related to the information system;
- Provide
adequate training to all new users (applicants, logistics users, etc.);
- Support
users when they encounter unusual situations with the software on how to
solve them;
- Manage
LINK data (delivery locations, local markets, local suppliers, taxes...).
Mission 7: Supervise storage management and inventory
control
- Ensure
that all supply documentation (procurement records, storage, transport) is
scanned and archived electronically on LINK and in hard copy in the archive
room;
- Liaise
with base logisticians to send all paper procurement files to the capital
for archiving;
- Regularly
supervise the scanning of documentation and its correct archiving on the
NAS/LINK.
Mission 8: Archiving
- Ensure
that all supply documentation (procurement records, storage, transport) is
scanned and archived electronically on LINK and in hard copy in the
archive room;
- Liaise
with base logisticians to send all paper procurement files to the capital
for archiving;
- Regularly
supervise the scanning of documentation and its correct archiving on the
NAS/LINK.
Mission 9: Report
- Complete
and maintain the Contract Follow Up in coordination with the Head of
Logistics Department & Senior Procurement officer;
- Ensure
that the Stock Report is updated.
Additional Responsibilities
- This
job description is not intended to be all-inclusive and the employee will
also perform other related tasks as required and be responsible for
reporting and communicating the progress and achievement of the specific
assigned task;

Education:
- University/college
Bachelor’s degree in Supply Chain, Business Administration, Public
Administration, Finance, Commerce, Economics, Engineering (Mechanical,
Civil, Electronics)
Work Experience:
- Minimum
of three years of professional experience in a similar position,
preferably in a non-profit organisation. UN setup, corporate sector.
Skills/knowledge:
- Broad
knowledge and experience in Supply Chain strategies, market analysis
techniques, procurement and contracting, vehicle and fleet management,
inventory, property, and asset management.
- Demonstrated
success as a Supply Chain leader across all disciplines including
planning, coordinating, procurement and logistics.
- Demonstrable
knowledge and experience in procurement of works and rehabilitation,
medical logistics, and the procurement, storage, transport, and
distribution of pharmaceuticals.
- Good
analytical skills with the ability to make independent judgments and
decisions.
- Strong
financial management and budgeting skills.
- Strong
service-mindset orientation with problem solver and knows how to navigate
in large matrix organizations.
