About the role
Overall purpose of the role:
Ensure effective coordination, oversight, and quality assurance of HR operational processes at area level in compliance with DRC policies, procedures, and approved frameworks. Act as the technical HR focal point for compliance, systems validation, and operational HR support, ensuring accuracy, consistency, and adherence to organizational standards.
Main responsibilities:
People Planning
· Review and update job descriptions to ensure alignment with operational requirements, organizational structure, and approved workforce plans.
· Support review of organizational structures and workforce changes in coordination with management and HR Team Leader.
· Provide support with workforce restructuring processes as required.
Recruitment
· Support and implement recruitment processes, including application screening, interview coordination, and reference checks, in accordance with DRC policies.
· Prepare salary calculations and draft job offer letters, ensuring consistency with approved salary scales and organizational guidelines.
· Follow up on employment contract preparation and account creation requests to ensure timely completion and proper coordination with relevant stakeholders.
· Review recruitment files to ensure completeness, accuracy, and compliance with DRC standards, and ensure proper electronic and physical archiving.
· Maintain and regularly update the recruitment tracker, ensuring it is accurate and shared on a weekly basis with the HR Team Leader and Country Office HR.
Performance Management
· Provide technical guidance to managers and staff on probation periods and performance appraisal processes, ensuring understanding and compliance with DRC procedures.
· Support performance management and disciplinary processes in coordination with the HR Team Leader, ensuring proper documentation and adherence to policy.
· Monitor and track the completion of performance management activities, and follow up with relevant stakeholders to ensure timely and compliant implementation.
Learning & Development
· Review and analyze staff Performance and Development Appraisals (PADA), support staff development planning, and ensure alignment with DRC learning opportunities as well as organizational and operational priorities.
· Maintain and regularly update the Learning and Development tracker to ensure accurate monitoring of staff development activities and training progress.
Duty of Care & Staff Wellbeing
· Follow up on the progress of DRC Voice feedback submission and any related matters.
· Ensure staff awareness of psychosocial support in coordination with HR Assistant.
· Conduct trainings related to Code of Conduct, PSEA, and any updated policy as assigned.
Contracts & Compensation
· Review contract extensions, amendments, and employment documentation prepared by the HR Assistant to ensure accuracy and compliance with DRC policies.
· Monitor the implementation of acting and interim arrangements, as well as compensation-related policies, ensuring proper application and documentation.
· Support payroll preparation by providing accurate HR inputs and validating relevant employment data, in coordination with the HR Team Leader and CO HR.
· Review attendance records, leave reports, and staff data to ensure accuracy, consistency, and compliance with organizational policies.
· Provide guidance on roving contracts and follow up on contract adjustments or related payment processing, as required.
· Monitor contract-related data updates in Dynamics and ensure changes are properly reflected and aligned with approved documentation.
· Follow up on the timely issuance of staff identification cards upon recruitment, expatriate arrival, or position changes.
· Conduct regular reviews of physical and electronic staff files and recruitment documentation, and raise any discrepancies or compliance concerns.
· Coordinate with the HR Assistant to ensure leave records are accurately maintained and shared with managers, and provide guidance to support proper leave planning and staff wellbeing.
· Review attendance reports prepared by the HR Assistant and support the preparation of monthly staff commitment reports, as required.
· Review experience certificates prior to signature to ensure accuracy and consistency with employment records.
· Follow up, in coordination with the HR Assistant, on staff fitness certificates and maintain an updated tracking system to ensure compliance.
· Follow up on and monitor the exit and clearance process, ensuring all required steps and documentation are completed accurately and within the established timelines.
Casual Workers & Volunteers
· Follow up on recruitment processes for casual workers and volunteers to ensure compliance with DRC procedures and timely completion.
· Review recruitment files for casual workers and volunteers to ensure completeness, proper agreement preparation, and enrollment in injury insurance in accordance with DRC policies.
Partnership Support
- Conduct and support HR due diligence assessments and capacity-building activities for partner organizations, ensuring alignment with DRC policies and compliance requirements.
Other Duties
- Follow up, in coordination with the HR Assistant, on YemenHR and EOI payments, ensuring accuracy, proper documentation, and timely processing.
- Conduct regular field visits, on a monthly basis or as required, to provide HR support and guidance to staff in other locations, particularly Al-Turba and West Coast offices.
- Support with HR-related cases requiring legal consultation, and escalate any risks or concerns to the HR Team Leader and relevant stakeholders.
- Perform other HR-related duties as assigned by the line manager, in line with operational and organizational needs.
Experience and technical competencies:
· Minimum 2 years of relevant experience in Human Resources management, administration, change management, and/or organizational development
· Technical skills in managing compensation and benefits.
· (I)NGO experience is preferred
· Excellent skill in MS Word, Excel and PowerPoint
· Experience using an online system for recruitments
· Strong knowledge of HR operational processes.
· Ability to manage multiple HR functions simultaneously.
· High level of confidentiality and professionalism.
· Strong coordination and follow-up skills.
· Ability to apply HR policies consistently.
· Good communication and documentation skills.
Education:
· University degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources or equivalent professional qualification
Languages:
· Arabic - fluent
· English - fluent

Position Band: This position will be placed in the non-management (H2) band. Reports to the Human Resources Team Leader.
