JOB TITLE:  Terms of Reference Engineering Consultant for School and Wash Rehabilitation
LOCATION: Radfan and Tuban , Yemen (Frequent Travel to Field Areas)
CONTRACT DURATION:  June 2025 – August 2025
START DATE:  ASAP

1.    ORGANIZATIONAL PROFILE:

Founded in 1991, Secours Islamique France (SIF) is a Non-Governmental Organization dedicated to fostering international solidarity and promoting humanitarian and social causes. With over three decades of experience, SIF operates both in France and globally, believing in a more equitable and compassionate world where the basic needs of vulnerable populations are addressed. The organization implements a wide range of programs in emergency relief, sustainable development, and advocacy efforts aimed at alleviating poverty and enhancing the quality of life for those in need, while remaining non-discriminatory and non-proselytizing.
SIF has significant capacities in essential sectors, including food security and livelihoods, water, sanitation, and hygiene (WASH), education and child wellbeing, and nutrition. 
SIF has been working in Yemen since 2019 with its country office in Aden. The Mission implements projects in Lahj and Aden Governorates where SIF has its footprint since 2019 and in Marib Governorate since September 2024.
As part of its programs, SIF implements a multi-sectorial project dubbed “Strengthening Livelihoods and Resilience of Crises-Affected Communities in Radfan and Tuban Districts” including Food Security and Livelihood, Education, Protection, Water, Sanitation and Hygiene (WaSH) components. 
In the context, SIF will implement rehabilitation works in four (4) to six (6) schools, including its hygiene facilities as well as six (6) to seven (7) water supplies rehabilitation for communities and is looking for qualified consultant to oversee the technical implementation of our rehabilitation activities. 

2.    THE OBJECTIVES OF THE ASSIGNMENT:

The main objective of this assignment is to ensure the effective and efficient delivery of rehabilitation services in schools within the targeted villages. Under the direct supervision of the Project Officer and the technical supervision of the WaSH Assistant, the Consultant will be responsible for conducting the rehabilitation assessments , drawing up the Bills of Quantities (BoQs) , drawings and schematics, scope of work and technical specifications for the contractors as well as supervising the actual rehabilitation works of facilities in compliance with the project's goal and objectives. S/he will provide overall technical assistance to SIF rehabilitation projects that include school and WaSH facilities rehabilitation from their planning to their monitoring and implementation. 
She/he is in charge of developing the technical TORs and BoQs per project to be validated by all parties and the day to day supervision of the rehabilitation undertaken by the respective contractors, ensuring the overall efficiency and effectiveness of processes and activities undertaken to achieve timely delivery of infrastructure. She/he is furthermore accountable for providing technical assistance to SIF team, including inputs to the development of the rehabilitation strategies as well as policies for the maintenance of the infrastructure. Specifically, the consultant will:

1.    Develop of Terms of References (ToRs) , Bill of Quantities (BoQs) , drawings , scope of work and technical specifications related to every targeted school and water supply as a third party between SIF and the local institutions
2.    Monitor the rehabilitation work conducted by the construction company and provide weekly report to SIF
3.    Confirm the conformity of the work after delivery as a third party between SIF and the local institutions

3.    SCOPE OF WORK

The assignment will be carried out over a period of three (3) months for an agreed number of days per month. 

The Assignment will cover the following scope: 

  • Conduct a comprehensive technical assessment to develop the TORs and related BOQs per project including the  estimation costs,
  • Ensure all technical inputs and cost estimates related to the rehabilitation components are accurate,
  • Be involved in the technical review of tenders and other calls for expressions of interest. 
  • Take responsibility for overall progress of construction work, ensuring the effective and timely implementation, 
  • Ensure quality control systems are in place, and contractors/engineering entities work, and deliverables are in compliance with technical specifications and quality standards,
  • Ensure that all rehabilitated facilities are consistent with accessibility measures including accessibility to children with disabilities and gender sensitivity,
  • Identify and report to SIF any risks or concerns and propose corrective action to SIF team,
  • Prepare progress reports and maintain the relevant records, including photos. 
  • Issue conformity reports after delivery as a third party between SIF and the local institutions. 
  • Upon completion of the respective project, S/he will be expected to issue completion certificates for the work. In case of phased payments for the works, s/he will be required to issue interim payment certificates detailing quantities and value of work undertaken. 

4.    APPROACH/METHODOLOGY:

To achieve the objectives of this assignment effectively, the following approach and methodology will be adopted:
1.    Needs Assessment and studies: A comprehensive technical assessment will be conducted to prepare the ToRs and BoQs per projects. The assessment will be conducted in close collaboration with the local authorities, the Education office and SIF team. 
2.    The ToRs and BoQs will be validated by all parties.
3.    Collaborative Planning with SIF and Stakeholders: Engagement with SIF staff and the contractor will be prioritized to ensure smooth implementation and a close follow up.
4.    Conduct quality assurance and monitoring visits: At least, weekly quality control for the rehabilitation will be conducted by the consultant. All concerns, delays will be raised to SIF team. All field visits will lead to a progress report to SIF team. 
5.    Monitoring and Feedback Mechanisms: The consultant will report on a weekly basis to SIF team the achievement and work plan for the coming weeks. The consultant will support the implementation of the feedback and complaint mechanism and raise any feedback or complaints received during its field visits to the MEAL team.
6.    Conduct post assessment evaluation:
The consultant will conduct a conformity control and deliver the conformity report once the rehabilitation work is finalized to acknowledge the sites quality standards.

5.    DELIVERABLES:

1.    ToRs per projects and related BoQs
2.    Assessment reports
3.    Weekly progress report 
4.    Interim certificates. 
5.    Conformity reports per school
6.    Completion certificates.

6.    DURATION:

The project is expected to last approximately three months. The number of days will be determined based on the needs.

7.    OTHER RESPONSIBILITIES: 

The consultant will receive mandatory training on SIF Code of Conduct, Safeguarding policies and procedures and will be requested to comply strictly with all measures in place to promote a safe environment for everyone. In case of breach of SIF policies, the contract will be terminated.

8.    QUALIFICATIONS:

The Consultant shall be an Engineer in Water, Soil, Environment, Civil Engineering or related field. S/he shall be one with vast experience in WaSH and rehabilitation in school programming preferably in humanitarian setting in an International NGO. S/he should have successfully implemented and/or managed rehabilitation projects, including WaSH rehabilitation; have good communication with a knack for productive stakeholder engagement; an excellent planner and a good problem solver. 

9.    SIF’S RESPONSIBILITIES:

1.    Facilitate stakeholders’ mobilization when needed
2.    Contractualization with the construction company
3.    Provide clear guidance and standards to facilitate the development of the rehabilitation action plan
4.    Assist in logistics and organization in accordance with SIF internal policies.
5.    SIF will pay on a monthly basis based on agreed reporting mechanisms.
