Action Contre la Faim is an International
Humanitarian Organization established in 1979 with the mission to save lives by
combating hunger through prevention, detection and treatment of malnutrition,
in particular during and after emergency situations caused by conflict and natural
disasters. Action Contre la Faim provides coordinated responses in nearly 50
countries including Yemen globally within 7 field of expertise which includes
Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental

ACF has been operational in Yemen since 2012 and is operational in 4 bases

Title: Nutrition Project Officer - Buffer stock
- Location:
Sana’a Base, with frequent travel to field location where required
- Contract
duration: Fixed term contract till end of June 2026, with possibility of
extension.
- Basic
monthly salary (taxable): 1041 $ to 1243 $ based on experience salary
calculation (excluding other benefits offered by the organization)

/ Functional / supervisor/ line manager: DHoD NH & HoD NH
Objective of the position:
He/she will be responsible for the management of the RUTF
buffer stock program through active coordination and collaboration with the
Nutrition Sector, UNICEF and the MoHE and partners with the ultimate aim of
ensuring timely response to the Nutrition Sector’s request for RUTF supply ACF
program and to partners when the need arises.
Mission 1: Coordination and partnerships
- In
coordination with the DHoD, represent the organization during the
nutrition cluster meeting for the RUTF buffer stock, provide update and
share recommendations based on the standards;
- Actively
and continuously collaborate with nutrition sector, active partners,
UNICEF and MoHE to timely the needs of buffer stock;
- Stay
aware of the evolution of nutrition commodities pipeline in the North and
factor changes in the project implementation strategy ;
- Ensure
partners fully understand the buffer stock mechanism and adhere to it
- Ensure
the right coordination between procurement, transportation and warehousing
units for the project goals.
Mission 2: Coordinate the needs and supply flow
- Monitor
and update the project supply plan and take mitigation/corrective measures
to ensure a proper execution;
- Actively
track the needs of buffer stocks from partners including ACF programs and
take update the supply plan in accordance with HoD validation;
- Ensure
requests are submitted in line with delivery timelines and contextual
constraints;
- Ensure
deliveries are fast tracked through logistics and supply teams, raise
alerts and suggest mitigation/corrective measures;
- Share
updates and with project partners.
- Ensure
monthly activities report quantitative and narrative on the RUTF buffer
stock.
Mission 3: Supervise the transportation services
- In
coordination with NHPM and Logistic department, ensure transportations
carry out deliveries in full compliance with the framework contracts;
- Ensure
archive of all necessary document of including stock release orders,
waybills, consumption reports and others
- Manage
the commodities tracking system and share reports;
- Provide
last mile support to partners when the needs occurs.
Mission 4: Supervise warehousing and distribution of
commodities from the buffer warehouses
- Monitor
and update the project storage plan and take mitigation/corrective
measures to ensure there is never stock out in the buffer warehouses
- In
coordination with logistic/warehouse team, ensure storage conditions are
fully complied with in all the buffer warehouses
- In
coordination with logistic/warehouse team, assist in carrying out monthly
systematic inventories in the warehouses and take measures where needed
- Carry
out spot checks in the warehouses and take measures where needed
Mission 5: Develop SOPs, Guidelines, Templates, and
Strengthen Coordination Frameworks
- Develop,
update, and roll out SOPs governing the buffer stock mechanism—including
forecasting, stock request procedures, transportation, warehousing, last‑mile
delivery, and reporting.
- Draft
and harmonize technical and operational guidelines for partners and MoHE
to standardize RUTF handling, documentation, and compliance with national
Nutrition protocols and Cluster.
- Develop
and maintain templates and tools, including stock request forms, delivery
tracking sheets, distribution registers, consumption reports, inventory
templates, and partner compliance checklists.
- Facilitate
regular review and validation sessions with MoHE, UNICEF, and nutrition
partners to ensure SOPs, guidelines, and templates remain aligned with
sector standards and contextual needs.
- Lead
the development, revision, and documentation of agreements, MoUs, and
coordination frameworks with partners and MoHE, ensuring clarity of roles,
responsibilities, and accountability mechanisms.
- Ensure
proper archiving and version control of all SOPs, guidelines, agreements,
and templates—maintaining accessible, organized, and up‑to‑date
documentation for internal teams and partners.
- Facilitate
orientation and capacity‑building sessions for partners, warehouse teams,
and internal staff to ensure full understanding and consistent application
of the SOPs and standardized tools.
Required Qualification, Skills and Experience
Education:
- Bachelor
in Medicine//Nutrition. Qualification in administration is preferred
Experience
- At
least 2 years of experience in providing direct support to a distribution
program or managing a nutrition and health program with an important
aspect of coordination
- Proven
experience in the field of nutrition and nutrition commodities management
Technical Skills
- Excellent

- Good
management and representation competencies;
- Excellent
in influencing and negotiation skills;
- Proven
technical knowledge and capacity to lead implementation of Logistics,
H&N activities projects

- Experience
in coordination with Nutrition Cluster and partners
- Willing
for frequent travel to mentor and monitor activities;
- Ability
to absorb and manage workloads and stresses without affecting the quality
of the deliverables;
- Computer
and IT expertise highly;
- Ability
with work with and coordinate with local authorities
Languages
- Fluent
Arabic and English.
