Position Summary
The Shelter Field Engineer will work directly under the
supervision of the Project Manager and will be responsible for overseeing all
activities related to Cash for shelter maintenance, cash for Emergency Shelter
Kits (ESKs), and Non-Food Items (NFIs). The engineer will ensure that all
contracted services are implemented in strict adherence to national and
international standards and best practices, ensuring quality, safety, and
effectiveness in meeting the needs of the affected populations.
Duties and Responsibilities
- Conduct
detailed assessments to identify shelter needs, vulnerabilities, and gaps
within targeted communities.
- Develop
technical solutions and project designs based on assessment findings,
ensuring alignment with national and international standards.
- Prepare
comprehensive assessment reports with actionable recommendations,
prioritization, and resource requirements.
- Ensure
shelter-related activities, including cash for shelter maintenance and
cash Emergency Shelter Kit (ESK), are implemented engaging beneficiaries
and adhering to quality standards.
- Oversee
and provide technical guidance for planning, designing, and implementing
cash-for-work shelter activities, ensuring they address the needs of
affected populations and meet quality standards.
- Monitor
the implementation of cash for shelter maintenance and cash for shelter,
site preparation, and material utilization, ensuring compliance with
designs, specifications, and safety standards.
- Conduct
technical management of field activities through regular supervision,
ensuring timely and planned implementation.
- Work
closely with beneficiaries to ensure active participation in shelter
construction, maintenance, and distribution activities.
- Provide
on-site technical support and training to beneficiaries as needed.
- Engage
with displaced populations to raise awareness about shelter-related
assistance and cash-for-work opportunities.
- Coordinate
with community representatives to ensure smooth implementation of
cash-for-work interventions and foster community ownership.
- Participate
in the handover of project sites to contractors and beneficiaries in
coordination with stakeholders.
- Manage
communication with contractors, suppliers, and beneficiaries to ensure
timely delivery and proper utilization of shelter materials.
- Document
all implemented works, maintaining daily notes/comments on progress,
challenges, and lessons learned.
- Prepare
and submit detailed action plans with timelines for all shelter and NFI
activities.
- Submit
weekly and regular progress reports, highlighting challenges and proposing
solutions for quality improvement.
- Maintain
consistent communication with all relevant parties, providing updates and
gathering feedback for continuous improvement.
- Verify
that all cash shelter activities meet required technical specifications,
safety standards, and project objectives.
- Ensure
quality control of cash-for-work implementation, verifying that materials
provided to beneficiaries meet required specifications and standards.
- Raise
reports or suggestions in case of any breach in quality during
implementation.
- Prepare
Completion Certificates for all shelter-related activities, confirming
adherence to required standards and specifications.
- Plan
and manage all aspects of non-food item (NFI) distribution, including
receipt documentation, site preparation, banners, and transportation
logistics.
- Coordinate
with contractors and suppliers to ensure timely delivery of shelter
materials and proper utilization by beneficiaries.
- Submit
financial deliverables in coordination with stakeholders, following
established procedures.
- Provide
regular updates and technical guidance to project staff, ensuring
alignment with project goals.
- Perform
additional duties as assigned by the Project Manager to support overall
project objectives.
Experience Required
- Minimum
2-year experience in the field and in a related position. Preferably more
than 3-year experience in managing people,

Languages Required
- Fluency
in written and spoken Arabic and excellent in English Language
