Job Summary:
The Grants, Contracts and Budget (GCB) Assistant provides
administrative and operational support in the management of grants and
contracts implemented by the CO. This includes assisting with award setup,
supporting staff training logistics to help ensure understanding of donor rules
and regulations, and helping prepare donor reports for review by the Heads of
Finance and Administration.
The GCB Assistant helps monitor the CARE Yemen Forecasts budget planning
calendar, assists in the development of operational budgets, and supports
program staff in the monthly forecast budgeting process. The GCB Assistant will
help ensure accurate tracking of funds and appropriate management of program
budget line items
This includes activities such as: awards tracking through monthly BVAs,
sub-grant report preparation, monitoring and filing.

Responsibilities
Contracts & Awards and Donor Reports
- Assist
in ensuring understanding of relevant donor rules & regulations by
finance staff, project managers, and other stakeholders.
- Assist
in coordinating award documentation and setup with SSC, including project
ID and fund code requests, etc.
- Assist
in coordinating with program managers to prepare draft donor reports, and
assist in serving as liaison for budget revisions.
Budgeting & Forecasting
- When
required, and in coordination with the Head of Finance and Administration,
assist the Program Development Coordinator and the proposal team in the
proposal development process by reviewing all budget proposals to ensure
compliance with CARE and donor requirements (e.g., allowability,
allocability, reasonableness, and accuracy of cost matching, program
income issues).
- Assist
in participating in the development of CO budget guidelines and assist in
coordinating the preparation of consolidated budgets, including forecasts
and future years' budgets.
Sub Awards Management
- Assist
in managing the entire process of the sub-awards cycle financial
management.
- Assist
in contributing to the selection process of partners/sub-recipients and
related decision-making.
- Assist
in participating in the due diligence assessment of sub-recipients by
supporting the assessment of financial due diligence, highlighting
associated risks for the selection committee, and helping set the
mitigation plan.
- Assist
in preparing the monitoring and capacity-building/development plan for
sub-recipients based on the financial part of the due diligence
assessment.
- Assist
in overseeing the process of issuing prepayments to sub-recipients and the
liquidation of advances.
- Assist
in controlling the aging of sub-award advances, identifying issues, and
supporting the development of solutions for the timely liquidation of
long-overdue prepayments.
- Assist
in reviewing the completeness of support documentation in partners’
expenditure reporting packages and alert the Head of Finance and
Administration to any delays or major compliance deviations that may pose
risks to CARE. Assist in ensuring sub-recipients meet all contractual
requirements under the sub-grant agreement.
- Assist
in analyzing sub-recipient advances and expenses to ensure accuracy,
consistency, adequacy, and timeliness of accruals.
- Assist
in overseeing the sub-grant agreement close-out process and the
completeness of documentation in accordance with CARE policies and
procedures.
- Assist
in developing and maintaining communication channels and collaboration
spaces between program and finance staff to ensure adequate integration
and responsiveness toward CARE partners and sub-grantees.
- Assist
in maintaining the filing system for sub-awards management.

Job Requirements
- Bachelor's
degree, required; Preferably in Accounting or Finance
- Certified
Public Accountant (CPA) and/or Certified Financial Analyst (CFA) preferred
- 5-7
years grants management experience .
- Knowledge
of Microsoft Office including advanced expertise in Excel; and
- Understanding
of rules and regulations related to USAID project funding and reporting
requirements
- Thorough
understanding of financial accounting, reporting and grants and contract
management processes
- Good
understanding of relevant donor policies & procedures
- Excellent
facilitation skills to conduct training sessions for small, medium and
large sized groups;
- Solid
analytical and problem solving skills
- Ability
to maintain customer focus while handling multiple priorities
- Ability
to quickly learn new systems, processes and procedures and adapt local
practices to global standards
- Strong
oral and written communication skills
- Proficiency
in Microsoft Office and financial software applications
- Comply
with all relevant CARE policies and procedures with respect to child
protection, workplace environment, employee code of conduct and all other
related subjects.
