hunger through the prevention, detection, and treatment of malnutrition,
particularly during and after emergency situations caused by conflict and

ACF has been operational in Yemen since 2012 and currently
operates in four bases: Aden, Hodeida, Al Khokha, and Sana’a. The country
office implements activities centered on fours main sectors: Nutrition and
Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial

Job Title: FSL Field Monitor
Location: Luhayyah district, Al Al-Hudaydah
Contract duration: until 31st March 2027 with possibility
of extension.
Basic monthly salary (taxable): 767$ to 958$ based on experience
salary calculation (excluding other benefits offered by the organization)

Department
Objective of the Position
The position holder would support the implementation of Cash
assistance for the project with technical support from the Nutrition and Health
Deputy Program manager
Under the direct supervision of the Deputy Health and
Nutrition Deputy Manager and Food Security & Livelihoods Head of
Department, the FSL Field Monitor will:
Mission 1 : Cash Project Implementation
- Assist
in the identification and selection of beneficiaries in accordance with
approved targeting criteria, project SOPs, vulnerability criteria, and
donor requirements.
- Support
beneficiary registration, verification, validation, and updating
beneficiary information, ensuring accuracy and consistency of records.
- Assist
in preparing and organizing cash distribution activities in accordance
with approved distribution plans and procedures.
- Support
the development of cash distribution plans based on beneficiary numbers,
geographical coverage, accessibility, security, market conditions, and
other field realities.
- Support
the timely communication of cash distribution dates, locations,
procedures, transfer values, and eligibility requirements to
beneficiaries.
- Facilitate
effective communication between the project team, beneficiaries, community
representatives, and cash service providers before and during
distributions.
- Monitor
cash distributions at field level to ensure that eligible beneficiaries
receive the correct transfer amount safely, in a timely manner, and with dignity.
- Verify
beneficiary identity and eligibility during distribution in accordance
with established procedures.
- Monitor
the performance of cash service providers during distribution and report
any delays, discrepancies, unauthorised deductions, beneficiary access
problems, or other irregularities.
- Assist
in resolving routine field-level implementation issues within the limits
of the position and promptly escalate issues requiring management action.
- Ensure
that distribution activities are conducted in a manner that minimises
protection, exclusion, crowd-management, and access risks, particularly
for vulnerable beneficiaries.
- Follow
up on beneficiaries who were unable to access their cash assistance during
the scheduled distribution and report unresolved cases to the supervisor.
Mission 2: Field Monitoring and Cash Assistance Quality
- Conduct
regular field monitoring of cash assistance activities to verify that
implementation is consistent with ACF procedures, project SOPs, approved
targeting criteria, and donor requirements.
- Monitor
beneficiary access to cash assistance and identify cases of exclusion,
inclusion error, duplication, missed distributions, or other
implementation gaps.
- Conduct
beneficiary interviews and routine field checks to assess beneficiaries'
experience with the cash assistance process.
- Monitor
whether beneficiaries understand the purpose of the assistance, transfer
value, distribution cycle, and available feedback and complaint channels.
- Identify
and promptly report any suspected fraud, diversion, manipulation,
unauthorised deductions, coercion, or interference affecting cash
assistance.
- Support
post-distribution monitoring and other field monitoring activities led by
the MEAL team.
- Work
closely with the MEAL team during quality monitoring, verification, and
accountability activities.
- Follow
up on agreed corrective actions arising from field monitoring and report
progress to the supervisor.
Mission 3: Accountability, Community Engagement and
reporting
- Ensure
that beneficiaries are adequately informed about their entitlements,
distribution procedures, and available feedback and complaint mechanisms.
- Ensure
that functional Feedback and Complaint Mechanisms (FCM) are accessible to
beneficiaries at field level.
- Maintain
accurate and complete records of field activities, beneficiary issues, and
distributions, monitoring visits.
- Prepare
and submit timely field activity reports and monitoring updates to the N/H
DPM
Additional Responsibilities
- This

Required Qualification, Skills and Professional
Experience
- At
least a Diploma in a relevant field with at least 1 year of experience
- A
bachelor's degree in agricultural and business-related disciplines may be
an advantage.
- Specific
experience in cash transfer programming is desirable
- Good
English language skills
- Good
