LOGISTICS MANAGER
Position status: Full-time
Location: Ad Dahi – Al Hudaidah (The project is located in the
government Hodaidah operating within the surrounding districts).
Contract duration: 1 Year contract with 6 months probation
period.
Doctors Without Borders / Médecins Sans Frontières (MSF) is an international,
humanitarian, non-governmental organisation providing assistance to people in
need as a result of natural and man-made disasters, irrespective of race,
religion, ideology or politics.
Main Purpose
Planning, coordinating and monitoring all logistics related
activities in the project or capital and providing support to medical
assistance activities, according to MSF protocols and standards in order to
ensure an optimal running of the project
Accountabilities
- Assisting
the Logistics team leader in the definition and follow-up of logistics
activities in the project, in conjunction with other medical project
managers in order to identify and give a response to the needs of the
targeted population
- Ensuring
and monitoring the implementation of logistics/technical activities in the
project including the following:
- Logistics:
(construction, transport of goods and staff, communications, water and
sanitation, vehicles and engines, equipment/installation and infrastructures,
communications, installation and maintenance of functional office space(s)
and lodging facilities for international staff in adequate living
conditions)
- WHS:
implementation of water, health and sanitation activities
- Supply:
implementation and maintenance of an appropriate supply chain for the
project
- Implementing
all administrative related activities linked to logistics (orders,
insurances, vehicle contracts, etc.).
- Participating
in the planning and implementation, together with the Logistics team leader,
the Project Coordinator and the HR Coordinator, the HR associated
processes (recruitment, training, briefing/debriefing, evaluation,
detection of potential, development and communication) of the logistics
staff in the project / capital in order to ensure both the sizing and the
amount of knowledge required to correctly perform all logistics
activities.
- Ensuring
technical reference for all logistics/technical issues in the project and
providing coaching to logistics staff under his/her responsibility. Ensuring
all staff in the Project is properly briefed about use of communication
tools (handsets, HF/VHF, etc.).
- Defining
and monitoring technical aspects of the project risk reduction policy,
transport, communication, protection, identification and preparation of
the technical aspects of the project policy and guidelines, evacuation
plan and contingency plan, performing day-to day monitoring of the
application of rules and reporting to the Project Coordinator any problem
that may arise. For this purpose, the Project Logistics Manager will have
to create an appropriate environment.

MSF Section/Context Specific Accountabilities
1. ICT & Communications
- Act as
project ICT focal point, ensuring first-line ICT support and coordination
with Mission IS Officer.
- Ensure
all ICT assets are registered in Track My Stuff and scanned quarterly.
- Organize
ICT briefings for new staff (LHS, IMS) and ensure proper use of equipment.
- Monitor
and follow up on phone credit and internet recharges in coordination with
the IS Officer.
- Ensure
communication tools and ICT security procedures are known and applied.
2. Asset Management
- Ensure
all project assets (including pharmacy and stock) are properly recorded,
tracked, and inventoried.
- Oversee
quarterly asset scanning and follow up on discrepancies.
- Ensure
asset insurance, contracts, and administrative logistics documentation are
in place.
3. Construction & Rehabilitation
- Provide
technical and logistical input to construction/rehabilitation projects
from initiation to completion.
- Collaborate
closely with Construction Supervisor to monitor progress, quality, and
timelines.
- Coordinate
technicians (WASH, electricians, etc.) supporting construction activities.
- Ensure
deconfliction measures for hospital buildings are applied and renewed as
required.
4. WASH & Infrastructure
- Supervise
water, sanitation, waste management, and hygiene infrastructures across
project sites.
- Coordinate
WASH technicians and ensure quality implementation and maintenance.
- Ensure
WASH standards and preventive maintenance plans are implemented.
5. Energy & Equipment Maintenance
- Ensure
energy systems (generators, solar, electrical installations) are
functional and maintained.
- Supervise
preventive maintenance plans for generators, biomedical, ICT, and other
equipment.
- Follow
up on recommendations from mission technical specialists (Energy, WASH,
Biomed, Fleet, IS).
6. Fleet & Transport Management
- Manage
the motorized fleet and ensure fuel management systems are in place.
- Ensure
vehicle maintenance, documentation, and safety standards are respected.
- Oversee
transport of goods and staff in line with MSF policies.
7. Facilities & Guest House Management
- Oversee
logistics activities related to offices, guest houses, hospital, ITFC,
Pharmacy and PHCCs.
- Ensure
maintenance, safety, and functionality of all facilities.
8. Team Management & HR
- Manage,
supervise, train, and support logistics staff under direct responsibility.
- Coordinate
the work of General Logistics Supervisors, WASH supervisor, Electrician, and
Biomed technician.
- Support
staff capacity building and performance monitoring.
- Cover
the LTL role when required and ensure proper handover and reporting.
9. Planning, Reporting & Support
- Prepare
and monitor monthly logistics expense forecasts, especially
hospital-related costs.
- Develop
logistics action plans and follow up on implementation.
- Support
Log Supervisor in organizing job requests, work plans, and reporting.
- Assist
LTL in defining and implementing logistics strategies aligned with project
needs.
Requirements
Education: Essential bachelor’s degree
(preferably engineer).
Experience
- At
least 2 years work experience in the same capacity in logistics, supply chain
or facilities management.
- Experience
with MSF or other INGO is an asset.
- Strong
Management and organizational capacities.
- Essential
thorough understanding of logistics issues in developing countries (e.g.
communications, energy, building maintenance) and management of a
multi-skilled and diverse team.
Languages: Mission language essential; local
language desirable.
