external recruitment of Logistics and Supply Supervisor.

POSITION: Logistics and Supply Supervisor
PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an international
humanitarian NGO which, for more than 40 years, has been providing assistance
to populations affected by armed conflicts and natural disasters by meeting
their vital needs for food, water and shelter. Particularly involved in the
fight against diseases linked to unsafe water, the first cause of death in the
world, SI's interventions provide expertise in the field of access to drinking
water, sanitation and hygiene promotion, but also in the essential area of food
security and livelihoods. Present in around twenty countries, SI's teams - 2000
people in total made up of expatriates, national staff, permanent staff at
headquarters, and a few volunteers - work with professionalism and commitment
while respecting cultures.

DESCRIPTION OF THE POSITION
The Logistic and Supply Supervisor supports the Logistics
manager in the implementation and supervision of all logistics activities in
the base.
He/she carries out the purchases for the programs and support requirements for
his assigned base as well as the filing and archiving of logistical documents.
He/she ensures that the fleet and stock of the base are correctly managed and
consolidate the monthly inventories.
He/she will also be responsible of all logistics procedures in the base, under
the supervision of the Logistics manager.
He/She will monitor the context, and enforce the security procedures and ensure
the incident reporting is done per SI SOPS.
List of Main Responsibilities:
Procurement Management
- Support
the procurement process by following SI by following Donor rules and
regulations while ensuring transparency and fair competition.
- Ensure
the analysis of the market in the local purchasing environment (at base
level and in the areas of activities).
- Participate
in procurement design of upcoming projects concerning the base (Logistics
BoQ, PPT, Purchase Schedules) with Logistics Manager.
- Coordinate
with the Logistics Officer and requesters to plan and anticipate
procurement needs at the base level.
- Supervise
the preparation and review of purchase requests, bid analyses, and
contracts to ensure completeness and accuracy before submission for
validation.
- Participate
in supplier selection, price negotiation, and delivery arrangements,
ensuring best value for money and timely delivery.
- Maintain
and regularly update the supplier database and price list, ensuring data
reflects current market conditions.
- Monitor
the implementation of framework and service contracts, ensuring compliance
and timely renewal or amendment where needed.
- Ensure
proper archiving of procurement files (both soft and hard copies)
according to SI standards.
- Ensure
that relationships with suppliers are monitored and in respect of SI code
of ethics.
BASE STOCK MANAGEMENT
- Ensure
that warehouses are correctly maintained and secured.
- Review
the consolidated monthly inventories for transmission to The Logistics
manager.
- Ensure
that monthly physical inventories are completed and reconciled with
theoretical inventory.
- Supervise
the Logistics Officer and coordinate with program teams to plan and
arrange incoming deliveries, ensuring space, resources, and documentation.
- Report
any stock discrepancies to the Logistics manager with clear analysis of
the reasons.
VEHICLE FLEET MANAGEMENT
- Ensure
drivers respect SI procedures and safety rules.
- Review
the consolidated monthly fuel consumption and vehicles mileage of the
vehicle fleet for the base.
- Supervise
the administrative management of documents linked to vehicles (logbook,
contracts, insurance, registration) and their filing / archiving.
- Ensure
that preventive maintenance and repair work on Fleet of the base are done
timeously following prescribed schedules by manufacturer or workshop to
avoid breakdowns.
- Ensure
the base vehicles movements schedules are done, shared with Logistics
Manager for validation, and monitor adherence to stipulated times.
BASE FACILITIES MANAGEMENT AND REHABILITATION
- Participate
in the general premises management, maintenance, rehabilitations and
installations.
COMMUNICATION MANAGEMENT
- Ensure
that all SI staff are trained in the use of communication equipment at the
base.
- Participate
in the scaling up of the base’s communication resources according to the
field capacities and constraints with the Field Coordinator.
- Update
the base contact list and distribute it to the relevant staff.
- Ensure
that all communication equipment movement are tracked in the Park
Statement “When Applicable”, Responsibility Form and monitored with
compliance to the SOP.
Durable Equipment + Assets
- Assist
in the manning and updating of park statement/responsibility FU by
ensuring that all equipment and assets for the base are signed for using
the Responsibility form and share a copy with line manager as well as
maintain a file for future reference according to SI durable equipment
issuing & maintenance procedures.
- Report
any equipment or asset damage to the line manager.
- Ensure
communication equipment such as Satphones are always fully charged.
HR MANAGEMENT
- Supervise
and support the Logistics Officer and the Liaison & Security Officer
to ensure timely completion of their tasks in line with SI guidelines,
SOPs, and quality standards.
- With
the support of his/her Manager conduct the annual/mid-annual/ probationary
period evaluation.
- Ensure
compliance of HR guidelines and SOPs
Reporting / Capitalization
- Compile
the monthly LOG-Pack and share it with Logistics Manager.
- Participate
in the preparation of archives to be sent to HQ.

Profile required
- Bachelor’s
degree in management sciences or supply chain even engineering.
- At
least 3 years’ experience in logistics, and supply chain
- Languages:
Fully fluent in written and spoken Arabic and English
- Ability
to supervise data collectors in the field.
- Excellent
knowledge of Office software (Excel, Word, Outlook) and
- Willingness
and flexibility to travel regularly to the field
