Action Contre la Faim is an International
Humanitarian Organization established in 1979 with the mission to save lives by
combating hunger through prevention, detection and treatment of malnutrition,
in particular during and after emergency situations caused by conflict and
natural disasters. Action Contre la Faim provides coordinated responses in
nearly 50 countries including Yemen globally within 7 field of expertise which
includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security,
Mental Health Care Practices, Gender and Protection, Advocacy, Risk and
Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases
(Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities
which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and
Hygiene (WASH), Mental Health and Psychosocial Support and Protection

Title: Nutrition and Health Deputy Head of Department
- Location:
Sana’a
- Contract
duration: Fixed term contract for six months with possibility of
extension.

monthly salary (taxable): 2303 $ to 2753 $ based on experience
salary calculation (excluding other benefits offered by the organization)

Head of Department
Objective of the position:
Provide expert technical support on all nutrition-related
matters within the mission, offering guidance and assistance to project staff
to ensure high-quality program implementation. Contribute to proposal and
report writing, ensuring alignment with ACF’s objectives and donor
requirements. Support in medical supplies management and monitoring. Lead the
organization of program evaluations and assessments to monitor impact and
inform strategic decisions. Support the assessment and monitoring of the
medical and nutritional situation in Yemen, ensuring that data is collected,
analyzed, and used to shape programmatic approaches. Review and give guidance
to manage the medical supplies in country. Represent ACF Yemen (Mainly
in-North) in both internal and external forums, advocating for the
organization’s position and strengthening partnerships with key stakeholders.
Mission 1: Assist in coordination and technical supervision/advice
to the programmes:
Responsibilities and Tasks:
- Review
the project implementation methodology and field-level data related to the
programs with PMs.
- Provide
technical direction and supervision to ensure the timely management and
implementation of nutrition/health program activities, and regularly
update the project work plan.
- Review
donor, government, and internal reports from the field and ensure they are
submitted according to specified deadlines.
- Organize
and conduct field visits, while providing detailed technical reports on
these activities.
- In
collaboration with the HoD, ensure that standard ACF and national
protocols are followed, and that programs meet internationally recognized
benchmark standards.
- Provide
training and on-the-job coaching to field staff, on the CMAM approach,
inpatient management of SAM, Nutrition in Emergencies, PHC Health Service
Package (IMCI, EPI, BEMONC, SRHR), to field teams (ACF, MoPHP, and CHNVs),
in collaboration with the Program Managers.
- Assist
in the integration of health and nutrition activities with other
departments (Mental Health, WASH, Food Security) where possible.
- Participate
in coordination with other departments for integrated programs.
- Prepare
and lead capacity-building initiatives for partners on health and
nutrition-related issues as well as cross-cutting issues.
- Develop
in collaboration with the HoD and establish a strong remote management
process and/or conduct regular field visits (when possible).
- Ensure
the timely production and compilation of monthly activity and technical
reports from the field, and provide feedback as necessary.
- Ensure
timely budget follow-up, procurement, and HR needs in relation to project
activities.
Mission 2: Strengthen partnership at local level
- Ensure
the management of the ongoing partnership with the Ministry of Public
Health (MoPH) at the local level and adjust the partnership strategy when
required, in agreement with MoPH (e.g., renewal or update of the
Memorandum of Understanding).
- Support
the PM to Conduct health service delivery assessments and health facility
(HF) evaluations for MoPH centers currently supported or to identify
potential facilities suitable for support.
- Ensure
capacity assessments are conducted for the health facilities currently
supported and initiate assessments for any new health facilities prior to
providing additional support (based on analysis and evolving needs).
- Support
the PM to Collaborate with MoPH to establish a capacity-building strategy
and supportive activities, including key indicators and objectives for
implementation, monitoring, and follow-up of ACF’s support activities
(within ACF’s scope and mandate), outlining a clear exit strategy procedure.
- Ensure
that the relationship with MoPH aligns with ACF's partnership policy,
