Manager (national position, based in Aden):
Position: Programmes Manager
Location: Aden, with travels across Yemen.

About PAH
Polish Humanitarian Action (PAH) is a
non-governmental organization. For over 25 years, we have been providing relief
in emergencies worldwide. We also run missions in several countries in crisis.
Our interventions – of both humanitarian and development character – have been
carried out in 48 countries so far. We concentrate on ensuring sustainable and
stable development of regions suffering the consequences of war and/or natural
disasters. We possess long-standing expertise in Water, Sanitation and Hygiene
(WASH), but also implement projects in Food Security and Livelihoods (FSL),
psychosocial support (PSS), as well as Primary Health, Nutrition and Education.

About PAH Yemen Mission
PAH Yemen Mission has been officially established in July
2019 and currently provides humanitarian assistance in WASH, Health, Education
in Emergencies, CCCM and Protection for most vulnerable communities affected by
conflict in Ad Dhale, Abyan, Marib and Aden governorates.
Position reports to: Country Director
Responsibilities:
1- Programme Strategy &
Development:
- In
cooperation with the Country Director and with the support of HQ Head of
Programmes, develops a long-term strategy for programmes on the mission,
operationalizes it and leads its implementation.
- Contributes
to the Country Office's strategy, creates / revises programme strategy in
a collaborative manner: gathers inputs, assesses and analyses; presents
the findings to CD/HQ and GHoP;
- Develops
the projects with national partner, including participation in needs
assessments at the field level, verification of needs, and designing
project ideas, based on PAH's PCM standards, finalized jointly with CD/HQ
and Global Programmes.
- Monitors
the implementation of projects by implementing partners (IPs) to ensure
coherence with the project’s workplan, humanitarian standards, and
relevant sectoral guidelines, through regular field visits and spotchecks.
- Leads
programme meetings with IPs.
- Identifies
sources for programme funding chosen in accordance with strategic goals
and applies for these in consortiums with other INGOs, Local NGOs, leads
project proposal/concept note development, based on PAH's PCM guidelines.
- Initiates
and leads the conduct of assessments with IPs for new projects, as well as
rapid response to new humanitarian situations, if resources allow.
- Takes
part or takes the lead in the planning and kick-off of new projects and
other project meetings according to PAH project cycle management
guidelines.
- Responsible
for the program country strategy and ensures activites follows the PAH
Program Framework, the PAH Yemen Strategic Plan and PAH global policies
and procedures, donor contract and agreement obligations.
2- Programme Quality Assurance:
- Defines
the common approach and standards across PAH programme(s) and monitors
their coherent application.
- Fosters
synergies between programme areas where possible (integrated approach),
supports the integration of cross-cutting issues throughout all
humanitarian initiatives and ensures adherence to Sphere standards or any
other international standards when relevant, including conducting relevant
training to the implementing partners, as needed.
- Regularly
initiates revision of implemented project documentation, analyses gaps, in
cooperation with programme/project and HQ MEAL team, develops necessary
tools; shares them across programmes.
- Gathers
/ Documents programme lessons learned and best practices for dissemination
within PAH, to donors and to other stakeholders, when relevant, in order
to ensure synergetic programming and cross-programme collaboration in PAH.
- Leads
creation of a coherent visibility strategy for PAH programme and monitors
its implementation.
- Engages
in policy building related to programmes in the country on behalf of PAH.
- Ensures
the respect of humanitarian principles in PAH programmes.
3- Programme Implementation &
Coordination:
- Controls
the timely and effective implementation of projects as well as the use of
budget and other resources, enabling synergies within and across
programmes.
- Ensures
projects in the Country Office are implemented in line with PAH project
cycle management guidelines.
- Sets
up planning tools for projects to be able to monitor overall
implementation of strategy and projects (deadlines, budgets, reports
on indicators and activities).
- Responsible
for coordinating reporting with the partners (monitoring reports, interim
reports, final reports, other as needed), as well as regular project
reviews, which are submitted to HQ for revisions. Responsible for
overviewing regular reporting in PAH's Programme Management Tool (as per
PAH's PCM standards).
- Manages
the common part of the programme budget (programme related salaries,
programme training, bigger programme purchases).
- Manages
programme related information (unification of tools, creation of databases
etc.)
- Together
with other departments analyses costs and searches for ways of cost
optimization.
- Ensures
regular reporting is done within Yemen's coordination mechanism (clusters,
OCHA, etc.).
- Reports
regularly to CD / HQ HoP on an agreed format.
4- Representation:
- Represents
PAH in front of stakeholders.
- Resposible
for participating in various cluster group and other coordination forum
meetings, ensuring PAH's visibility.
- Participates
in meetings with humanitarian stakeholders, donors and prospective donors;
potential and current partners, delegates or actively particpates in
cluster meetings and WG meetings, if needed; establishes new WGs.
5- Cooperation:
- Cooperates
with other departments on the mission.
- Takes
part in regular meetings with HQ relevant representatives.
6- Other:
- Fullfils
other duties assigned by direct supervisor(s)
Knowledge and skill requirements:
- At
least 5-7 years in humanitarian programming, complex humanitarian and
development emergencies.
- At
least 2-3 years as Programme Manager, and 2 years Project Coordinator
and/or Programme Coordinator in a humanitarian context.
- At
least 3 years of experience in staff management and development.
- Preferably
Master's degree, optionally Bachelor's degree supported with sufficient
work experience.
- Preferably
humanitarian or development related field; social science, engineering,
management within humanitarian and development setting.
- Trainings
in the humanitarian field will be an asset, especially related to
humanitarian programming related to sectors: WASH, Shelter NFI,
Protection, FSL.
- Team
management, communication and training skills, strategic thinking and analytical
skills, negotiating skills, handling insecure environments.
- Familiarity
with International humanitarian operations, coordination structures, and
the mandates of donors and other NGOs.
- High
level of cross-cultural awareness and cultural sensitivity, enabling
effective engagement with diverse communities, partners, and stakeholders
- Strong
ability to build trust with, lead, and motivate local staff while
fostering a positive and inclusive working environment.
- Strong
ability to prepare high-quality reports for management and donors,
ensuring accuracy, clarity, and compliance with reporting requirements.
- Sound
judgment and decision-making ability, with the capacity to analyze risks,
balance priorities, and take timely decisions in rapidly changing
humanitarian contexts
- Maintains
a high standard of reliability and integrity, with a clear commitment to
accountability and the effective discharge of duties.
- Ability
to effectively present information and respond appropriately to questions
from senior managers in the field and head office, counterparts and
government.
- Fluency
in English and Arabic (written and spoken).
