CALL FOR TENDER NOTICE

Object: Open consultation N° 2026/LOG/001/MSF/CH

Pediatrics building 

Médecins Sans Frontières Switzerland (MSF-CH) is planning to rehabilitate the existing pediatrics building in Al Qaeda Hospital. To this effect, MSF-CH has decided to request the intervention of an external partner for the execution of the construction works. 
To respond to this consultation, you need to satisfy the following criteria:

  • Be in compliance with the local, regional, and national administration (registration in the trade register, taxes, insurance, from North Yemen) 
  • Provide a certificate of non-bankruptcy and non-exclusion from public procurement as well as a certificate of non-liquidation of assets.
  • Experience working with NGOs (previous contracts with INGO/NGOs in the same field during the past five years).
  • The ability to execute, supply, reach, and install on the targeted area.
  • Bidder must be able to provide the full plan of the project within the proposal. This includes and is not limited to the following:
  • a. Valid legal documents (commercial register in the field of the tender, tax card, zakat cards, practice a profession, Insurance card, and any other relevant legal documents …etc.).
  • b. The company profile.
  • c. Detail schedule.
  • d. The CVs of the team members who will be working on this project with their certificates. 
  • e. Brand and detailed specifications of the supplied material.
  • The site visit is a compulsory requirement for participation in this tender. Failure to attend the site visit will result in automatic disqualification of the bid, which will not be considered for evaluation.
  • The contractor is required to subcontract the electrical works to a qualified and licensed electrical contractor and to attach the electrical subcontractor’s company profile and relevant documents as part of the bid submission.
  • The site visit is a compulsory requirement for participation in this tender. Failure to attend the site visit will result in automatic disqualification of the bid, which will not be considered for evaluation.
  • This tender is subject to the provisions of the Decree-Law of the Republic of Yemen regarding the regulation of government tenders, auctions, procurement, and sales, its amendments, and its executive regulations issued by the official decree in that regard.
  • This announcement is considered complementary to the tender documents, and in the event of any discrepancy between the advertisement and the tender documents, the contents of the tender documents must be considered.
  • A bid bond (bank guarantee) of USD 3,000 (three thousand USD) valid for 90 days from the date of bid submission.
  • The validity period of the submitted bid is not less than 90 days from the date of opening the envelopes.
  • The applicant is required to be qualified and able to implement the types of supplies/ services mentioned above and to have performed similar construction works/ services during the last period.
  • Incomplete documents will not be considered.
  • The issuance of this RFP is not considered an obligation on MSF-Switzerland to contract or to pay the costs of preparing and submitting the proposal.

Deadline for receiving bids (Closing date for receiving envelopes)    

  • Monday 08th June 2026 at 16.00hs 
  • The tender offers are to be delivered to the following address: MSF-OCG Coordination office in Sana’a, Diplomatic area, Djibouti Str., Behind Future School, House no. 47 – Sanaa, 
  • Incomplete bids or received after the set deadline will be rejected. The bids sent or submitted must be sealed on receipt, with a clear and visible mention “Do not open, tender documents”. Unsealed envelopes will not be considered. Electronic submission is not applicable.

The date of opening the envelopes: Envelopes will be opened on Tuesday 09th, June 2026, at 9.00 AM MSF-OCG Coordination office in Sana’a, Diplomatic area, Djibouti Str., Behind Future School, House no. 47 – Sanaa.

مشروع مبنى طب الأطفال

تعتزم منظمة أطباء بلا حدود – سويسرا (MSF-CH) إعادة تأهيل مبنى طب الأطفال القائم في مستشفى القاعدة. وبناءً عليه، قررت المنظمة الاستعانة بشريك خارجي لتنفيذ أعمال الإنشاءات.
من أجل الاستجابة لهذه الدعوة، يتوجب على المتقدمين استيفاء المعايير التالية:

