PURPOSE OF DIVISION:
The Health Department collaborates with country program
teams to identify, plan, implement, monitor, and evaluate life-saving and
development programs in partnership with local, national, and international
organizations.
The main goal of the health department is to save and enhance the lives of the
targeted beneficiaries and contribute to reducing morbidity and mortality in
the Yemeni community. This is achieved by supporting the Ministry of Health in
providing essential primary, secondary, and tertiary health services, as well
as other emergency health services. The focus is on prioritizing the most
vulnerable groups, in collaboration with international donors, I/NGOs, UN
agencies, and other health and nutrition stakeholders.
JOB PURPOSE:
The Health Project Assistant will play an important role in
managing various health project interventions and providing technical support
to ensure that project goals are met. The assistant will directly supervise
health project interventions at the field level, implement action plans, and
monitor projects’ activities. He/ She will also be responsible for preparing
monthly reports and conducting frequent field visits to ensure the quality of
project’s activities. In addition, the assistant will continually assess
current health needs and help develop programs to secure funding for new
projects from various donors. He/ She will work closely with colleagues across
the field office and country team. Moreover, the assistant will coordinate with
local authorities and key partners - if assigned by the health project officer
- to ensure the smooth implementation of program activities for the IRY
projects.
Essential Duties and Responsibilities:
- The
job holder is accountable for fulfilling his or her roles and
responsibilities in line with Islamic Relief's values and principles of

colleagues and staff. This includes but not limited to:
Project Management and Implementation
- Oversee
health project implementation, ensuring alignment with goals, outcomes,
and project indicators.
- Conduct
regular field visits to supervise health workers and all health activities
in the targeted HFs.
- Compiling
the field reports, attendances’ sheets of health workers.
- Prepare
regular reports on activities outcomes, challenges, and successes.
- Providing
ongoing support and on job-coaching to health workers to promote their
capacity to work in accordance with IMCI, EPI protocols and others.
- Monitor
the availability of medicines and medical supplies in implementation
areas.
- Coordinate
with stakeholders, including local authorities and health offices, at
various levels if assigned by health project officer.
- Assist
the health project officer in assessing training needs and coordinating
with DHO/GHO/SCMCHA to conduct the training courses for HWs.
- Participate
strongly in health assessment and surveys.
- Prepare
monthly incentive payments for health workers and share with the health
project officer for review before sharing with CO.
- Develop
and implement distribution plans for project supplies.
- Document
success stories and ensure comprehensive project documentation.
- Actively
participate in health sub-cluster meetings and relevant forums if needed.
- Archive
all project-related documents and meeting minutes.
- Perform
other relevant tasks assigned by the technical manager.
Technical management and Support
- Provide
management support for health workers, including monitoring daily
attendance.
- Support
and coordinate daily activities, submitting reports with documentation.
- Address
and resolve field challenges, maintaining open communication with
management.
- Prepare
and submit monthly action plans.
PERSON SPECIFICATION
A) EDUCATION/TRAINING
Required:
- University
degree in health, Nursing, or a related field.
Desirable:
- Training
in IMC, MSP, EPI or other primary healthcare-related training.
B) EXPERIENCE
Required:
- Minimum
2 to 3 years of proven experience in health project assistant, planning,
implementing, and evaluating health humanitarian programs in an
emergency/relief context.
- Proven
Experience in working with NGOs preferred INGO.
- Ability
to represent, liaise, and negotiate at different levels (national,
provincial, and local) with NGOs/INGOs, donors, government, etc.
Desirable:
- Initiative-taking
person able to work without close supervision.
- Proven
track experience record of working with Integrated Projects (FSL, WASH,
and Nutrition).
C) Competencies
Knowledge and Skills:
Required:
- Sound
knowledge and experience in program coordination or health education.
- Sound
knowledge of Ministry of Public Health, national and international
protocols and guidelines.
- Flexible
and highly motivated; able to handle pressure well, work effectively in
diverse environments, and relate with people from different cultural
backgrounds.
- Works
collaboratively with team members to achieve results.
- Strong
Microsoft package skills (MS Word, MS Excel, PowerPoint, Microsoft Teams).
Desirable:
- Working
and good knowledge of written and spoken English.
- Excellent
interpersonal and representative skills (written, oral, cross-cultural).
- Ability
to take initiative where appropriate to handle the difficulties
encountered in daily work and conduct work in a professional and wise

WORKING CONDITIONS AND LEVEL OF TRAVEL
REQUIRED
- This
position is located in Sa’adah/ Hodeida Governorates - Yemen with regular
visits to the project sites in the targeted areas. (70% of work time at
the field)
