Job Description

Action Contre la Faim is an international humanitarian organization established in 1979 with the mission of saving lives by combating hunger through the prevention, detection, and treatment of malnutrition, particularly during and after emergency situations caused by conflict and natural disasters.

Action Contre la Faim provides coordinated responses in nearly 50 countries worldwide, including Yemen, across seven areas of expertise: Nutrition and Health, Water, Sanitation and Hygiene (WASH), Food Security and Livelihoods, Mental Health & Psychosocial Support, Advocacy, Climate, and Research.

ACF has been operational in Yemen since 2012 and currently operates in four bases: Aden, Hodeida, Al Khokha, and Sana’a. The country office implements activities centered on fours main sectors: Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support (MHPSS), and Food Security and Livelihoods.

  • Job Title:  Senior Food Security and Livelihoods Officer
  • Location:  Al-Luhayyah district, Al-Hudaydah Governorate
  • Contract duration: until 31st March 2027 with possibility of extension.
  • Basic monthly salary (taxable): 1227$ to 1468$ based on experience salary calculation (excluding other benefits offered by the organization)
  • Line Manager: Health and Nutrition Deputy Program Manager
  • Technical/Support Manager: Food Security & Livelihoods Head of Department 

Objective of the Position

The Senior FSL Officer leads and provides field-level technical oversight to the field implementation of the nutrition-sensitive Food Security and Livelihoods component, with particular responsibility for cash assistance, beneficiary targeting and registration, distribution planning, field-level coordination, quality assurance, monitoring, accountability, reporting, and supervision of FSL field staff. The position ensures field-level implementation aligns with approved project documents, ACF procedures and SOPs, donor requirements, and technical guidance from the Food Security & Livelihoods Head of Department, while ensuring effective integration and coordination with the Nutrition and Health team.

Under the direct supervision of the Health and Nutrition Deput Program Manager and Health and Food Security & Livelihoods Head of Department, the Senior Food Security and Livelihoods Officer will:

Mission 1: Lead Cash Assistance Planning and Implementation

  • Lead field-level implementation of cash assistance in accordance with approved project documents, ACF procedures and SOPs, donor requirements, and technical guidance from the FSL HoD.
  • Lead and coordinate with the PQ team on beneficiary targeting, registration and initial prioritisation processes, ensuring the correct application of approved eligibility criteria, vulnerability scoring, ranking, cut-off rules and documented targeting procedures.
  • Ensure that registration and community engagement clearly communicate that registration or assessment does not constitute beneficiary selection or a commitment by ACF to provide assistance.
  • Coordinate preparation and quality review of beneficiary data and targeting documentation before submission for Programme Quality verification and formal confirmation of beneficiary lists.
  • Lead preparation of cash distribution plans based on verified beneficiary lists, transfer values, geographical coverage, accessibility, security, market conditions, FSP arrangements, staffing, protection considerations, and other field realities.
  • Coordinate beneficiary sensitisation on programme activities, entitlements, distribution dates, locations, procedures, transfer values, FCRM channels, and basic protection and safeguarding considerations.
  • At field level, coordinate with the Financial Service Provider and relevant support departments before, during and after distributions, and follow up on readiness, operational constraints and corrective actions.
  • Provide field leadership during cash distributions to ensure eligible beneficiaries receive the correct transfer amount safely, on time and with dignity, and that distribution procedures are consistently applied.
  • Ensure unresolved beneficiary cases are documented and followed up in accordance with approved beneficiary verification and replacement procedures.

Mission 2: Technical Quality, Monitoring and Nutrition-Sensitive FSL Integration

  • Provide day-to-day field-level technical oversight of FSL field activities and ensure implementation quality, consistency and compliance with ACF technical standards, project SOPs, approved targeting criteria and donor requirements.
  • Analyse field implementation information and beneficiary data to identify inclusion/exclusion errors, duplication, missed distributions, targeting concerns, implementation gaps and emerging risks, and recommend corrective actions.
  • Work closely with Programme Quality teams during beneficiary verification, quality monitoring, PDM, accountability activities and follow-up of agreed corrective actions.
  • Coordinate and follow up market and price monitoring using locally available field-level information, and promptly flag changes that may affect transfer adequacy, market functionality or appropriateness of cash assistance.
  • Ensure effective field-level linkage between cash assistance and the project’s nutrition-sensitive objectives, including coordination of IYCF and beneficiary training on optimal food utilisation, dietary diversity, nutritious food choices, meal planning and preparation with the Nutrition and Health team.
  • Monitor beneficiary understanding of the purpose of assistance, transfer value, distribution cycle, nutrition-related messaging and available feedback and complaint channels.
  • Contribute field-level contextualised technical inputs to activity plans, tools, SOPs, reports and implementation guidance, and support adaptation of field approaches based on evidence and contextual changes.

Mission 3: Team Leadership, Community Engagement, Accountability and Reporting

  • Supervise, task, coach and follow up FSL field staff assigned to the intervention, ensuring clear responsibilities, timely delivery and adherence to technical and operational standards.
  • Plan and coordinate field-level FSL activities with the N/H DPM, FSL HoD, Programme Quality/MEAL, Field Coordinator and relevant support departments.
  • Lead field-level FSL-related community engagement on targeting and cash implementation, ensuring transparent communication of targeting criteria, selection stages, beneficiary entitlements and programme limitations.
  • Coordinate with the PQ team to ensure functional Feedback and Complaint Mechanisms are accessible to beneficiaries and communities and that relevant cases are documented, referred and followed up through the appropriate channels.
  • Maintain oversight of accurate and complete field-level FSL records, including targeting and registration records, distribution documentation, monitoring findings, beneficiary issues and follow-up actions.
  • Prepare and submit timely field activity reports, implementation updates and technical inputs to the N/H DPM highlighting achievements, constraints, risks, corrective actions and decisions required.
  • Represent the FSL component in relevant field-level technical and coordination meetings when delegated, and ensure agreed actions are communicated and followed up.
  • Ensure that community engagement, distributions and field activities minimise protection, exclusion, safeguarding, crowd-management and access risks, particularly for vulnerable beneficiaries.

Required Qualification, Skills and Professional Experience 

  • Bachelor’s degree in Agriculture, Agribusiness, Economics, Development Studies, Food Security, Livelihoods, or another relevant discipline.
  • Demonstrated experience in cash transfer programming, beneficiary targeting, registration, verification, distributions, and post-distribution follow-up.
  • At least 3 years of relevant professional experience in Food Security and Livelihoods programming, including field-level implementation responsibilities.
  • Experience supervising field teams and providing technical guidance, coaching, and quality control.
  • Good understanding of nutrition-sensitive FSL programming and integration with Health and Nutrition interventions.
  • Experience in community engagement, accountability/FCRM, protection-sensitive programming, and coordination with local stakeholders.
  • Ability to analyse implementation data, identify operational and technical gaps, recommend corrective actions, and prepare quality reports.
  • Good English language skills, as well as good communication, coordination, organisation, and reporting skills