promoting mutual trust, respect, shared goals, complementarity,
transparency, mutual support, and shared learning.
Mission 3: Participate actively in project cycle related
activities with focus on M&E, project proposal and reporting.
- Participate
in drafting new concept notes, project proposals, and responding to donor
queries.
- Can
Assist in drafting TORs and JDs, and participate in interviews/recruitment
for staff and consultants hired for health and nutrition program
assignments.
- Build
the ACF managers' capacities in Project Cycle Management, particularly
regarding implementation methodology, training, planning, supervision,
monitoring, evaluation, and activity follow-up tools (APR, BFU, PFU).
- Develop
and help maintain an effective M&E system and program database,
actively participating in the monitoring and evaluation of field
activities and the definition of programmatic directions.
- Participate
in the planning and execution of program evaluations and needs assessments
to gauge impact and identify actual needs on the ground.
- Support
Program Managers in ensuring that project budgets are managed in
accordance with financial procedures.
- Conduct
annual evaluations of the skills and performance of ACF nutrition/health
team members, involving deputies and supervisors to build their capacity
(for teams directly under their management).
- Organize
and lead team meetings and individual monitoring sessions (both regular
and ad hoc).
- Address
team issues in coordination with the PM, base HR, and field coordinator.
Mission 4: Mission 4: Ensure adequate follow up of
nutrition and health programmes.
- In
liaison with PMs, provide timely updates on the programs (narrative and
quantitative APRs), with a detailed compilation at the end of each month
for sharing with other programs and the coordination team.
- Participate
in the capitalization of the nutrition program (lessons learned, etc.).
- Propose
intervention strategies for both emergency and development settings.
- Ensure
continuous monitoring and accurate estimation of medicines and medical
supplies, promoting efficient consumption and timely delivery to all
Health Facilities. Collaborate closely with the Logistics team to
strengthen Decentralized Stock Management processes.
Mission 5: Support coordination efforts at country level:
- In
collaboration with the PM, prepare and facilitate capacity-building
initiatives for partners on health and nutrition-related issues.
- Represent
ACF in thematic forums on health and nutrition when required, in
coordination with HoD.
- Deputize
for the Head of the Nutrition and Health Department in their absence.
- Assume
the responsibilities of the PM (North or South) during their absence.
- Assist
in coordinating with other partners/agencies involved in the medical and
nutritional fields.
Mission 6: Coordinate and support medical supplies and
medicine:
- Review
the estimation needs for DS (twice year) or new project and share with HoD
for validation
- Work
together with Logistic team to receive and review the international
shipment of medicine
- Monthly
follow up of medicine stock in ACF warehouses included Decentralized stock
and program stock in close collaboration with Pharmacists.
- Participate
in medical procurement processes and validation.
- Ensure
the good follow up of the pharmacy on the DS stock, to alert in advance if
unused of items or shortage expected
- Analyze
DS and consumption to improve the procurement and management
- Ensure
with the pharmacist the quality of DS storage and nutrition supplies
- Closely
supervise pharmacists and review estimation needs for HFs
Mission 7: Proactivity support ACFs commitments to gender
equality, child protection and disability sensitivity
- Read
and fully understand ACF's Gender Minimum Standards and Child Protection
Policies, seeking clarification or support when necessary.
- Implement
all work-related activities with a focus on gender, disability, and child
protection, considering the diverse needs, concerns, and perspectives of
our staff and beneficiaries.
- Ensure
the integration of gender equity principles in all policies and
activities.

Required Qualification, Skills and Experience
Qualifications
- Master
degree in nutrition, Pharmacy, public health, medicine, or similar.
Required Professional Experience
- At
least 5 years of experience, including a minimum of 2 years in nutrition
and child health programming, with strong expertise in both development
and emergency nutrition strategies and programs.
- Proven
experience in medicine and medical supplies management
- Proven
experience working effectively with local implementing partners,
government entities, and international/national organizations.
Required Technical Skills
- Highly
developed management and leadership skills, with extensive experience in
project cycle management, capacity building, and technical supervision.
- In-depth
understanding of regional contexts and challenges, with the ability to
