CARE International in Yemen
Care Is seeking for role of Senior FSL Officer will join the
Project Management team (PMU) to provide overall coordination and technical
support on FSL related programming during the ongoing implementation of
BRIGHTLY Program.
This position will be the focal point leading the FSL Technical Group and work
closely with other Consortium's Technical Groups to guarantee the successful
delivery of the program's identified outcomes and outputs guided by robust
quality tools and technical guidelines. The Consortium Snr FSL Officer
under the supervision of the Consortium Coordinator will be responsible in
offering support in the day-to-day implementation and monitoring of all FSL
activities at various governorate level under BRIGHTLY locations.

Main Responsibilities:
Program Development and Management:
- Lead
the FSL Technical Working Group, ensuring effective collaboration and
information sharing among consortium members.
- Advise
on program implementation modalities (Targeting and vulnerability
assessment, Food assistance programming, Livelihoods programming, Market
analysis and value chain development, Advocacy and policy dialogue,
Community empowerment, System transformation, localization, participant
training, staffing, etc.) in close coordination with FSL TWG members, the
BRIGHTLY Consortium Partners and other TWGs.
- Work
with the FSL TWG in developing or updating existing FSL technical
implementation guidelines and standards for the BRIGHTLY program ensuring
harmonization of procedures within the consortium and beyond that broader
best practice, for e.g., poverty graduation and resilience building on FSL
activities related to the BRIGHTLY food security, cash-based programming,
and livelihoods.
- Ensure
quality and integrity of implementation, administrative systems, and
established deadlines.
- Work
with Consortium FSL TWG members in developing FSL management and
assessment Term of Reference (TORs) and tools, supporting field teams and
local implementing partners (LIPs) in the use and adoption of the tools.
Project Planning, Implementation, Monitoring and
Evaluation:
- Ensure
the BRIGHTLY food security activities are delivered according to Project
Proposal and donors' contractual requirements and that all activities and
deliverables are completed within the agreed timescale and budget.
- Provide
technical guidance to the MEAL working group in reviewing and updating FSL
MEAL tools, monitoring, and baseline and evaluation reports.
- Undertake
regular field visits to verify quality of FSL activities and provide
recommendations for improvements.
- Be
aware and keep abreast of good practice and policy issues regarding food
security and livelihoods in Yemen and the region, translating this into
program design and adaptation.
- Collect
and analyze program data, capture, and share lessons learned and best
practices for specific activities to facilitate improvements in
decision-making and contribute to the FSL learning agenda.
- Support
the PMU team and consortium partners in preparation and consolidation of
donor reports and provide timely feedback on any FSL technical queries
received from the donor or other forums such as CMWGs, FSACetc.
Knowledge Management, Technical Assistance, and Capacity Building:
- Working
closely with the consortium TWGs members to identifying themes,
facilitating the research in the field, and organizing lesson-learned
forums and identify opportunities for peer learning with other
organizations working on food security and livelihoods in Yemen. For
example, SCI’s experience in using HEA, labor market and value chain
assessments within a transitioning model and CARE’s VSLAiE model and
learning from pilots implemented in Yemen.
- Develop
learning needs assessment and capacity building plans of in-country staff
working on FSL interventions in coordination with CARE’s FSL Advisor, PMU
team, and FSL TWG members.
- Coach
and mentor FSL assistants and partner staff on emerging FSL practices and
standards.
- Working
closely with the PMU MEAL Advisor and consortium TWG leads to put in place
FSL sector MEAL and Social Protection plans, ensuring this links to
reporting requirements, and capacity of partner staff and local
implementing partners in carrying out the work.
- Work
with the FSL TWG members and partners focal points in preparing
contingency/crises modifier plans to effectively adjust program activities
and modalities in response to emerging shocks or changing contexts.
Comply with all relevant CARE policies and procedures with
respect to child protection, workplace environment, employee code of conduct
and all other related subjects.
Education/Training Experiences
- Preferable
knowledge of the following fields of intervention: Agriculture,
Livelihood, Emergency Distributions; Food Security, IGA.
- University
degree in a relevant subject of Agriculture, Economy, or Business
Administration.
- At
least five years of experience in a position responsible for the
implementation of FSL programs in an NGO
- At
least one year of experience in a managerial position.
- Excellent
capacity to plan, prioritize and multitask.
- Excellent
team-working skills.
- Flexible,
and have the ability to cope with stressful situations.
- Excellent
verbal and written communication skills.
- Good
English skills, both oral and written English.
- Excellent
computer literacy, including MSOffice (Word and Excel); Self-directed and
self-motivated; able to organize and deliver own work with minimal supervision
