I. Background
The Humanitarian Development Program (HDP) is a nonprofit
and independent NGO in Yemen. It focuses on improving the quality of Yemeni
people’s life through well-planned and comprehensive projects in WASH,
Education, Food security & livelihood Shelter, CCCM, Protection, Health and
related activities that strengthen underserved communities in all parts of
Yemen with the flexibility to respond rapidly to emergencies.

justice. Vulnerable adults and children are particularly at risk of sexual
exploitation and abuse. HDP defines the program’s commitment to the protection
from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP
Employees and Related Personnel. In recognition of the special vulnerability of
children, also HDP affirms commitment to the welfare and protection from sexual
exploitation and all forms of abuse of children, involving HDP employees and
related personnel.
Project Manager oversees the implementation and supervision of project
activities of (Restoring Lives Project), ensuring timely and high-quality
planning, implementation, reporting, and monitoring/evaluation of all project
activities related to victim assistance for landmine survivors. Project Manager
role requires establishing good working relations with partners, establishing
contacts, engaging with authorities and linking with other teams and related
projects across HDP to share best practices and lessons learnt.
Summary of the Project
The Restoring Lives project aims to enhance the well-being,
dignity, and inclusion of landmine survivors in Taiz Governorate through
integrated physical rehabilitation, psychosocial support, and socio-economic
empowerment.
Duties and Responsibilities:
Under the direct supervision of Programs & Projects
Manager, the Project Manager, will undertake the following tasks:
- Responsible
for planning, implementation, management, supervision and providing
support of the assigned project to meet the projects objectives within the
required timeframe.
- Prepare
implementation project plan, including recruitment of project staff,
budgets, procurement bills of quantities and tenders’ requests with
participation of project team and concerns staff.
- Supervise
rehabilitation and physiotherapy, psycho-social support sessions and
awareness sessions for targeted beneficiaries and livelihoods activities.
- Maintain
regular and effective communication with support and operations
departments to facilitate timely and efficient implementation of project
activities.
- Cultivate
good relations with key humanitarian actors – local and international,
including government authorities and non-state actors.
- Lead
the overall management of the project budget and ensure that all
expenditures are in line with the approved budget, donor requirements.
- Ensuring
the adequate monitoring of the work and MEAL plan.
- Coordinate
closely with all relevant stakeholders, including local authorities,
MoPHP, GHOs, hospitals, partners, to ensure smooth implementation of
project activities.
- Continuously
monitoring and supervising activities, overseeing the technical design,
execution, and evaluation of progress through outputs and impacts using
both quantitative and qualitative data.
- Supervise
beneficiary assessments, ensure proper documentation, and validate data
accuracy.
- Approve
all purchases/contracting and budget line allocations for the concerns
project.
- Collect
data and prepare monthly, progress and final narrative reports visualizing
with photos as per specific project and donor requirements.
- Ensure
fluent chain of information/data transfer from field to higher managers.
- Contribute
to resolving field-level challenges and operational issues, and take
appropriate corrective actions in coordination with health sector officer.
- Attend
and actively participate in relevant cluster meetings related to the
project, in coordination with the health sector officer.
- Ensure
that required standards of technical quality are adhered in all
engineering activities and interventions, which are technically
appropriate, suitable for the given emergency stage, realistic and on
budget.
- Facilitate
regular project staff meetings to ensure awareness of project objectives,
progress reports, and opportunity for feedback to ensure that all
projects' expenses are according to the available budget, HDP Logistic and
financial procedures, and donor guidelines and requirements.
- Document
and share lessons learnt in a comprehensive and detailed manner.
- Provide
direct supervision, guidance, and technical support to project field
teams, including consultants and experts and field team.
- Represent
the organization in meetings and coordination forums with donors,
partners, and key stakeholders.
- Perform
any other tasks assigned by the direct manager.

- الحفاظ على اتصال منتظم وفعّال مع إدارات
الدعم والعمليات لضمان تسهيل وتنفيذ أنشطة المشروع في الوقت المحدد وبالجودة
المطلوبة.
- الحفاظ على علاقات جيدة مع الجهات الفاعلة
الإنسانية الرئيسية - المحلية والدولية، بما في ذلك السلطات الحكومية والجهات
الفاعلة غير الحكومية.
- إدارة ميزانية المشروع والإشراف عليها بشكل
كامل، وضمان أن جميع النفقات تتم وفق الميزانية المعتمدة ومتطلبات المانح.
- إدارة على متابعة تنفيذ خطة المتابعة
والتقييم للعمل.
- التنسيق الفعال مع الجهات ذات العلاقة، بما
في ذلك السلطات المحلية، زارة الصحة، مكتب الصحة، المستشفيات، الشركاء، لضمان
سلاسة تنفيذ الأنشطة وتحقيق أهداف المشروع.
- المتابعة باستمرار والإشراف على الأنشطة
والتصميم الفني والتنفيذ وتقييم التقدم المحرز من خلال المخرجات والآثار
باستخدام كل من البيانات الكمية والنوعية.
- الإشراف على تقييمات المستفيدين، وضمان
التوثيق السليم، والتحقق من دقة البيانات.
- الموافقة على جميع المشتريات / التعاقدات
ومخصصات بنود الموازنة للمشروع.
- جمع البيانات وإعداد التقارير الشهرية
والدورية والنهائية مع إضافة الصور حسب متطلبات المشروع والجهة المانحة
المحددة.
- ضمان سلاسة تدفق المعلومات / نقل البيانات
من الميدان إلى أعلى المدراء.
- المساهمة في معالجة المشكلات والتحديات التي
تواجه تنفيذ المشروع في الميدان، واتخاذ الإجراءات التصحيحية المناسبة
بالتنسيق مع مسؤول قطاع الصحة ومدير البرامج.
- الحضور والمشاركة في اجتماعات الكلستر ذات
الصلة بالمشروع, بالتنسيق مع مسؤول القطاع.
- ضمان الالتزام بمعايير الجودة التقنية
المطلوبة في جميع الأنشطة والتدخلات الهندسية، والمعايير والتي تكون مناسبة
من الناحية الفنية، ومناسبة لمرحلة الطوارئ المعينة، وواقعية على الموازنة.
- تيسير اجتماعات موظفي المشروع المنتظمة
لضمان الوعي بأهداف المشروع، وتقديم وتقارير الإنجاز، وفرصة للتغذية المرتدة
للتأكد من أن جميع نفقات المشاريع تتوافق مع الموازنة المتاحة، والإجراءات
اللوجستية والمالية، وإرشادات المانحين ومتطلباتهم.
- توثيق وتبادل الدروس المستفادة بطريقة شاملة
ومفصلة.
- الإشراف المباشر وتقديم التوجيه والدعم
الفني لفرق المشروع الميدانية، بما في ذلك الخبير والاستشاري المختص والفريق
الميداني.
- تمثيل المؤسسة في الاجتماعات واللقاءات مع

II. Education and Experience
- A
university degree in project management, public health, social work, or
physiotherapy.
- Minimum
4 years work experience with NGOs in project management
- Excellent
organizational, budget, project management, communication and writing
skills.
- Experience
in Case Management or Disability Inclusion projects is highly desirable.
- Ability
to manage and train projects' teams on technical issues.
- Proficiency
of both English and Arabic
- Proficient
in MS Office (Word – Excel – Power point – Arabic & English Typing –
emails).
