Protection Officer
– Case Management
(Turbah)

About the role
Overall purpose of the role:
Under the supervision of the Protection Team Leader, the
Protection Officer (Social Worker) is responsible for the delivery of timely,
high-quality, and effective protection case management (CM) services in DRC
Community Centers and as per request in other locations, including protection
assessment, case planning, service mapping, internal and external referrals to
relevant services, and delivery of Cash for Protection / Individual Protection
Assistance (IPA). The Protection Officer is also responsible to provide
technical support to DRC Protection Assistance on complex cases and ensure that
tasks are completed as per the agreed workplans.
Responsibilities:
Case management service provision
·
Provide protection CM
services in compliance with DRC SOPs and international guidelines and
standards, including assessment of protection risks, development and
implementation of case plan, follow-up, and case closure;
·
Refer cases to internal
and external services based on needs and upon consent, in line with Protection
Sector Minimum Standards on Referrals and DRC Referral SOPs, ensuring to fill
the necessary forms and the referrals tracking sheet;
·
In collaboration with
the TL, work closely with the other organizations to ensure smooth referral and
monitoring of required follow-up actions;
·
Provide Psychological
First Aid (PFA) to individual in distress;
·
Fill CM forms and CM
tracking sheet, ensuring confidentiality, accuracy and timeliness under the
supervision of the Protection Team Leader;
·
Provide awareness
sessions to the individuals at risk and their family members whenever needed;
·
Provide technical
support to Protection Assistants on complex cases;
·
Support the Protection
Team Leader in conducting weekly supervision meetings with the Case Management
team to ensure adherence to standards of care and DRC Case Management SoPs as
well as quality case management services;
·
Support the team leader
in following up with Protection Assistants to ensure work is completed on time
and in line with the target and budget plan;
·
Support the TL in
supervising the timely identification and assessment of individuals by the
protection assistants and in guiding them as appropriate;
·
Ensure that all CM tools
are filled correctly, and all cases files are archived in hard and soft copies;
·
Identifying needs for
stationery and case management material and raise it to the TL;
·
Act as Case Management
Team Focal point for Protection Team Leader and Protection Manager.
Cash for Protection
·
Identify cases in need
of cash for protection to mitigate protection risks and fill the necessary form
to request the assistance;
·
Record all cases
assisted in the Cash for Protection tracking sheet, ensuring confidentiality,
accuracy and timeliness under the supervision of the Protection Team Leader;
·
Provide technical
support to Protection Assistants in filling IPA request form in line with the
CM action plans;
·
Monitor the adherence of
the CM team to the workplan developed by the Protection Team Leader in order to
achieve set targets and spend IPA budget within the program period;
·
After provision of cash
for protection ensure a proper follow up on the use of the assistance and conduct
Outcome Monitoring survey to assess the extent to which the assistance has
supported in achieving a protection outcome.
Monitoring and
reporting
·
Produce and submit
weekly reports and updated databases/tracking sheets to the Protection Team
Leader;
·
Provide inputs for
monthly and quarterly reports to the Protection Team Leader;
·
Accurately update the CM,
IPA and Referral tracking sheets, ensuing adherence to data protection
protocols;
·
Maintain complete,
accurate, and confidential case files to document client interactions and
interventions using DRC tools, ensuring adherence to data protection protocols;
·
Support the MEAL team in
the implementation of monitoring and evaluation tools and report on issues in
the implementation of the program to the TL;
·
Follow up with Protection
Assistants to ensure all paperwork is properly filed in adherence with data
protection and DRC protocols;
·
Provide Protection TL
and PM feedback on implementation of the program and any gaps or struggles
faced.
Coordination and
representation
·
Collaborate with other
DRC sectors and NGOs to ensure a coordinated and collaborative response to the
provision of services and assistance for those benefiting from case management;
·
Develop and maintain
effective working relationship with relevant stakeholders including partner
agencies, community leaders and service providers;
·
Advocate for the needs
of vulnerable individuals both internally and through coordination mechanisms
through evidence-based advocacy;
·
Oversee and ensure the maintenance
of an up-to-date service mapping of the service providers operating in the area
and ensure that staff are informed about the available services.
Other
- Any other duties
relating to the nature of the job as directed by the Team Leader or
Protection Manager;
- Maintain positive work
relationship within the team, and promote team-building efforts in
coordination with the Protection Team Leader;
- Must adhere to DRC’s
mission, values, code of conduct including respect for the principles of
neutrality, do no harm and non-discrimination; and ensure Assistants
adherence to these missions, values, codes and principles;
- Must treat all partners
and beneficiaries with dignity and respect;
- Participate in training
and coaching as required on case management process, the relevant SOPs and
the data filing and storing procedures.
Experience and technical competencies:
·
At least 3 years of
experience in provision of CM services;
·
At least 1 year
experiencing supervising staff;
·
Ability to provide
technical support, trainings and supervision to assistants;
·
Ability to maintain
confidentiality, respect, non-discrimination and safety of clients at all
times;
·
Strong written and oral
communication skills, effective in representation and liaison with external
parties;
·
Strong ability to
organize work, meet deadlines, maintain composure, work independently and
prioritize work under pressure, coordinate multiple tasks and maintain
attention to detail;
·
Excellent interpersonal
and problem-solving skills, creativity and flexibility;
·
Flexibility in working
overtime when needed;
·
Computer literacy
(Microsoft Word and Excel);
·
Willing to collaborate
with and support people from different ethnic groups and different religions;
·
Demonstrated interest in
humanitarian work and supporting people effected by conflict.
Education:
Essential
qualification :
Bachelor/Degree in Social work, counseling, psychology,
or closely related field; proven field experience can be accepted in lieu.

Position Band: This position will be placed in the
Management (H2) band. Reports to the Protection Manager.

Salary and conditions will be in accordance with Danish
Refugee Council’s National Terms of Employment.
