CARE International in Yemen

Care international is seeking for Education and Governance  Advisor who will plays a key role in providing strategic direction and technical support in the design, implementation, monitoring and evaluation of CARE Yemen Education and Governance  Program. 

Position : Education and Governance  Advisor – Part Time

Main Responsibilities:

The Education and Governance  Advisor plays a key role in providing strategic direction and technical support in the design, implementation, monitoring and evaluation of CARE Yemen Education and Governance  Program. S/he works with technical staff at country office, field locations as well as CARE International Technical staff at HQ or home offices. S/he leads coordination and Representation at national level and establishes and Maintains strong relationships with stakeholders (Government, Clusters, local partners etc.). S/he will be required to regularly visit project sites or provide remote support to monitor and report on the quality of Education and Governance  program interventions. The position holder will take overall responsibility in regular reviews and implementation of CARE Yemen Education and Governance strategy. S/he will also be required provide support to both Emergency and Development interventions in line with Care Yemen Country Office strategy. S/he will work closely with the Development coordinator and other technical specialists.

Strategic Planning & Program Design:

  • Leads the development and implementation of CARE Yemen's Education and Youth Empowerment outcome area strategy and Inclusive Governance approach. 
  • Works with field teams and MEAL department to provide inputs in preparing and conducting Education, Youth Empowerment and Inclusive Governance related needs assessments.
  • Leads program development initiatives, especially in areas of Education, Youth Empowerment and Inclusive Governance, in proposal development and budget preparations.
  • Participates and leads in the Education, Youth Empowerment and Inclusive Governance components in kick-off and closeout workshops to ensure project technical details and donor technical requirements are well understood by the implementing field teams.
  • Contributes to the development, periodic reviews and implementation of CARE Yemen EPP/rapid response strategies.

Program Quality:

  • Serves as technical focal person for Education, Youth Empowerment and Inclusive Governance program quality at country office level.
  • Ensures that Education, Youth Empowerment and Inclusive Governance projects are being implemented with high quality and meeting standard technical specifications and with relevant SOPs for ensuring quality implementation are prepared, rolled out, and adhered to.
  • Serves as thought leader in providing technical guidance on Education, Youth Empowerment, and Inclusive Governance sector as well as produces learning pieces to orient field staff on technicality. 
  • Regularly reviews Education, Youth Empowerment and Inclusive Governance activity implementation modalities and support teams to adopt innovative approaches and best practices that meet needs of most vulnerable groups including girls, boys and people living with disabilities.
  • Leads research and innovation and ensures teams adopt best approaches and practices to improve Education, Youth Empowerment and Inclusive Governance program quality.
  • Establishes and utilizes continuous and systematic approaches in reflection, documentation and replication of lessons learned and uses such lessons to improve program quality.

Monitoring, Evaluation and Learning (MEAL):

  • Works with the MEAL department to establish and efficient and effective Education, Youth Empowerment and Inclusive Governance program monitoring and evaluation system.
  • Ensures that Education, Youth Empowerment and Inclusive Governance related donor reports are technically reviewed and edited to meet the acceptable standards through collaboration with Program Development and Coordination team. 
  • Provides technical support in undertaking internal and inter-agency assessments. This includes development and review of questionnaires as well as analysis and reporting of assessment findings.
  • Supports all Education, Youth Empowerment and Inclusive Governance related baseline and endline assessments including reviewing of reports.
  • Ensures a proper implementation of recommendations from external and internal evaluation of Education, Youth Empowerment and Inclusive Governance projects.
  • Undertakes regular field visits to monitor Education, Youth Empowerment and Governance programs and conduct periodic program reviews with staff and partners. 
  • Documents lessons learned from CARE and partners in Education, Youth Empowerment and Inclusive Governance programs for wider dissemination and continuous improvement of program quality.

Capacity building and Staff management:

  • Leads capacity assessment, capacity building planning, and capacity building execution for CARE and partners staff on Education, Youth Empowerment and Inclusive Governance programs.
  • Periodically and systematically tracks progress of staff after capacity building execution to assess progress and identify capacity gaps to be bridged. 
  • Leads on internal and external capacity building of CARE and partner Education, Youth Empowerment and Governance field staff.
  • Acts as a resource person in workshops and trainings both in-service (formal) and on the job (coaching). 
  • Trains and capacitates key national and international staff in CARE Yemen country office in specific Education, Youth Empowerment and Governance technical competencies.
  • Technically supervise the field based Education, Youth Empowerment and Inclusive Governance staff and participates in hiring, mentoring and evaluating them.

Coordination & Representation:

  • Represents CARE at all Education and related cluster meetings including Technical Working groups (TWG), strategic Advisory Groups (SAG) or any other related meetings and events within Yemen.
  • Represents CARE Yemen on related fora of Education, Youth Empowerment and Inclusive Governance both inside and outside of Yemen (if applicable).
  • Technical focal person for Education, Youth Empowerment and Inclusive Governance program and acts as a focal point linking between the country office and technical teams with CARE Member Partners (CMP). 
  • Coordinates with other CARE Yemen sectors, WASH, FSL, RH, Gender etc. and ensures there is an integrated approach in the overall CARE Yemen programming.

Job Requirement 

REQUIRED:

  • At least BA degree in a related field like Education, governance or International Development. At least 5 years experience in managing both emergency or development Education, Youth Empowerment  and Governance programs.
  • Minimum 5 years proven experience in Education, governance or Youth Economic Empowerment programming.
  • Experience in Proposal writing and managing multi donor projects (experience in working with UN, USA and European based donors).
  • Experience in coordination and representation at National Level including working through the cluster coordination mechanism.

DESIRED:

  • Masters Degree in Education, governance or International Development or a related field.
  • Highly motivated, organized and analytical. 
  • Experience in working with local partners.
  • Good understanding of mainstreaming gender and protection in Education, governance and youth economic empowerment programming.
  • Ability to work in a highly insecure, unpredictable and stressful working environment. 
  • Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
