ABOUT ADRA: The Adventist Development and Relief

purpose of providing individual and community development and disaster relief.

at a time. ADRA International serves 120 countries and is present in Yemen
since 1995. Its programs are supported by USAID, BHA, The Japan Platform,
DANIDA, GFFO, BMZ, IHA Canada, UNOCHA, WFP ...etc. It has presence in different
Governorates in Yemen responding to 6 areas of humanitarian sectors. ADRA Yemen
is undertaking programs in Yemen in the fields of health, nutrition, WASH, food
security, livelihoods, and protection.

SUMMARY:
Under the supervision of the Project Coordinator, the MEAL
Assistant will dedicate full-time of his/her time leading, coordinating, and
ensuring the high-quality implementation of project activities. The MEAL
Assistant will maintain all data, conduct relevant need assessments, and
regular field visits to ensure full compliance with rules and regulations for
project implementation, and develop frequent reports on all project activities.
RESPONSIBILITIES:
The MEAL Assistant will be responsible but not limited to:
- Develop
periodic field monitoring plans for the project, taking into consideration
the project MEAL Plan, indicators and other information useful for project
monitoring and evaluation.
- Design
the data collection tools like Post Distribution Monitoring (PDMs), During
Distribution Monitoring (DDMs), Indicator Tracking Tables (ITT).
- Undertake
regular field/site monitoring visits in close coordination with the
program team to ensure right implementation of the activities, data
collection and verification, and to assess progress on the ground against
action plans, and to promote compliance to quality and program standards.
- Carry
out quantitative and qualitative data collection activities at field level
and conduct surveys, interviews, questionnaires, focus group discussions
with beneficiaries as defined in the weekly/monthly MEAL work plan and as
required by the programs.
- Verify
and clean the collected data in time, check data quality, performs data
processing, and data analysis functions and interprets/reports findings
from quantitative and qualitative data.
- Support
Monitoring Officers in developing tools for Baseline, Mid-Term Evaluation,
and End-line evaluation; and implementation of them.
- Train
NGO and other partner staff on data collection tools and processes, data
verification and quality assessment, and accountability as required.
- Participate
in the project log-frame update, make follow up with the project team on
the project plan, monitor project output/ outcome indicators, and assess
progress made against targets.
- Develop
field monitoring reports, and provide support to the program team in
compiling periodic reports, stressing the importance of data quality,
indicator-based reporting, and analysis of trends and the achievement of
program objectives/outcomes.
- Record
the distribution data into the database.
- Ensure
the Community Feedback Response Mechanism (CFRM) and Accountability to the
Affected People (AAP) are being implemented throughout the project’s
lifetime, following ADRA Yemen’s complaint policy and database, and follow
up on complaint until they are addressed and closed.
- Prepare
and submit regular, timely, and quality MEAL reports and provide
monitoring and evaluation findings and recommendations to support
performance planning and risk analysis, emergency preparedness, security
risk management and risk mitigation activities, development and
implementation of project MEAL learning and feedback mechanisms within
ADRA Yemen’s programs.
- Organize,
collect, compile and document all program and MEAL-related data and files,
ensuring that all records are properly organized and stored and keep hard
and soft copy, especially the confidential data such as the beneficiaries
list and complain forms.
- Assist
in developing communication products e.g., short videos, documentaries,
success stories, case studies, snapshots and lessons learnt as detailed in
ADRA Yemen communications guidelines.
- Assist
in planning, leading and evaluating regular training workshops to build
the capacity of project staff in use of data for program improvement.
- Take
active roles in generating and sharing learning within project and across
various projects.
- Perform
other relevant duties and responsibilities required and requested by the
Project Coordinator and MEAL Coordinator.
- Adhere
to the organization’s safeguarding framework, including Protection from
Sexual Exploitation and Abuse (PSEA), child protection, anti-harassment,
and ethical conduct policies, ensuring alignment with international
standards (e.g., Core Humanitarian Standard, UN CRC).
- Promptly
report safeguarding concerns or violations through designated channels,
maintain confidentiality, and participate in mandatory safeguarding
training to uphold a safe, inclusive environment for all stakeholders.
QUALIFICATIONS AND SKILLS:
- Bachelor’s
degree in Social Sciences, Information Management, Statistics or other
relevant fields.
- Two
years of relevant professional work experience.
- Demonstrated
understanding of direct monitoring and evaluation experience, specifically
in the humanitarian and development context.
- Knowledge
of monitoring and evaluation methodologies i.e., both quantitative and
qualitative data collection, processing and analysis.
- Relevant
background in emergency programs, with experience in systematic input,
output and process data were collected and used to guide programming.
- Knowledge
of sampling and questionnaire design.
- Good
English Skills.
- Have
an experience with ADRA is preferable and add value
- Good
report writing skills.
- Very
good command of MS Office applications.
