DRC has been operating in the Middle East (ME) region for over a decade,
running a combination of emergency, livelihood, protection and advocacy
programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon
and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of staff, DRC upholds
its main programmatic objectives to provide immediate and life sustaining
assistance, to strengthen the protective environment, and to reduce
displacement related risks and vulnerabilities by promoting self-reliance at
household and community level.
About the Job:
Overall
purpose of the role:
The
Economic Recovery Team Leader – Resilience & Livelihoods is responsible for
overseeing the planning, implementation, and day-to-day management of
livelihoods and economic recovery activities in the area of operation. This
role ensures the quality delivery of interventions, including vocational training,
small business grants, agricultural support, livestock management, and natural
resource management, while supervising Officers and Assistants. The Team Leader
will also ensure compliance with donor and DRC standards and support the
transition from emergency relief to early recovery and longer-term development.
Main Responsibilities:
Programme Planning &
Development
-
Develop
detailed workplans, budgets, and procurement plans for livelihoods and economic
recovery interventions in close collaboration with the EcRec Manager and
Technical Advisors.
-
Support
in the design of context-appropriate livelihoods and resilience activities such
as vocational skills training, small business grants, start-up kits, market
linkages, value chain support, livestock & agricultural production and
input distribution, climate-smart agriculture, VSLAs and community asset
rehabilitation.

Lead
beneficiary targeting and selection processes using clear vulnerability
criteria and inclusive community engagement.

Contribute
to the development and update of technical guidelines, SOPs, and tools to
maintain quality standards across interventions.

Coordinate with the technical team in
relevant assessments such as labour market assessments, value chain analysis,
to inform programming.
Programme
Implementation and Quality Assurance
-
Supervise and provide day-to-day
guidance to Officers and Assistants, ensuring timely and effective delivery of
all planned livelihoods activities.
-
Provide technical support to local
partners implementing economic recovery interventions.
-
Monitor implementation progress,
ensure adherence to timelines and budgets, and identify and resolve bottlenecks
in coordination with the Manager.

Oversee vocational training delivery,
entrepreneurship support, small business grant disbursement, and agricultural
activities.
-
Ensure environmental sustainability,
natural resource management, and climate resilience are integrated into
relevant activities.
-
Facilitate smooth transitioning from
emergency support to sustainable recovery interventions that build household
and community resilience.
Coordination
and Stakeholder Engagement
-
Maintain strong collaboration with
local authorities, community leaders, vocational training centres, business
service providers, agricultural extension offices, and other relevant
stakeholders.
-
Represent DRC with relevant
stakeholders, community leaders and government institutions, ministries,
universities in collaboration with the EcRec Manger.
-
Ensure close coordination and
collaboration across other sectors including Protection, WASH, CCCM, HDP
sectors and Partnerships.
-
Support the EcRec Manager in the
input and representation when needed at project kick offs, close out, Grant
Review Meetings and Area Coordination Meetings.
-
Represent DRC’s livelihoods and
economic recovery programme in coordination such as Sub-National FSAC and other
partners’ coordination as needed.
-
Work closely with the Cash Consortium
of Yemen’s (CCY) CMU.
-
Foster linkages with local markets
and private sector actors to improve sustainability and market access for
beneficiaries.
Supply
Chain/Logistics/Finance
-
Responsible for ensuring the team’s
compliance with DRC safety procedures and guidelines as established by DRC
Safety team, Base Manager and Area Manager.

Support the monitoring of financial
commitments and expenditures against budgets and provide timely feedback on
budget follow-up

Plan and coordinate proactively
logistics and movements of staff from and to different operational areas.

Ensure the development of relevant
BOQs in coordination with the EcRec Manager and Supply Chain (SC).
-
Ensure that all needed beneficiary
information is accurately collected and reported through established mechanisms
both internally and externally.
-
Ensure frequent follow up with the
SC, to ensure compliance with the program SOPs, while ensuring that all the
documentation is compliant with the donor requirements.
Monitoring, Reporting and Compliance
-
Work closely with
MEAL teams to monitor outputs, outcomes, and impact; ensure quality data
collection and documentation.

Ensure accurate
beneficiary records, disbursement tracking, training attendance, and other
supporting documents are properly filed and stored.
Consolidate and submit timely internal
reports, input to donor reports, and success stories highlighting programme
achievements and lessons learned.

Ensure compliance
with DRC policies, donor requirements, and accountability standards, including
safeguarding and protection mainstreaming.
About you
To be successful in this role, you must have:
Experience and technical competencies:
·
Minimum 4–5 years of progressively
responsible experience in implementing and managing livelihoods, economic
recovery, and resilience-building interventions in humanitarian or early
recovery contexts.
·
Demonstrated experience in designing and
delivering at least two technical livelihoods components such as: Vocational
and skills training, Micro enterprise development and start-up grants,
Market-oriented agricultural production and climate-smart practices, Natural
resource management and community-based disaster risk reduction, Community
asset rehabilitation and quick impact projects.
·
Proven track record supervising
multi-disciplinary field teams and coordinating multiple activities across
sites.
·
Experience working in resilience programming
and facilitating transition from emergencies to recovery is highly desirable.
·
Excellent planning, budget tracking,
monitoring, and reporting skills.
·
Strong communication, negotiation, and
stakeholder engagement abilities.
·
Excellent report writing skills including
editing the work of others.
·
Proficiency in MS Office; fluency in Arabic
required and good command of English preferred.
·
Willingness and ability to travel frequently
to field locations.

Required qualifications:
Education:
Bachelor’s degree in Agriculture, Business Management, Development Studies,
Economics, rural development, livelihoods, social sciences, or related field;
postgraduate degree is an advantage
Languages:

Fluency in Arabic language (written and
spoken).
·
Good English language (written and spoken)..
Key stakeholders:

CCY, FSAC.

We offer
DRC will offer the
successful applicant a contract until December 31st 2026, renewable dependent on both funding
and performance. You must be available to start work as soon as possible and be
willing and able to work in Hajjah. (Roving)
Salary and conditions will be in
accordance with Danish Refugee Council’s Terms of Employment. This position
will be placed at Band (MG) and will be reporting to the Economic
Recovery Manager.
