General information on the mission
PU-AMI’s Context & strategy:
Première Urgence - Aide Médicale Internationale (PU-AMI) is
an international, non-profit, non-political, and non-religious humanitarian
organization which aims to provide rapid global response to the basic needs of
populations affected by humanitarian crises to help them regain independence
and dignity. PU-AMI provides assistance to more than 6 million people
throughout 24 countries, with more than 2,500 staff worldwide. PU-AMI adopts an
integrated approach, to identify and understand the full array of the needs of
the people affected by crises. This innovative approach is at the core of every
PU-AMI-supported project, to better target and prioritize actions, stabilize
and improve the situation of the most vulnerable groups. It allows the teams to
take all aspects of a problem into account, to come up with an efficient
combination of solutions, which will have a powerful and long-lasting impact on
the affected populations. In this respect, the organization runs worldwide
around 190 projects a year, most of which are focused on Health, Nutrition,
Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education
and Protection activities. PU-AMI is participating actively in clusters and
sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works
closely with relevant government departments.
Job Description
Overall objective
The Logistics Officer Sanaa will work closely with others in
all Logistics functions below under the direct supervision of the Sanaa Deputy
Logistics Coordinator. S/he will provide effective, efficient, and timely
Logistics support to program implementation activities in compliance with
PU-AMI and donor processes, procedures, and regulations. In addition, the
Logistics Officer will support the Deputy Logistics Coordinator in planning,
execution, and monitoring of Logistics activities in Sanaa, support bases, and
update in all Logistics activities.
Tasks and Responsabilités
- Human
Resources: S/he will ensure effective management of the Drivers,
Guards, potential Daily Workers, Gardener and Technicians.
- Logistics
Planning: S/He will support the Deputy Logistics Coordinator in
Planning for Logistics activities to support programs. S/He will work
within the set Logistics policies and procedures and ensure all programme
needs are met on a timely manner.
- Supply
chain Planning: S/He will support the Deputy Logistics
Coordinator in the implementation of supply chain activities and plans to
support program implementation and in planning (Procurement Planning,
Warehousing Plans).
- Procurement: S/He
will assist the Deputy Logistics Coordinator in carrying out procurement
activities and implementing procurement policies and procedures to ensure
programme needs are met on a timely manner.
- Inventory
Management: S/He will ensure proper management and control of all
inventory in Sanaa premises, ensure proper and accurate records and
implement inventory standard operating procedures in line with PU-AMI and
donor Guidelines.
- Fleet
and Movement: S/He ensures a proper management and follow-up of
the fleet of vehicles at Sanaa Level while ensuring proper planning and
follow-up of movements within, around and from Sanaa to other bases.
- Premises
& Maintenance: S/He will ensure proper maintenance, follow-up
and repair of premises in Sanaa in compliance with PU-AMI and donor
Guidelines.
- Security: The
Logistics Officer will support the Deputy Logistics Coordinator in
gathering, sharing and implementing Security Information and Rules within
Sanaa Coordination Office.
- Reporting
and Information Sharing: The Logistics Officer will ensure all
relevant logistic information is shared with relevant departments in a
timely manner, prepare and share monthy and annual reports in accordance
with Logistics Requirements.
Specific Goals and Related Activities
1. TEAM MANAGEMENT
- S/he
ensures the direct supervision and the management of the Drivers, Guards,
potential daily workers, Gardeners and technicians in Sanaa Coordination
Office.
- S/he
ensures that planned activities and objectives are achieved by his team
and carry out their mid-term and final staff appraisals.
- S/he
participates in the hiring process of staff under him/her (Drivers,
Guards, Potential Daily Workers, gardeners and technicians) with support
from the Deputy Logistics Coordinator and HR team.
- S/he
ensures compliance with PU-AMI Internal Rules and Procedures at Sanaa
level and ensures that procedures, processes (Fleet, Transport, Premises
Management) are known and respected.
- S/he
ensures onboarding of new staff under his docket and to the logistics
department, briefing and inducting them to PU-AMI work, relevant tools and
procedures, as well as proper understanding of PU-AMI policies with the
support of the Deputy Logistics Coordinator.
2. PROCUREMENT
- S/He
shall be in charge of all procurement process under the supervision of the
Deputy Logistics Coordinator and in compliance with PU-AMI procurement
policies, thresholds, tools and forms.
- S/He
ensures compliance with PU-AMI and donor policies in the procurement of
program supplies and Equipment.
- Receive
and review all Purchase Requests from all departments at Sanaa Level in
consultation with the Deputy Logistics Coordinator.
- S/He
ensures the tracking of all procurements and update of the Purchases
Update databases
- S/He
maintains database of all suppliers, service providers and contracts in
the contract Follow up data base.
- S/He
ensures execution of procurement contracts and that renewals are done in a
timely manner.
- S/He
assists the Deputy Logistics Coordinator in conducting procurement
training sessions for staff (Logistics and Programmes).
- S/He
participates in tendering processes and ensures reasonable and appropriate
lead-time for all program supplies.
- S/He
supports the Deputy Logistics Coordinator in customs clearance processes
by preparing and collecting related documents and purchase files, and
liaising with the Clearing Agents to follow up on international shipments
when required.
- S/He
supports the Deputy Logistics Coordinator to ensure effectiveness,
uniformity of supply chain processes and implementation of Supply Chain
standard operating procedures.
