What we do
Since 1863, the International Committee of the Red Cross
(ICRC) has worked to preserve human dignity and relieve suffering caused by war
and armed violence.
In collaboration with our Red Cross and Red Crescent partners around the world,
we do everything we can to deliver life-saving aid, reconnect families and
locate missing people – helping those who need it most, regardless of who they
are and what side of the front line they are on.
We engage with authorities and armed forces on all sides, often confidentially,
pressing for access to detainees to improve their living conditions and urging
compliance with international humanitarian law to protect non-combatants,
including from digital threats.
Purpose
The ED doctor works within the ICRC ED team to improve
quality of care in the ED department of the supported hospitals through
capacity building of the staff in charge (MoHE) and through ensuring
implementation of procedures and system (triage...).
He / she plays a key role in ICRC health department
emergency preparedness and response, facilitating an appropriate level of
preparedness and timely response to emergencies within the supported hospitals,
through collaborating with other ICRC department (mainly FAPHEC, but also PHC,
cooperation…).
The ED doctor also participates to assessment of other
hospitals ED, as per requests, to define and further implement any potential
response. She/He is also available for short term mission in selected Yemeni
hospitals as per needs, ready to also provide clinical care if needed. For
this, the ED doctor must be able to travel with the ICRC everywhere in country.
Accountabilities & functional responsibilities
- Promote
a standardised approach to emergency care by ensuring that agreed ICRC and
local standard protocols, guidelines and hospital policies are available,
taught and followed.
- Evaluate
the training needs, develop, implement, monitor and evaluate theoretical
and practical training as appropriate, with reference to National and/or
international standards.
- Provide
shop floor mentoring and capacity building in the EDs promoting good
standards of evidence-based care
- Participates
in orientation of new staff and provide training in the Emergency
Department
- Encourage
ED staff to participate in teaching and identify motivated participants as
potential local trainers.
- Support
quality improvement within the ED in collaboration with the nursing,
medical and managerial team
- Develop
and maintain adequate and updated training resources (library, teaching
material, skills, lab etc.) Ensures that all resources available are
managed and maintained in an appropriate manner.
- With
respect to Health Care in Danger report all violations to the SD, ICRC
protection team and health department.
- Contribute
in the Basic Emergency Care (BEC) schedules and training Program.
- Validate
the Staff Competency (proficiency standard skills check list).
- Ensures
that the triage process exists and functions in the ER.
- Sets
up and/or completes all relevant paperwork and ensures accurate and timely
data collection.
- Cooperates
fully and proactively with internal and external counterparts
- carry
out support visits to various ICRC health projects within ICRC areas of
responsibility across the country.
People management responsibilities

Relationships
- Internally,
interacts with hospital teams, Deputy Health Coordinators, FAPHEC, PHC,
WatHab, Protection, Cooperation and technical specialists at headquarters
when required.
- Externally,
interacts with hospital management, emergency department staff, relevant
health authorities, ambulance/referral actors and other technical
counterparts as relevant
Certifications / Education required
- Degree
in Medicine and advanced specialization in emergency medicine, with a
valid medical license.
- BLS
Certificate, ACLS, Trauma life support certificate (BEC, ERTC, ATLS) are
an asset
- MCI
Certificate or experience with Mass casualties’ preparedness are an asset
- Training
in public health or health management an asset.
- Fluent
command of English
- Computer
proficiency in Microsoft Office
Professional experience required
- 5
years of clinical experience, including at least 4 in Emergency Medicine.
- Experience
in the Intensive Care Unit/High Dependency Unit is an asset.
- Experience
in implementing humanitarian programmes
