About PAH
Polish Humanitarian Action (PAH) is a non-governmental
organization. For 25 years, we have been providing relief in emergencies
worldwide. We also run missions in several countries in crisis. Our
interventions – of both humanitarian and development character – have been
carried out in 48 countries so far. We concentrate on ensuring sustainable and
stable development of regions suffering the consequences of war and/or natural
disasters. We possess long-standing expertise in Water, Sanitation and Hygiene
(WASH), but also implement projects in Food Security and Livelihoods (FSL),
psychosocial support (PSS), as well as Primary Health, Nutrition and Education.

About PAH Yemen Mission
PAH Yemen Mission has been officially established in July
2019 and currently provides humanitarian assistance in WASH, Health, Education
in Emergencies, CCCM and Protection for most vulnerable communities affected by
conflict in Ad Dhale, Abyan, Marib and Aden governorates.
Position reports to: Program Coordinator
Responsibilities:
1. Implementation & Supervision of FSL Activities:
- Under
the supervision of the Line Manager, contribute to the logistical and
administrative organization, planning, and preparation of activities,
ensuring alignment with climate adaptation strategies and food security
interventions as outlined in the PAH proposal.
- Assist
in identifying target sites and conducting stakeholder mapping for project
implementation, prioritizing locations with high vulnerability to climate
change and food insecurity.
- Ensure
coordination and collaboration with other sectors (e.g., CCCM, Education,
WASH) to enhance project effectiveness and sustainability.
- Integrate
WASH (Water, Sanitation, and Hygiene) considerations into FSL activities
to enhance resilience in food security interventions.
- Perform
technical assessments of identified sites and recommend tailored
interventions, including sustainable agricultural practices and
climate-smart technologies.
- Support
the design and implementation of community-based Early Warning Systems
(EWS) for food security-related risks, particularly in areas prone to
flooding and water scarcity.
- Conduct
quality and quantity checks with suppliers at project completion to ensure
adherence to environmental sustainability and food security standards
before processing payments using internal tools.
- Collaborate
with climate change task forces and local agriculture committees to ensure
alignment of interventions with ongoing resilience-building efforts.
- Provide
technical support and follow-up for beneficiaries to ensure sustainable
livelihood outcomes, incorporating environmentally friendly agricultural
techniques.
- Promote
cash-for-work (CfW) activities within the FSL sector, ensuring equitable
participation of marginalized groups, including IDPs, women, and persons
with disabilities.
- Establish
and enforce safety and security measures for all activities, ensuring
compliance with environmental protection policies among workforce and
community members.
2. Reporting, Communication, and Representation:
- Maintain
monitoring tools and archive files in the PAH office, ensuring
accessibility to the Line Manager and Program Manager, and integrating
climate impact assessments into reporting mechanisms.
- Support
the development of project proposals and funding applications by providing
insights on food security trends and community resilience needs.
- Ensure
compliance with donor requirements in reporting and project
implementation.
- Develop
and document best practices related to climate-adaptive food security
interventions, contributing to knowledge-sharing across humanitarian
actors.
- Analyze
the humanitarian situation with a focus on climate change impact on food
security and ensure protection and adherence to climate resilience
principles.
3. Community Mobilization:
- Sensitize
local authorities and communities to project objectives, activities, and
selection criteria, with an emphasis on climate-smart agricultural
practices.
- Develop
and review beneficiary selection criteria ensuring alignment with PAH’s
climate resilience and food security framework.
- Coordinate
and facilitate training on climate-resilient agriculture, sustainable
water management, and food preservation techniques.
- Integrate
the needs of children, women, vulnerable groups, and environmental
considerations into project activities to strengthen community resilience
against climate shocks.
- Promote
behavioral change communication (BCC) activities to enhance food security
awareness and adaptation to climate variability.
4. Coordination:
- Coordinate
with other project officers to ensure activities align with community
needs, incorporating climate-smart food security interventions.
- Collaborate
with CCCM, Education, and WASH teams to enhance project synergy and ensure
a holistic approach to food security and livelihood programming.
- Engage
in multi-sectoral collaboration, particularly with WASH, Health, and
Climate Resilience teams, to optimize food security and livelihood
outcomes.
- Attend
cluster meetings, conferences, and training focused on climate change
adaptation, food security strategies, and disaster risk reduction.
5. Monitoring and Evaluation:
- Assist
the M&E team in developing tools to monitor project impact, quality,
and IPTT indicator tracking.
- Perform
quality control checks for all project types.
- Collaborate
with the MEAL Officer and Accountability Assistants to address findings
and implement project adjustments.
- Conduct
regular implementation monitoring and submit relevant reports to the
Programs Coordinator.
6. Logistics and Resource Management:
- Liaise
with logistics and finance departments to ensure protection activities
have the required resources and maintain necessary records and paperwork.
- Provide
guidance to field protection staff to establish transparent, functional,
and respectful relationships with targeted communities.
7. Other Duties:
- Attend
cluster meetings, conferences, and training as required to maintain
proficiency.
- Perform
any other tasks assigned by the supervisor to meet project and
organizational goals.
Requirements:
Educational Requirements:
- Bachelor's
degree or diploma, preferably Environmental science, agriculture science,
or any field related studies.
Work Experience:
- Excellent
understanding and experience of food security and livelihood
interventions, with a minimum of 3 years' experience as a FSL officer or
equivalent position within an NGO/INGO.
- Practical
experience in engaging and coordinating with humanitarian, governmental
stakeholders, and community committees.
- Experience
in targeting and selecting beneficiaries for programs.
- Familiar
with emergency response and knowledge of analyzing internally displaced
persons (IDP) crises.
- Experience
in managing donor-funded projects, ensuring compliance with donor
requirements, and contributing to proposal development.