S/He compiles supply chain monthly and annual reports and
submit to the Deputy Logistics Coordinator for review and submission by the 5th
of each month.
3. LOGISTICS
- S/He
ensures the proper planning, management and implementation of Logistics
procedures at Sanaa level in liaison with the Deputy Logistics
Coordinator.
- S/He
ensures proper planning and organization of all transportation activities
between Sanaa and Hodeidah as well as to and from other bases in Yemen and
communicates effectively to ensure smooth operations.
- S/He
ensures proper follow up on all Sanaa Logistics needs.
- S/He
works closely with the Country level pharmacist to ensure proper handling
and transportation of programme supplies and medical drugs from Sanaa to
Hodeidah and to Sub-Bases.
- S/he
works with others in Sanaa to ensure relevant paperwork and permits are obtained
for movements and transportation of supplies and staff in coordination
with the Deputy Logistics Coordinator and Access/Liaison Team.
4. FLEET AND TRANSPORTATION
- S/He
works with other departments and programme staff to ensure proper planning
of movements for staff and supplies,
- S/He
ensures monthly movement planning and cost-effective fleet sizing to meet
Requirements and needs.
- S/He
ensures proper follow-up of PU-AMI and Rental vehicles at Sanaa level,
communicating in advance with Car Rental Company for fleet needs and
addressing any challenges arising thereof (replacement vehicles,
breakdowns, change of drivers, need for maintenance and repair).
- S/He
organizes the allocation and daily availability of vehicles for planned
movements.
- S/He
establishes and implements tools for vehicles follow-up (log books,
technical check-ups) and ensures proper schedules and preventative
maintenance of vehicles.
- S/He
calculates and checks the monthly cost of each vehicle (fuel consumption,
repairs) in coordination with the Deputy Logistics Coordinator.
- S/He
plans, elaborates and puts in place a follow up system and timetable for
regular stock delivery for projects while ensuring Packing Lists and
Waybills as well as Log Sheets are properly signed for any journeys
made.
S/He organizes and oversees loading and unloading of
programme supplies in Sanaa premises.
5. MANAGEMENT OF POWER & EQUIPMENT:
- S/He
follows up on the installation and the good working as well as maintenance
of equipment in Sanaa Level (generators, solar panels and other energy
sources).
- S/He
trains staff and Guards on the operation of such equipment at Sanaa level
and warehouses.
- S/He
ensures regular preventative maintenance and undertake a monthly inventory
of equipment.
- S/He
ensures proper fuel management, issue and receipt as well as stock update
(stocks, Fuel Vouchers, validations, etc)
6. PREMISES REPAIRS, MAINTENANCE &
MANAGEMENT: -
- S/He
carries out regular checks and inspection of Sanaa Office/Guest house and
identify necessary repairs and maintenance.
- S/He
identifies technicians to carry out the identified maintenance/repairs and
contacts the Landlord for the major ones as per the lease agreement.
- S/He
ensures all plumping work is carried out in time and that there is
continuous supply of water for Sanaa Office and Guest House.
- S/He
inspects regularly all electrical installations, identifies and sources
for technicians to rectify those that need to be.
- S/He
liaises with the Country Pharmacist to ensure all needed repairs and
maintenance for the Pharmacy are carried out in time, and coordinates with
the Landlord for the major ones as per the lease agreement.
S/He assists the Deputy Logistics Coordinator in following
Up Lease Agreements for the Office/Guest house and the Central Pharmacy
ensuring they are current and paid for promptly.
7. SECURITY
- S/He
ensures that all premises and Vehicles at Sanaa level are properly
equipped in compliance with PU-AMI security guidelines (hibernation kits,
first aid kits and fire extinguishers).
- S/He
ensures that all transportation means at Sanaa level are equipped and used
in compliance with PU-AMI security guidelines.
- S/He
supports the Deputy Logistics Coordinator with any security information
gathered from operating movements and fleet.
S/He liaises with the Deputy Logistics Coordinator in
mitigating risks associated with movements and fleet operations.
8. REPORTING AND DISSEMINATION OF
INFORMATION
- S/He
is focal point for any logistics’ related issue at Sanaa in consultation
with the Deputy Logistics Coordinator.
- S/He
liaises with the Deputy Logistics Coordinator and Finance Department for
any financial expenditures related to Logistics activities.
- S/He
ensures sharing of Driver and Guard Roster in consultation with the Deputy
Logistics Coordinator.
- S/He
ensures proper documentation and archiving of all Logistics activities, in
compliance with PU-AMI procedures and donors’ guidelines and in
consultation with the Deputy Logistics Coordinator.
- S/He
shall keep reliable filing system for all goods received, services rendered
and repairs done.
- S/He
ensures proper and accurate preparation of Logistics Reports (PDB, fuel
F-U, maintenance F-U, Equipment List, Sat Phone Credit F-U) and sharing
with the Deputy Logistics Coordinator for Monthly Reporting.
Focus on 3 priority activities:
- Ensure
proper follow up on repair and maintenance for Sanaa premises & power
equipment.
- Provide
effective support to Deputy Logistics Coordinator in managing supply
chain, logistics, fleet, energy and security operations.
- Guarantee
accurate implementation of PU-AMI documentation standards, tools, and
templates, including both soft and hard archiving
Team Management
- Number
of people to manage and their position (local staff / 8-10 people)
