Position: MEAL Assistant
Position Type: Full time.
Duty Station: Taiz - (Restoring Lives Project)
Duration of Contract: 8 months / The cost of work is lump-sum,
non-incapable and the employee liability does not end except with the closure
of the project.
Supervision: Direct supervision of the Project Manager

I. Background
The Humanitarian Development Program (HDP) is a nonprofit
and independent NGO in Yemen. It focuses on improving the quality of Yemeni
people’s life through well-planned and comprehensive projects in WASH,
education, Food security & livelihood Shelter, CCCM, Protection, health and
related activities that strengthen underserved communities in all parts of
Yemen with the flexibility to respond rapidly to emergencies.

exploitation and abuse. HDP defines the program’s commitment to the protection
from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP
Employees and Related Personnel. In recognition of the special vulnerability of
children, also HDP affirms commitment to the welfare and protection from sexual
exploitation and all forms of abuse of children, involving HDP employees and
related personnel.
The MEAL Assistance supports the MEAL the development and implementation of
monitoring, evaluation (M&E), accountability, and learning systems. This
includes the design of participatory data collection methods, rigid analysis
and internal as well as external reporting systems to donors and local
authorities. The MEAL officer also carries out all M&E activities related
to their specific project and follows up with all feedback coming from the
field.
Summary of the project
The Restoring Lives project aims to enhance the well-being,
dignity, and inclusion of landmine survivors in Taiz Governorate through
integrated physical rehabilitation, psychosocial support, and socio-economic
empowerment. The project is implemented through a strategic partnership between
HALO Trust, Hayel Saeed Anam (HSA).
II. Duties and Responsibilities
Under the direct supervision of Project Officer, MEAL
assistance will undertake the following tasks:
- Develop
the project reporting matrix in close coordination with the project and
MEAL Officer to ensure timely and accurate reporting.
- Conduct
and supervise the data collection, analysis, and quality check of data and
activities implemented.
- Ensuring
the continuous updating of performance indicators and conducting precise
monitoring in alignment with the established timeframe.
- Conduct
regular and spot monitoring and evaluation field visits.
- Preparing
a monthly performance analysis and delivering formal presentations
outlining key accomplishments.
- Verify
of the beneficiary's data.
- Ensure
the implementation of the complaints and feedback mechanism of the
Humanitarian Development Program across all project activities.
- Ensure
Meeting the real needs of beneficiaries.
- Oversee
the timely and quality submission of all deliverables to HDP, including
monthly, and narrative progress reports, work plans, performance
indicators, and regular results reporting as needed in addition to overall
quality control.
- Working
closely with HDP MEAL Officer, implements M&E systems in project sites
s/he is responsible for and ensure that the agreed tools are used
properly.
- Manage
and supervise direct reports to ensure that they have clear objectives and
received meaningful feedback on their performance.
- Ensure
that staff understand the policies of the Human Development Program and
report any risks that pose a threat to the project.
- Conduct
regular field monitoring visits according to requirements and plans,
ensure quality of project reporting and flag any concerns to the Programs
& Projects Manager.
- Support
the Project’s Officers and the data management staff to ensure that the
project has reliable, verifiable and timely data.
- Ensure
accountability systems are in place, accessible, and that feedback is
responded to.
- Support
the field team meetings and compile/ follow up on action-positive and
timely feedback.
- Ensure
all project staff understand and adhere to the project logical framework,
indicators and goals.
- Collecting
all documents that verify the implementation of activities, along with
their supporting evidence, and organizing them as electronic links in the
form of MOVs
- Record
lessons learned and good practices from reviews and evaluations and
communicate them to field team.
- Lead
the drafting of weekly, and monthly reports, in accordance with donor
guidelines and formats.
- Ensure
accuracy of entered data into all databases of project.
- Ensuring
that the data recorded on the data collection forms is entered onto the
specific database completely and accurately within time limits.
- Compiling,
verifying accuracy and sorting the data according to priorities to prepare
source data for computer entry.

Ensuring the implementation of data collection and storage methods and
maintaining the quality of data for project activities/beneficiary data,
such as cleaning, removing duplicates and fixing errors or blank data and
its archiving.
- Preparing
all the documents needed for the project activities such as the beneficiary's
lists, …etc.
- Reviewing
the data for deficiencies or errors, correct any incompatibilities if
possible and purging files to eliminate duplication of data and check the
output
- Design,
develop and maintain databases.
- Assisting
in daily office operations copying, printing, following PRs and other
things as requested.
- performance
any other tasks assigned by the Project Manager and HDP MEAL Manager.

