PU-AMI’s Context & strategy:
Première Urgence - Aide Médicale Internationale (PU-AMI) is
an international, non-profit, non-political, and non-religious humanitarian
organization which aims to provide rapid global response to the basic needs of
populations affected by humanitarian crises to help them regain independence
and dignity. PU-AMI provides assistance to more than 6 million people
throughout 24 countries, with more than 2,500 staff worldwide. PU-AMI adopts an
integrated approach, to identify and understand the full array of the needs of
the people affected by crises. This innovative approach is at the core of every
PU-AMI-supported projects, to better target and prioritize actions, stabilize
and improve the situation of the most vulnerable groups. It allows the teams to
take all aspects of a problem into account, to come up with an efficient
combination of solutions, which will have a powerful and long-lasting impact on
the affected populations. In this respect, the organization runs worldwide
around 190 projects a year, most of which are focused on Health, Nutrition,
Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education
and Protection activities. PU-AMI is participating actively in clusters and
sub-clusters (health; nutrition ; food security and livelihoods; WaSH) and
works closely with relevant government departments.
Job Description
Overall objective
Under the direct supervision of the line manager (MEAL
officer), the Monitoring, Evaluation, Accountability, and Learning MEAL
Assistant provide full support in data collection, data cleaning and review,
monitoring visits, assistance in establishing and maintaining an efficient
feedback and complaint mechanism, carrying out routine MEAL tasks, ensuring
proper documentation and archiving within the MEAL department.
Expected outcomes
- Regular
and high-quality field monitoring visits are conducted in all supported
health facilities, ensuring data accuracy, service quality, and
accountability to beneficiaries.
- Support
the MEAL officer in implementing the Monitoring and Evaluation activities
ensuring clear and complete data collection, data cleaning and review.
- Assistance
in establishing and maintaining an efficient feedback and complaint
mechanism.
- Archive
paper, electronic data and reports and making them available to the teams,
on request
Specific Goals and Related Activities
1.1 Field Monitoring and Data Collection
- Conduct
frequent field monitoring visits to supported health facilities and
project sites to verify the implementation and quality of activities.
- Use
standard MEAL monitoring checklists to assess adherence to project
indicators, protocols, and quality benchmarks.
- Observe
service delivery processes (consultations, screenings, referrals,
awareness sessions) and provide feedback to the MEAL Officer.
- Verify
that Sources of Verification (SoVs) such as registers, attendance sheets,
and distribution lists are properly filled, stamped, and signed.
- Identify
gaps, challenges, and best practices during visits and share findings with
the MEAL and program teams.
- Conduct
spot checks and data verification at health facility level to ensure
reported data reflects field reality.
- Support
post-distribution monitoring (PDM), Post action surveys within health
facilities and communities.
- Maintain
an updated schedule of monitoring visits, reports, and follow-up actions.
3.2. Data Management and Reporting
- Support
data collection, entry, cleaning, and analysis of health and Nutrition
-related indicators in the PMT.
- Cross-check
data from health facility reports and ensure consistency between field
tools and databases.
- Prepare
and submit weekly and monthly monitoring reports summarizing findings,
recommendations, and action points.
- Contribute
to the development and updating of indicator tracking tools and MEAL
dashboards.
- Coordinate
with field teams to ensure completeness and accuracy of data collected
from all sites.
3.3. Accountability and Feedback Mechanism
- Support
the establishment and maintenance of Feedback and Complaint Response
Mechanisms (FCRM) at the health facility and community levels.
- Ensure
complaint boxes and visibility materials are in place and maintained at
health facilities.
- Record
feedback and complaints received via boxes, or in person, ensuring
confidentiality and proper referral.
- Follow
up on feedback cases with relevant departments and ensure timely closure.
- Raise
awareness among beneficiaries and health facility staff about available
feedback channels and their purpose.
3.4. Archiving, Documentation, and Learning
- Maintain
accurate and organized filing systems (both paper and electronic) for MEAL
forms, SoVs, and reports.
- Ensure
all monitoring checklists, feedback forms, and data collection tools are
properly archived.
- Support
lessons-learned exercises and documentation of success stories or field
observations.
- Assist
in compiling MEAL reports, presentations, and learning materials for
internal sharing.