  • الالتزام بالأنظمة المحلية والإقليمية والوطنية (التسجيل في السجل التجاري، الضرائب، التأمينات، صادرة من شمال اليمن).
  • تقديم شهادة عدم الإفلاس وعدم الاستبعاد من المشتريات العامة، بالإضافة إلى شهادة عدم تصفية الأصول.
  • امتلاك خبرة في العمل مع المنظمات غير الحكومية (عقود سابقة مع منظمات دولية/محلية غير حكومية في نفس المجال خلال السنوات الخمس الماضية).
  • القدرة على التنفيذ والتوريد والوصول والتركيب في الموقع المستهدف.
  • يجب على مقدم العطاء تقديم المخطط الكامل للمشروع ضمن العرض المقدم، ويشمل ذلك – على سبيل المثال لا الحصر – ما يلي: 
  • أ. وثائق قانونية سارية المفعول (السجل التجاري في مجال العطاء، البطاقة الضريبية، بطاقة الزكاة، مزاولة المهنة، بطاقة التأمين، وأي وثائق قانونية أخرى ذات صلة).
  • ب. نبذة تعريفية عن الشركة.
  • ج. جدول زمني تفصيلي.
  • د. السير الذاتية لأعضاء الفريق الذين سيعملون في المشروع مرفقة بشهاداتهم.
  • هـ. العلامات التجارية والمواصفات الفنية التفصيلية للمواد الموردة.
  • يُشترط على المقاول إسناد أعمال الكهرباء إلى مقاول كهرباء مؤهل ومرخّص، مع إرفاق الملف التعريفي لشركة مقاول الكهرباء والوثائق ذات الصلة ضمن عرض العطاء.
  • تُعد زيارة الموقع شرطًا إلزاميًا للمشاركة في هذا العطاء، ويترتب على عدم القيام بزيارة الموقع استبعاد العطاء دون النظر في محتواه.
  • يخضع هذا العطاء لأحكام القانون الصادر بمرسوم في الجمهورية اليمنية بشأن تنظيم المناقصات والمزايدات والمشتريات والبيع، وتعديلاته، ولوائحه التنفيذية الصادرة بموجب القرارات الرسمية ذات الصلة.
  • يُعد هذا الإعلان مكملاً لوثائق العطاء، وفي حال وجود أي تعارض بين الإعلان ووثائق العطاء، يُعتد بما ورد في وثائق العطاء.
  • ضمان تقديم العطاء (ضمان بنكي) بقيمة 3000 دولار أمريكي (ثلاثة ألف دولار امريكي) صالح لمدة 90 يومًا من تاريخ تقديم العطاء.
  • لا تقل مدة صلاحية العطاء المقدم عن تسعين (90) يوماً اعتباراً من تاريخ فتح المظاريف.
  • يشترط أن يكون المتقدم مؤهلاً وقادراً على تنفيذ أنواع التوريدات/الخدمات المذكورة أعلاه، وأن يكون قد نفذ أعمال إنشاءات أو خدمات مماثلة خلال الفترة السابقة.
  • لن يتم النظر في العطاءات أو الوثائق غير المكتملة.
  • إن إصدار طلب تقديم العروض هذا لا يُعد التزاماً على منظمة أطباء بلا حدود – السويسرية بالتعاقد أو بتحمل تكاليف إعداد أو تقديم العروض.

 آخر موعد لاستلام العطاءات (إغلاق استلام المظاريف): 

  • يوم الإثنين الموافق 08 يونيو 2026 في تمام الساعة 16:00
  • تُسلّم العطاءات إلى: مكتب التنسيق – أطباء بلا حدود OCG، صنعاء، الحي السياسي، شارع جيبوتي، خلف مدرسة المستقبل، منزل رقم 47 – صنعاء.
  • سيتم رفض العطاءات غير المكتملة أو التي تصل بعد الموعد المحدد.
  • يجب أن تكون العطاءات مختومة ومغلقة مع توضيح عبارة: “لا تفتح – وثائق عطاء”.
  • لن يتم قبول المظاريف غير المختومة. التقديم الإلكتروني غير مقبول.  

 تاريخ فتح المظاريف: سيتم فتح المظاريف يوم الثلاثاء الموافق 09 يونيو 2026 في تمام الساعة 09:00 صباحًا في مكتب تنسيق أطباء بلا حدود OCG –  صنعاء، الحي الدبلوماسي، شارع جيبوتي، خلف مدرسة المستقبل، منزل رقم 47.
