Contract duration: 12 months contract with a probation period
Doctors Without Borders / Médecins Sans Frontières (MSF) is
an international, humanitarian, non-governmental organization providing
assistance to people in need as a result of natural and man-made disasters,
irrespective of race, religion, ideology or politics.
Main Purpose
To provide comprehensive clinical care, management, and
follow-up for patients with targeted Non-Communicable Diseases (Asthma,
Epilepsy, Diabetes) within MSF-supported facilities in Ad Dahi Hospital and
PHCCs, ensuring adherence to MSF protocols and guidelines.
Accountabilities
- Apply
medical knowledge and skills to diagnose and prevention. Carry out
outpatient and inpatient consultations, prescribing the necessary
treatment respecting MSF protocols.
- Keep
the patient and/or his/her family informed about the illness and provide
appropriate explanations about the treatment to follow, checking they have
understood.
- Follow
up the evolution of the hospitalized/IDP patients, through daily visits ,
consultations and examinations, prescribing the necessary treatment
following MSF protocols, deciding whether they can be discharged or
transferred to other departments – in collaboration with other doctors-
and informing their family about the patient’s evolution.
- Check
and control the rational distribution of medicines and equipment under
his/her responsibility and take care the quality, disinfection and
sterilization of the medical material. Assure general compliance with
standing hygiene standards.
- Participate
in the collection and analysis of epidemiological data, checking its
validity and informing the line manager or project coordinator about any
problem or complication of the patients illness, medical error and
monitors the proper functioning of the department, equipment or
material.
- Ensure
ongoing training of the medical/paramedical multidisciplinary team in
order to optimize the quality of care.
- Knows
and ensures all MSF medical protocols are followed and implemented,
checking universal precautions are followed at all times and reducing bio-hazard
risks and improving infection control. Ensures professional
confidentiality is respected.
- Manage
the team under his/her direct responsibility according to MSF HR policies
and procedures, supervising their performance, organizing and scheduling
shifts and rotations, directly participating in emergencies and on calls
if necessary.
MSF Section/Context Specific Accountabilities
Key Responsibilities:
- Conduct
thorough initial clinical evaluations for patients with targeted NCDs.
- Design
and implement individualized treatment plans.
- Perform
follow-up medical checks at Ad Dahi Hospital and PHCCs.
- Maintain
close contact with PHCC MDs and provide technical support via phone.
- Ensure
accurate documentation of patient data in NCD medical files and DHIS2.
- Collaborate
with the NCDs Nurse and Health Educator to ensure comprehensive patient
care.
- Support
the medical team by covering duties in the hospital ER and IPD as needed.
Main Responsibilities:
- Clinical
Care and Management:
- Conduct
thorough initial clinical evaluations of patients presented at Ad dahi
hospital who meet the inclusion criteria for targeted NCDs.
- Develop
individualized treatment and management plans for each patient with a
targeted NCDs, including medication prescriptions and follow-up visit
schedules.
- Provide
ongoing medical care and conduct full follow-up medical check-ups for NCD
patients at Ad Dahi Hospital and during regular visits to supported PHCCs.
- Ensure
timely stabilization and provision of two weeks of medication for children
and adults presenting with non-targeted NCDs, adhering to MSF protocols
regarding referrals for this patient category.
- Provide
technical support and guidance to Medical Doctors at the PHCC level
regarding the management of NCDs patients.
- Be
accessible for technical support by phone during working hours for
NCD-related queries from hospital, ITFC and PHCC staff.
- Adhere
to MSF NCD guidelines and treatment protocols for each targeted morbidity.
- Collaborate
effectively with the NCD Nurse and Health Educator to ensure comprehensive
patient care.
- In
collabortion with ER MDs, Identify and manage any urgent or life-saving
emergencies related to targeted NCDs, ensuring appropriate transfer to
Hospital ER or another facility when necessary and in line with MSF
referral criteria.
- If
necessary, provide support for medical activities not related to the NCD
- Coordination
and Communication:
- Maintain
close communication and collaboration with the NCD Nurse regarding patient
follow-up schedules, medication refills, and patient records.
- Work
closely with the Health Educator to ensure patients and caregivers receive
appropriate education on their specific NCD, preventive strategies,
triggers, warning signs, and treatment adherence.
- Collaborate
with the Outreach CTL (responsible for PHCC follow-up) and Project MAM
(responsible for hospital NCD care) under the direction of the PMR to
ensure effective coordination between the hospital and PHCCs.
- Participate
in regular team meetings and provide updates on NCD patient management.
- Data
Management and Reporting:
- Ensure
accurate and complete documentation of patient information in the standard
NCD medical file.
- Contribute
to the regular encoding of patient data into DHIS2, ensuring data quality
and completeness.
- Assist
in the monitoring and evaluation of the NCD program activities.
- Monthly
reporting of NCDs activities.
- Training
and Capacity Building:
- Provide
informal on-the-job training and mentorship to the NCD Nurse, hospital and
ITFC MD and Nurse and potentially PHCC medical staff on NCD management.
- Collaborate
with the Health Educator to support their work with Community Health
Workers in delivering NCD education sessions at PHCCs.
- Be
responsible for leading and actively engaging in the presentation and
discussion of NCD patient cases to facilitate learning and optimize
management strategies.
- Utilize
the MSF telemedicine platform to seek specialist consultation for the
management of complicated NCD cases.
Requirements
Education
- Essential
Medical Doctor bachelor’s degree
- Essential
Valid medical Council License as General Practitioner.
- Desirable
diploma in NCDs Medicine
Experience
- Essential
at least 2-years certified work experience as a Medical Doctor
- Experience
in NCDs is an asset.
- Desirable
previous experience with MSF or other NGOs
Languages
