HEALTH PROMOTER IEC OFFICER

Médecins Sans Frontières Belgium in Yemen mission is looking for Yemeni nationals to recruit for 1 HEALTH PROMOTER IEC OFFICER position.

  • Location: PHCCs and outreach activities in Aden and Lahj governorates
  • Contract duration: Six (6) months, with the possibility of extension
  • Contract type: Fixed-Term contract 
  • Reporting to: Health Promoter Manager

Main Purpose:

Implement Health Promotion/IEC (Information, Education, Communication) activities with patients and local population to raise their knowledge and skills on relevant medical topics

Accountabilities:

  • Inform patients and communities about MSF and the health services it provides in the project area. 
  • According to medical priorities, deliver accurate, culturally appropriate health information to patients and community on specific and relevant health topics.
  • Implement health education, awareness and community engagement activities in primary health care centers (PHCCs) and outreach sites, in close collaboration with the medical team and under the supervision of the HP Super-visor/Manager. 
  • Actively support community assessments, including the collection of information on health needs, perceptions, barriers to access, with particular attention to vulnerable groups.
  • Under the guidance of HP Supervisor/Manager, contribute to monitoring and assess the quality and impact of the Health Promotion and Community Engagement (HPCE) activities (through observations, discussions, questions), and report problems, success and constraints.
  • Collect, document and report all type of information related to specific health and living conditions of the population, to identify the most vulnerable populations to target. 
  • Maintain regular reporting to the HP Supervisor/Manager on the activities, problems met (challenges), strengths and constraints, community feedback and emerging issues
  • Participate in the development, adaptation of Information, Education and Communication (IEC) materials, ensuring they are context-appropriate and effectively used during activities

Brief contextual information:

MSF OCB (Operational Center Belgium) has been operating in the South of Yemen since 2022.
In 2026, Yemen mission will launch a new project based in the capital city Aden. This will be a comprehensive Primary Health Care program implemented through two fixed PHCCs and a mobile outreach approach serving four districts around Aden. One PHCC in located in Aden and the second one is in Al Farshah, approximately 83 km from the capital.

MSF Section/Context Specific Accountabilities:

Community Assessment and Context Analysis

  • Implement of Health Promotion and Community Engagement activities in Primary Health Care Centers (PHCCs) and outreach sites.
  • Actively support the implementation of community assessments in identified project and outreach sites.
  • Participate in data collection activities, including Focus Group Discussions (FGDs), Key Informant Interviews (KIIs) and community observations.
  • Support community mapping exercises, identifying key stakeholders, influencers, and vulnerable groups.
  • Contribute to the identification of community health needs, barriers to access, perceptions, and priorities.
  • Assist in the documentation, organization, and preliminary analysis of assessment findings.
  • Share community insights and feedback with the HPCE Supervisor/Manager to inform strategy development and activity planning.
  • Contribute in developing HP strategy

Implementation of Health Promotion Activities

  • Implement of Health Promotion and Community Engagement activities in PHCCs and outreach sites.
  • Ensure the availability of IEC materials.
  • Ensure health education and information materials adapted to migrants’ language. 
  • Conduct health education sessions addressing key public health and project medical priorities.
  • Promote routine immunization, catch-up vaccination, and maternal and child health services.
  • Raise awareness on vaccine-preventable diseases (e.g., measles, polio, diphtheria, tetanus, pertussis).
  • Address vaccine hesitancy, misinformation, and cultural barriers through community dialogue.

Community Engagement and Mobilization

  • Engage with community members, leaders, and groups to facilitate participation in project activities.
  • Support community feedback mechanisms and ensure community concerns are communicated to the HP Manager and addressed
  • Contribute to building trust and acceptance of MSF activities within the communities.

Supervision and Support of Community Health Educators (CHEs)

  • Provide day-to-day technical support and supervision to Community Health Educators.
  • Support CHEs during field activities, ensuring quality and consistency of messages.
  • Participate in refresher training sessions for CHEs.
  • Support screening for malnutrition and referrals activities from outreach sites.

Data Collection and Reporting

  • Support the implementation of Health Promotion and Community Engagement (HPCE) data collection tools.
  • Ensure accurate and timely recording of HPCE activities and community feedback.
  • Contribute to basic data analysis and reporting, highlighting trends, challenges, and lessons learned.
  • Support the use of data for activity planning and improvement.

Job requirements

Education:     

  • Education level in social science, social communication, nurse, teaching or related field

Experience:     

  • Preferable previous experience in health promotion, teaching, nursing or social work, community mobilization 
  • Experience working with communities, outreach or health education is an asset

Knowledge:     

  • Fluency in local language(s) - essential
  • English (spoken and written) – essential

Location: Only candidates from Aden and Lahj governorates will be considered for the position
