5 sectors namely FSL, Education and Child Protection, WASH and Health
,Protection, Shelter and CCCM , and Governance and skill-building

Job Title: Project Manager
Reporting to: FSL Manager
Sector: FSL
Location: Taiz, with frequent travel to project sites.
Deadline: 5 April 2025
Tasks and Responsibilities:
- Contributing
to the development of comprehensive strategies for implementing the
project "Integrated Water Resources Management to Enhance
Agricultural Resilience and Food Security.
- Organizing
project initiation and closing meetings.
- Planning
the various phases of implementing the cash assistance and voucher
project, setting priorities, and organizing activities and resources to
achieve project goals.
- Coordinating
and communicating with relevant local authorities at the governorate and
district levels, as well as with representatives of beneficiaries/targeted
communities within the project framework, ensuring their meaningful
participation to meet local community needs based on project, cluster, and
donor criteria.
- Communicating
and coordinating with donors and stakeholders to facilitate project
implementation.
- Building
relationships with communities and community leaders through clear
communication and positive interactions in accordance with the
organization’s values and principles.
- Supporting
and facilitating communication activities to effectively consult and
engage beneficiaries, stakeholders, and actors in all stages of project
design and implementation.
- Establishing
good relationships with key humanitarian actors—both local and international—including
government authorities and non-governmental actors, through regular
attendance at technical and coordination meetings.
- Ensuring
that ongoing communication with beneficiaries is conducted in a sensitive
and respectful manner.
- Identifying
opportunities for collaboration and coordinating efforts with other
organizations to prevent duplication.
- Responsible
for mobilizing and raising awareness among key stakeholders and targeted
communities to ensure assistance is provided to beneficiaries in the
designated project sites.
- Managing
project activities according to agreed-upon mechanisms with committees,
key stakeholders, and beneficiary targeting based on project, cluster, and
donor criteria.
- Overall
responsibility for timely implementation, quality assurance, and project
budget management.
- Preparing
and reviewing project plans (procurement, cash, project plans) and
developing and implementing staff support and training plans for each
activity.
- Implementing
project activities according to the required standards/specifications for
cash and voucher assistance projects in compliance with the project
timeline.
- Supervising
the execution of the work plan and ensuring the completion of
project-related activities as per the work plan.
- Managing
the team by conducting regular meetings and tracking team leave.
- Overseeing
project implementation and management to ensure compliance with cash and
voucher assistance standards during project execution.
- Organizing
regular project coordination meetings with the project team.
- Ensuring
monthly budget utilization reviews and physical target achievements as per
the work plan.
- Ensuring
the project is implemented on schedule, within scope, and budget, using
effective monitoring and evaluation systems to achieve the desired impact.
- Ensuring
project implementation adheres to relevant cash and voucher assistance
guidelines and standards.
- Regularly
updating the work plan, tracking outputs, and maintaining other relevant
project management documentation.
- Archiving
documents and monitoring the team according to the organization's
archiving system.
- Working
on developing and reviewing the project strategy in coordination with
relevant programs, clusters, local authorities at the governorate and
district levels, and targeted communities.
- Responsible
for targeting and registering beneficiaries and determining project sites
in agreement with relevant local authorities and community committees
based on project description, cluster requirements, and donor
specifications.
- Responsible
for collecting data from field staff to ensure its relevance to assigned
project activities, including beneficiary database information,
replacement forms, distribution monitoring, surveys, and reporting
requirements.
- Collaborating
with monitoring and evaluation teams to ensure lessons learned are well
captured.
- Supporting
and coordinating with monitoring and evaluation assistants to conduct
baseline/endline surveys, post-distribution monitoring, feedback
mechanisms, impact assessments, and other relevant activities.
- Supervising
project monitoring and evaluation activities and ensuring the achievement
of project indicators and outcomes at all stages of implementation.
- Supervising
the selection of fieldwork teams and preparing contracts for field
supervisors and facilitators.
- Contributing
to the development of procurement plans.
- Participating
in quality control checks and procurement committees to finalize supplier
selection.
- Ensuring
the quality of material selection where applicable.
- Ensuring
that project staff understand and can perform their roles and
responsibilities.
- Monitoring
work plans and daily activities of project staff.
- Ensuring
capacity building among staff in relevant sectors.
- Participating
in team member evaluations and supporting internal capacity building
whenever possible to improve the overall quality of assigned activities.
- Supervising
the capacity development of field staff.
- Overseeing,
planning, organizing, and monitoring all project activities carried out by
field staff.
- Providing
regular and timely updates on progress and challenges to supervisors and
other team members.
- Preparing
bi-weekly/monthly reports on the cash and voucher assistance project for
the direct manager.
- Preparing
and drafting all types of reports for cash and voucher assistance projects
(quarterly, interim, and final reports) required by donors or clusters and
submitting these reports to the direct manager.
- Ensuring
that final project documents are completed, signed, and archived (both
electronic and hard copies).
- Complying
with NM policies and procedures regarding the code of conduct, child
protection, equal opportunities, security, safety, and other relevant
policies and procedures.
- Preparing
the financial payment plan for beneficiaries, verifying beneficiary documents,
and checking work hours based on field engineer achievement reports.
- Preparing
purchase requests and following up on their submission and processing with
the procurement department.
- Preparing
media content and overseeing its design and printing process.
- Monitoring
and tracking the budget related to cash-for-work projects and submitting
reports to the Food Security Program Manager while coordinating with
finance when necessary regarding this activity’s budget.
- Working
closely with operational units and the procurement team to ensure proper
organization and timely follow-up on procurement requests and financial
payment requests.
- Performing
other duties as required by the direct supervisor related to the job
position or as assigned by the direct supervisor.
Qualifications, Skills and Experience:
Education:
- A
university degree, at least a bachelor’s degree, in (Economics, Business
Administration, Accounting, Engineering, etc.) or a similar major.
Experience:
- 3
years of experience in administrative, operational support and technical
functions managing similar food security and livelihoods projects
consisting of awareness campaigns, distributions and trainings with a
humanitarian organization.
- Strong
knowledge of administrative and purchasing procedures and experience in
maintaining good implementation.
- Experience
in development and sustainable development projects.
- has
experience in working in emergency situations & under pressure &
creating reports after each activity is executed.
Skills and Competencies:
- Focus
on getting results: Monitors team output and provides feedback to ensure
results are delivered consistently and accurately.
- Making
and Delivering on Commitments: Provides clear guidance to the team on expected
responsibilities and tasks, while also maintaining a personal commitment
to the team.
- Knowledge
of office systems, including experience with computer applications (such
as WORD, EXCEL, and email.
- Fluency
in English and Arabic (written and spoken).
- Ability
to write reports.
