Job Description

The WASH/Shelter Team Leader is responsible for leading the qualitative implementation of NRC’s Shelter and WASH Programme in targeted displacement sites. The role provides advanced technical guidance on WASH/Shelter programming and ensures effective planning, management, and supervision of the team, in line with NRC’s operational and technical priorities. At the field level, the Team Leader oversees and monitors Shelter and WASH activities, ensuring that services are delivered efficiently, humanitarian standards are upheld, and NRC’s accountability and protection principles are consistently applied. As technical lead, the Team Leader plays a pivotal role in shaping Programme direction, bridging community needs with organizational and donor requirements, and reinforcing NRC’s responsiveness, Programme quality, and coordination across displacement sites in northern Yemen.

Responsibilities

Generic Responsibilities:

  • Supervise and implement WASH/Shelter projects according to strategy, proposals and plans
  • Ensure adherence to NRC policies and donor requirements
  • Develop annual activity and work plans
  • Supervision, training and development of project staff
  • Promote and share ideas for improvement and necessary changes in the activities
  • Cooperate with relevant partners and local authorities
  • Organize trainings for the team, relevant partners and beneficiaries
  • Monthly activity/project reports and other reporting as required
  • Ensure proper filing of all project documents

Specific responsibilities:

  • Lead, plan, organize and carry out daily WASH/Shelter activities within NRC area of interventions in line with agreed work plans, strategies and methodologies.
  • Implement effectively and within time and budget WASH/Shelter program as per the project proposals and project requirements. 
  • Develop and review project designs to ensure compliance with relevant standards, procedures, and codes.
  • Manage the daily field operation of WASH/Shelter projects including CCCM 
  • Assist the WASH/Shelter coordinator in tracking indicators in order to take remedial measures early. 
  • Maintain regular budget control, ensuring spending within available unit cost and budget lines.
  • Represent NRC in the WASH/Shelter sub-Clusters and in other coordination forums
  • Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation). 
  • Leading WASH/Shelter activities in data collections, and data quality on bassline/PDMs and end line of WASH projects and draft the initial report. 
  • Provide technical support on the ground and assign tasks (Soft/Hard) team in implementation of the daily water/sanitation/Shelter/CCCM activities
  • Supervise all construction work related to WASH/Shelter and take lead on technical verification of work provided by contractors.
  • Ensure that all work carried out is sensitive to community needs, promotes participation and empowerment of community members, and that a system is in place to get feedback on process and impact of the program;
  • Draft and develop monthly report, interim reports and final project reports and submit to WASH/Shelter Co.
  • Any other tasks as assigned by the immediate superior.

Qualifications

  • University degree in Civil Engineering, Architecture, Urban Planning, or a related engineering field
  • Minimum 4 years of professional experience in WASH/Shelter programming.
  • At least 4 years’ experience in humanitarian or recovery contexts.
  • Minimum two years’ experience in team management.
  • Previous experience working in complex and volatile environments
  • Strong coordination experience with government authorities, clusters, national NGOs, international NGOs, and UN agencies
  • Solid understanding of project monitoring, evaluation, and reporting, with ability to design effective M&E tools
  • Documented results related to programme responsibilities
  • Proven leadership skills and clear knowledge of own leadership profile
  • Fluency in English, both written and verbal
