Contextualisation
- Position
based in Aden with overall responsibility for the Yemen program
(coordination).
- This
position reports directly to the Finance Manager (Line Manager).
- This
position uses HI's accounting and financial software, Navision and BFF.
Missions / responsibilities
The missions and responsibilities assigned to this position
correspond to those outlined in the “Finance Officer” job function. However,
considering the size and structure of the Yemen program’s finance department,
the scope of certain duties is broader—and in some cases exceeds—the standard
job function. Among these additional expectations:
1. Audit Management
- Responsible
for internal and external audits, including providing all required
explanations and documentation following FM approval.
Note: These responsibilities may be adjusted
depending on whether the program has a Risk & Compliance Manager.
2. Cash Flow Monitoring
- Responsible
for overseeing cash flow and ensuring the timely supply of funds to the
bases, according to the needs reported and validated by the Finance
Manager (FM).
3. Departmental Support
- Provide
support to colleagues within the finance department, as needed, based on
departmental priorities and workload.
Other competencies
- Familiar
with learning software (NAVISION & BFF/WORKDAY).
- Skills
in internal control and auditing.
- Knowledge
of international accounting rules and specific to the humanitarian sector.
- Knowledge
of donor rules (ECHO, INTPA, FCDO, CDCS, BMZ…).
- To be
familiar with HI's strategy, operation and organisation.
- Mastering
the management tools specific to the business and analysing and processing
accounting and financial information.
- Mastering
the expenditure commitment/internal control and accounting archiving
process.
Time Schedule:
The working hours are the following: Sunday to Thursday –
8.00 to 4.30 (with 30 minutes lunch break). Note that the working time can go
up to 48 hours per week (according to the local labor law) if it is required by
the volume of activities and by the line manager
Confidentiality Clause
As the position is involved in sensitive topics, he/ she
must observe absolute discretion within and outside the organization.
Any breach of the above-mentioned responsibilities, of the Conditions of
Engagement may be sanctioned by a written warning or immediate dismissal if
appropriate
Job Condition
- The
salary will be defined according to HI’s existing salary scale
- Based
in Aden, with frequent movements in the field and other bases.
- 30
days leave/year + benefits (transport allowance, health insurance, life
insurance)
- The
working hours are the following: 8:00 to 16:30 (with 30 minutes lunch
break) from Sunday to Thursday.
- Note
that working time can go up to 48 hours per week (according to the Yemen
labor law) if it is required by the volume of activities and by the line
manager.
