POSITION: Consortium Manager
PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an international
humanitarian NGO which, for more than 40 years, has been providing assistance
to populations affected by armed conflicts and natural disasters by meeting
their vital needs for food, water and shelter. Particularly involved in the
fight against diseases linked to unsafe water, the first cause of death in the
world, SI's interventions provide expertise in the field of access to drinking
water, sanitation and hygiene promotion, but also in the essential area of food
security and livelihoods. Present in around twenty countries, SI's teams - 2000
people in total made up of expatriates, national staff, permanent staff at
headquarters, and a few volunteers - work with professionalism and commitment
while respecting cultures.

DESCRIPTION OF THE POSITION
The Consortium Manager oversees the implementation and monitoring of a single
consortium project with one institutional donor in which SI is the lead. He
facilitates liaison between its partners, the institutional donor of the
project, and other stakeholders. He plays a leading role in facilitating the
work of the Steering Committee and the work of operational partners in the
field, to ensure the successful completion and coordination of the project.
List of Main Responsibilities:
STRATEGY AND PLANNING
- Oversees
the operationalization of the project into detailed implementation plans.
- Organizes
all project design, planning, and launch meetings.
- Anticipates
contingency plans to ensure continuity of the humanitarian response in the
event of changes in the context.
PARTNER COORDINATION
- Coordinates
with the Country Director to ensure compliance with the consortium's
governance rules and procedures as defined in the partnership agreements
between the lead partner and the other partners.
- Manages
and facilitates the organization of Steering Committee meetings.
- Develops
conditions conducive to smooth communication between consortium
partners.
- Supports
the adaptation of partners' systems, frameworks, and procedures to enable
effective and coordinated operational management.
- Ensures
the efficiency, effectiveness, transparency, and participatory nature of
the coordination mechanisms implemented between partners.
- Facilitates
the sharing of experiences and/or expertise between partners and ensures
internal learning processes within the consortium.
EXTERNAL COORDINATION AND DEVELOPMENT
- Ensures
basic representation of the project to relevant coordination platforms,
when required.
- Maintains
necessary communication with stakeholders relevant to the implementation
of this specific project.
- Joins
meeting with the project donor with the facilitation of the Country
Director and Steering Committee, and maintains some bilateral contact on
project updates
PROJECT CYCLE MONITORING
- Monitors
the relevance, quality, and consistency of project implementation.
- Proposes
to the members of the Steering Committee and then facilitates the
programmatic and operational adjustments necessary for the project with
their teams.
- Organizes
program monitoring meetings with the various partners.
CONTRACT CYCLE MANAGEMENT
- Maintains
and/or develops a transparent, constructive, and trusting relationship
with the project's institutional donor.
- Oversees
compliance with contractual validation obligations to the institutional
donor.
- Leads
the drafting of necessary reports and communications to the institutional
donor.
- Facilitates
smooth communication between consortium partners and the institutional
donor, including organizing visits to activities by the latter.
COMPLIANCE AND ACCOUNTABILITY
- Verifies
compliance with the consortium's frameworks and procedures by all
partners.
- Oversees
the monitoring of compliance breaches and risks, as well as the corrective
measures to be implemented.
- Alerts
the Country Director of any major breaches of the framework and ensures
communication with the relevant funding partners.
MANAGEMENT (if there is a dedicated consortium team)
- Responsible
for the proper implementation of HR policies and processes to ensure that
the number of people and the sum of knowledge required for the activities
under his responsibility are available:
- Analyzes,
quantifies, and qualifies the human resource needs of his team
- Recruits
and ensures the integration of the team under his responsibility
- Evaluates
the performance of his team members
- Trains
and supports team members
- Leads
and communicates with their team
PARTNERSHIPS
- Contribute,
in line with their role and responsibilities, to the verification of SI’s
implementation partners
- Contribute
to the implementation of a plan to support and strengthen SI partners
- Participate
in monitoring the actions of partners in relation to their role and
responsibilities
- Facilitate
equitable partnerships and open communication between all members of the
Consortium, including outside the context of the Steering Committee, and
at the field level
INTERNAL CONTROL
- Is
responsible for the compliance of the documents they produce
FILING & ARCHIVING
- Is
responsible for filing and archiving the documents they produce in
accordance with internal procedures
FIGHT AGAINST ABUSE
- Creates
and actively collaborates in establishing a work environment that prevents
inappropriate behavior.
- Participate
in communicating the existence of SI's ethical framework.
- Respects
at all times the protection of information exchanged in the context of a
report and its processing.
- Implements
measures to mitigate the risk of abuse.

Profile required
1. Experience three years in the humanitarian sector.
2. Knowledge of Donor rules and procedures
3. Ability to work independently and meet tight deadlines with minimal
supervision
4. Good analytical and writing/editing skills
5.Capacity to work under pressure in a tense security environment
6. Good Communication skills
7. Fluency in written and oral English mandatory
8. Arabic an asset
