ABOUT FMF:
The Field Medical Foundation (FMF) has been operating in
Yemen for since 2012 during even the most dangerous peak of the conflict in the
region. Our staff of dedicated professionals and passionate volunteers are the
helping hand that delivers aid from local and/or international partners to
those who require it the most, in a country that was already suffering before
the war. Today we have helped humanitarian aid reach the hands of more than 9
million vulnerable people in Yemen to help them not only to survive but also to
rebuild their lives. We aim to provide a comprehensive approach to providing
aid through interventions, which is why we work in almost all sectors of
international emergency relief.

POSITION SUMMARY:
The Project Officer will lead the planning, implementation,
monitoring, and reporting of WASH project activities in Lahj. The role requires
technical, coordination, and community engagement skills to ensure quality
delivery in line with FMF and Oxfam standards.
DUTIES AND RESPONSIBILITIES:
- Collaborate
and liaise with government authorities, local councils, and community
leaders.
- Lead
on-ground execution of the project activities (latrine construction,
hygiene kit distribution, training).
- Design,
plan, and implement hygiene promotion strategies tailored to local
contexts.
- Build
the capacity of community health volunteers, WASH committees, and local
partners on hygiene practices.
- Work
with community members on the construction of required facilities,
supporting volunteers, daily workers and contractor staff with technical
guidance
- Carry
out quality control and regularly monitor the progress of WASH works,
including providing onsite technical support to contractors and ensuring
compliance with approved designs, specifications, budget, and
timeframe.
- Develop
detailed bills of quantities (BOQ) and drawings of WASH activities.
- Verify
incoming materials are of the highest quality according to approved and
agreed specifications.
- Ensure
reporting and monitoring of activities according to work plans and
activities indicators.
- Support
ongoing capacity building for the community WASH networks/committees in
targeted areas.
- Provide
technical analysis and specific feedback on the project activities and
recommendations for program improvement.
- Ensure
adherence to humanitarian WASH minimum standards (e.g., Sphere).
- Work
closely with the MEAL staff on project monitoring activities, including
needs assessment, PDM, and other surveys.
- Manage
the work of contractors, daily workers and volunteers, taking
responsibility for monitoring the quality of work and resolving issues
(with support where required), and ensuring that the required paperwork is
completed.
- Liaise
with logistics and finance to ensure proper planning for equipment and
materials required for water and sanitation work.
- Maintain
positive collaborations with the WASH Cluster and the Ministry of Water
and Environment at the district and governorate levels to ensure adequate
administrative support.
- Support
emergency response regardless of location and contribute to the team's
efforts to achieve FMF humanitarian objective.
QUALIFICATIONS AND REQUIREMENTS:
- University
Degree in Civil or Structural Engineering or Architecture or relevant
disciplines, or equivalent field experience.
- A
minimum of 3 years’ experience in WASH intervention in humanitarian
project settings.
- Strong
communication and interpersonal skills with ability to work as part of a
diverse team
- Strong
relationship management skills and ability to work with diverse program
participants and stakeholders
- Familiarity
with the government and cluster reporting systems
- Ability
to prepare project-related reports/ documents.
- Problem-solving
and decision-making ability.
- Analytical
and strategic thinking.
- Result-oriented
with the ability to work independently and on multiple tasks and meet
tight deadlines.
- Fluent
in Arabic and English (spoken and written).
- Good
computer skills with MS Office package.