الراجعة الخاصة ببرنامج التنمية الإنسانية في جميع أنشطة المشروع.
- ضمان تلبية الاحتياجات الحقيقية للمستفيدين.
- الإشراف على تقديم نتائج أنشطة المشروع إلى
برنامج التنمية الانسانية في الوقت المناسب وبصورة دقيقة، بما في ذلك
التقارير السردية، والشهرية، وخطط العمل، ومؤشرات الأداء، والإبلاغ المنتظم
عن النتائج حسب الحاجة بالإضافة إلى مراقبة الجودة.
- يعمل بشكل وثيق مع مسئول المتابعة والتقييم،
وينفذ أنظمة المتابعة والتقييم في مواقع المشاريع، وهو مسؤول عن استخدام
الأدوات المتفق عليها بشكل صحيح وضمان استخدامها بشكل صحيح.

- القيام بزيارات متابعة ميدانية منتظمة وفقا
للمتطلبات والخطط، وضمان جودة رفع التقارير عن المشروع وتقديمها الى مدير
البرامج والمشاريع بأي ملاحظات.
- دعم موظفي المشروع وموظفي إدارة البيانات
لضمان الحصول على بيانات موثوقة ويمكن التحقق منها وفي الوقت المناسب.
- ضمان وجود أدوات للمساءلة، وسهولة الوصول
إليها، والاستجابة للتعليقات.
- التنسيق لتنفيذ اجتماعات الفرق الميدانية
وتجميع/متابعة التغذية الراجعة في الوقت المناسب.
- ضمان فهم جميع موظفي المشروع للأعمال
والمؤشرات والأهداف المنطقية للمشروع والالتزام بها.
- جمع الوثائق لكافة الأنشطة المنفذة وارشفتها
على روابط الكترونية (MOVs)
- تسجيل الدروس المستفادة والممارسات الجيدة
من الاستعراضات والتقييمات وإبلاغها إلى الفرق الميدانية.
- صياغة التقارير الأسبوعية، والشهرية، وفقا
للمبادئ التوجيهية والصيغ التي وضعتها الجهات المانحة.
- ضمان دقة البيانات المدخلة في جميع قواعد
بيانات المشروع.
- ضمان إدراج البيانات المسجلة في استمارات
جمع البيانات في قاعدة البيانات المحددة بشكل كامل ودقيق في غضون الحدود
الزمنية.
- تجميع البيانات والتحقق من دقتها وفرزها حسب
الأولويات لإعداد البيانات المصدرية لإدخالها إلى الحاسوب.
- ضمان تنفيذ أساليب جمع البيانات وتخزينها
والحفاظ على جودة البيانات لأنشطة المشروع / بيانات المستفيدين، مثل التنظيف
وإزالة البيانات المكررة وتصحيح الأخطاء أو البيانات الفارغة وأرشفتها.
- إعداد جميع الوثائق اللازمة لأنشطة المشروع
مثل قوائم المستفيدين ... إلخ.
- استعراض البيانات بحثا عن أوجه القصور أو
الأخطاء، وتصحيح أي أوجه عدم توافق إن أمكن وتطهير الملفات لإزالة الازدواجية
في البيانات والتحقق من المخرجات.
- تصميم وتطوير وصيانة قواعد البيانات.
- المساعدة في العمليات اليومية للمكتب في
تجهيز العمليات المكتبية اليومية وطباعتها ومتابعتها وغير ذلك من الأمور حسب
الطلب.
- أي مهام أخرى يوكلها له مدير المشروع و مدير
إدارة المتابعة والتقييم للبرنامج.

III. Education and Experience
- Bachelor’s
degree in computer science, statistics or related field or equivalent
education.
- Previous
relevant experience with NGOs in MEAL department function at least
for 3 years.
- Previous
experience in a humanitarian/ development setting.
- Strong
experience in management of data collection and analysis tools
(KoboCollect, SPSS)
- Experience
in data management.
- Experience
in donor requirements and expectations.
- Monitor
data quality and keep track of the progress of project activities.
- Experience
working with governments, I/NGOs.
- Ability
to work under pressure and to tight deadlines.
- Proven
experience of using MS Office applications (MS office).
- Good
knowledge of written and spoken English.
