Background

BCHR is a non-profit and non-governmental organization aiming to provide health, nutrition, food security and protection services as a humanitarian response to the escalating socio-economic situation in Yemen since 2015

The ESFVL Officer will be under the supervision of the Project Manager, ESFVL Officer will be responsible for implementing ESFVL 's activities, participating in the field level activities implementation ""assessments, verifications, distributions, and day-to-day data collection and reporting"". The ESFVL Officer will be based in Marib Office with frequently travel visits to the activities implementation's areas

KEY RESPONSIBILITIES AND DELIVERABLES 

1.    Under the supervision of project manager, develop clear work plan for cash transfer assistance and training of CDCs, and awareness raising of beneficiaries, and sharing information with beneficiaries.
2.    Sensitize local authorities and communities to the project’s objectives, activities, and selection criteria.
3.    Review and develop beneficiary selection criteria with CDCs, local authorities, and community members to identify project beneficiaries according to project’s criteria of vulnerability
4.    Adhere to standard operating procedures for registration of Cash assistance, target criteria and FSAC recommendation   
5.    Follow up the registration and verification of the beneficiaries and prepare the database of beneficiaries of IDPs and host community.
6.    Organize and run community meetings and workshops in a participatory and inclusive manner, to ensure that project activities are developed in consultation with communities. Conduct trainings as necessary.
7.    Be in regular contact with communities, to ensure transparency and information sharing.
8.    Reporting and any other requested tasks by project manager
9.    Lead in conflict resolution of disputes between communities and members related to the project activities
10.    Prepare database and registration forms and finalize the beneficiaries list.
11.    carryout project implementation and survey and assessment in the field level.
12.    Conduct of capacity building of CDCs on registration of beneficiaries
13.    Work with the Community volunteers and related offices to collect data and undertake market survey, training plan according to developed action plan
14.    Keep close coordination and liaison with local authority and community committees, and partners to facilitate the implementation of the project activities.
15.    Conduct field visits to monitor the progress of the activities and make sure of project quality
16.    Monitoring the distribution of cash to the beneficiaries and collect all required document of each payment
17.    In collaboration with the logistic team, facilitate and organize all logistics requirements.
18.    Conduct any other activities requested by project manager
19.    Regularly monitor field activities, maintain working relationship between team member and community.
20.    Help in collection of weekly and / or monthly progress reports and statistic reports from the field for submission to the project manager

Essential Requirements:

1.    Degree in relevant disciplines, or equivalent field experience with minimum of 3 years of working experience in ESFVL sector in a humanitarian or development context. 
2.    Two years of experience in a similar field.
3.    Proficiency in the English language.
4.    Good management and planning skills with ability to solve problems.
5.    Good computer skills.
6.    Proactive, motivated, and organized
7.    Good analytical and writing/editing skills.
8.    Good level of communication skills.
